She works in the social affairs sector, with a focus on human rights, gender and LGBT equality and diversity. Before she joined Ecorys she was director of the Gender and LGBT Equality Department at the Dutch government (Ministry of Education, Culture and Science, from where she is currently seconded to Ecorys). In this capacity she monitored progress of the gender and LGBT policies at national level through data collection and scientific studies. As board member of the European Institute for Gender Equality Carlien was involved in studies on the progress of gender equality in the EU. As member of the EU High Level group on Gender Mainstreaming she was involved in the development of indicators to measure progress of the Beijing PfA. Carlien chaired the Council of Europe’s Gender Equality Commission and is currently the chair of the European Committee on Social Cohesion, Human Dignity and Equality. At UN level, she was co-ordinator of the national implementation of the Convention on the Elimination of Violence against Women (CEDAW) and head of the Dutch delegation to the UN Commission on the Status of Women. Before joining the ministry of Education Carlien worked at several ministries and Employment services. -

By looking at the situation of marginalized groups in cities, the article focuses on the questions of how to build inclusive, fair, and accessible cit- ies and how to eliminate inequalities seen in urban communities. -

Habitat III Informal Hearings with Civil Society June 6-7, 2016 Panelist Bios Opening Segment Maryse Gautier, Co-Chair of the Habitat III Preparatory Committee and Auditor General, Ministry of Environment, Energy and Marine Affairs and Ministry of Housing and Sustainable Habitat of France Maria de los Ángeles Duarte, Co-Chair of the Habitat III Preparatory Committee and Minister of Urban Development and Housing of Ecuador Jan Eliasson, Deputy Secretary General of the United Nations On 2 March 2012, Jan Eliasson was appointed Deputy Secretary-General of the United Nations by Secretary-General Ban Ki-moon. He took office as Deputy Secretary-General on 1 July 2012. Mr. Eliasson was from 2007-2008 the Special Envoy of the UN Secretary-General for Darfur. Prior to this, Jan Eliasson served as President of the 60th session of the UN General Assembly. He was Sweden’s Ambassador to the US from September 2000 until July 2005. In March 2006, Mr. Eliasson was appointed Foreign Minister of Sweden and served in this capacity until the elections in the fall of 2006. Mr. Eliasson served from 1994 to 2000 as State Secretary for Foreign Affairs, a key position in formulating and implementing Swedish foreign policy. He was Sweden’s Ambassador to the UN in New York 1988-92, and also served as the Secretary-General’s Personal Representative for Iran/Iraq. Mr. Eliasson was the first UN Under-Secretary-General for Humanitarian Affairs and was involved in operations in Africa and the Balkans. University of Graz European Master’s Degree in Human Rights and Democratisation A.Y. 2018/2019 The Emerging Right to Directly Participate in Local Governance Enhancing the Social Inclusion of Minorities and the Politically Alienated Author: Charles Slidders Supervisor: Prof. Wolfgang Benedek ABSTRACT Democracy is in crisis and the crisis is in ‘representative’ democracy. Citizens are disenchanted, disengaged, politically alienated and socially excluded. They aspire to directly participate in their own governance. Taking part in public affairs by voting in elections or being a member of a political party or a candidate for public office are central elements of participation. However, participating in cyclical elections is only a small part of political participation; participation in public affairs is an ongoing process. Much of the criticism of representative government is that it fails to enable greater direct civic participation. Across Europe there is a recognition that representative democracy must be supplemented by tools of participatory democracy and the implementation of mechanisms of participatory democracy is increasing. The recognition of the importance of civil participation in government and its increasing implementation has led to the emergence of a normative right to directly participate in local governance. Where tools of participatory democracy have been implemented at the local level there has been a demonstrable increase in social inclusion and empowerment. Despite the demonstrated potential of participatory democracy to enhance social inclusion, European states and institutions have ignored the potential of direct participation to supplement representative democracy in minority bodies. Tools of participatory democracy also have the potential to facilitate dialogue between minorities and majorities and assist in the integration process. -
Transforming Barcelona: the Renewal of a European Metropolis/Edited by Tim Marshall
Transforming Barcelona Barcelona is perhaps the European city that has become most renowned for successfully “remaking” itself in the last 20 years. This image has been spread cumulatively around the world by books, television and internet sites, as well as by films and the use of the city in advertisements. This book is about the reality behind that image. It describes how the governors, professional planners and architects, and, in a wider sense, the people of the city and of Catalonia brought about the succession of changes which began around 1980. Transforming Barcelona is made up of chapters by those involved in the changes and by local experts who have been observing the changes year by year. Particular emphasis is placed on the political leadership and on the role of professionals, especially architects, in catalysing and implementing urban change. Other chapters look closely at the way that the treatment of public space became a key ingredient of what has been termed the “Barcelona model”. Critiques of this model consider from two different perspectives — environmental and cultural — how far the generally acclaimed successes stand up to full analysis. The book is fully illustrated and contains an up-to-date bibliography of writings on the city in English. This book will be of particular interest to those studying or practising in the fields of urban regeneration, urban design and urban geography, as well as all those fascinated by the multiple dimensions of the current transformation of older cities. No other book is available in English that provides such extensive understanding of Barcelona from authoritative local participants and observers.
