Philippine Navy Legal Basis • Commonwealth Act No. 1 (December 21, 1935), the National Defense Act, created and organized the Off-Shore Patrol (OSP) under the Regular Force of the Army of the Philippines. • Executive Order No 94 (October 4, 1947) created the Philippine Naval Patrol, forerunner of the Philippine Navy, as one of the Major Commands of the Armed Forces of the Philippines (AFP). • Executive Order No. 389 (December 23, 1950), Reorganizing the Armed Forces of the Philippines, created and organized the Philippine Navy as one of the Major Services of the AFP with primary concerns in operations at sea. • Executive Order No. 292 (July 25, 1987), Administrative Code of 1987, provided for the powers, functions and organizational structure of the Philippine Navy as one of the Major Services of the AFP under the supervision and control of the Department of National Defense(DND). NAVAL RESERVE OFFICER TRAINING CORPS Military Science –1 (MS-1) COURSE ORIENTATION Training Regulation A. Introduction: The conduct of this training program is embodied under the provisions of RA 9163 and RA 7077 and the following regulations shall be implemented to all students enrolled in the Military Science Training to produce quality enlisted and officer reservists for the AFP Reserve Force. B. Attendance: 1. A minimum attendance of nine (9) training days or eighty percent (80%) of the total number of ROTC training days per semester shall be required to pass the course. 2. Absence from instructions maybe excuse for sickness, injury or other exceptional circumstances. 3. A cadet/ cadette (basic/advance) who incurs an unexcused absence of more than three (3) training days or twenty percent (20%) of the total number of training during the semester shall no longer be made to continue the course during the school year. 4. Three (3) consecutive absences will automatically drop the student from the course. C. Grading: 1. The school year which is divided into two (2) semesters must conform to the school calendar as practicable. 2. Cadets/ cadettes shall be given a final grade for every semester, such grade to be computed based on the following weights: a. Attendance - - - - - - - - - - 30 points b. Military Aptitude - - - - - 30 points c. Subject Proficiency - - - - 40 points 3. Subject proficiency is forty percent (40%) apportioned to the different subjects of a course depending on the relative importance of the subject and the number of hours devoted to it. The Filipino seafarers engaged in a very active trade and made regular voyages to neighboring countries in Southeast Asia and the Far East.

With China’s maritime expansion in the South China Sea, the Philippine government has eased up its counter-insurgency/counter- terrorism campaign and has vigorously pursued instead the modernization of the Armed Forces of the Philippines (AFP) particularly developing the deterrence capability of the Philippine Navy (PN). However, slow-paced and hampered by scant resources, the naval build-up will hardly deter China’s encroachment on the Philippine maritime territory. Faced with this predicament, the Philippines has resorted to forging new security partnership with the United States and Japan, two major naval powers in East Asia. The paper concludes that maritime security will remain the Philippines’ priority concern way into the third decade of the 21st century. Introduction During Gloria Macapagal Arroyo’s nine-year presidency, the Armed Forces of the Philippines (AFP) concentrated its efforts, and resources on neutralizing the various insurgent movements in the country. In 2009, however, the Arroyo Administration was suddenly confronted with the ubiquitous Chinese naval presence in Philippine territorial waters and increasing assertiveness in the South China Sea dispute.

THIRTEENTH CONGRESS OF THE REPUBLIC) OF THE PHILIPPINES 1 5 MAR -3 P4 121 FIRST REGULAR SESSION 1 Introduced by Senator Magsaysay, Jr. EXPLANATORY NOTE A strong Republic in order for it to remain strong, effective and democratic must have strong checks and balances not only in the bureaucracy, but also in the Armed Services as well. An Armed Forces dominated by one culture of officers coming from one military institution opens itself to manipulations and easy commitment of acts inimical to national security, the negative aspects of common bonds and cultures among officers. It should be policy of the State to have multiple sources of commission of officers in the AFP. No one group of officers from a particular source of commission be allowed to dominate the AFP. Thus there is a necessity to establish separate military academies of the major services of the AFP. Officers from varied sources of commission will enhance checks and balances in the AFP. The negative aspect of cultural bonding among alumni of the same institution will be lessened and officers will have a healthy professional competition to rise up to higher ranks. This bill proposes the establishment of a Philippine Naval Academy (PNA) to train Naval Officers of the AFP. The instruction will be a 2-year program, basing from the minimum General College Education requirements as established by the Commission on Higher Education (CHED). The present facilities, equipment, applicable areas, faculty and administrative personnel of the Philippine Naval Training Command shall be absorbed by the PNA. The PNA shall establish a strong working relationship for specific academic as well as training facilities with the Philippine Merchant Marine Academy and other colleges, universities and institutions.

REGIONAL CONSULTATIVE GROUP HUMANITARIAN CIVIL-MILITARY COORDINATION FOR ASIA AND THE PACIFIC HUMANITARIAN CIVIL-MILITARY COORDINATION IN EMERGENCIES: TOWARDS A PREDICTABLE MODEL FOREWORD The Regional Consultative Group (RCG) on Humanitarian Civil-Military Coordination for Asia and the Pacific was formed in 2014 to act as a multi-stakeholder, regional forum that brings together humanitarian, civilian and military actors involved in planning for and responding to disasters in the region. The RCG was formed to discuss response preparedness planning, with a focus on the coordination of operational planning between civilian and military actors in priority countries in the region–Bangladesh, Nepal, Indonesia, Myanmar and the Philippines. It also serves to facilitate the exchange of information and innovative ideas to enable well-coordinated and needs-based effective disaster responses, and strengthen linkages with other relevant platforms with an emphasis on the relationship with Regional Organizations and the Global Consultative Group on Humanitarian Civil-Military Coordination. One of the first recommendations that emerged from the RCG was to develop a common understanding and enhance the predictability of the civil-military coordination mechanisms, and their respective functions, during a response. Humanitarian Civil-Military Coordination in Disaster Response: Towards a Predictable Model outlines key civil-military coordination mechanisms and how these are activated during disaster response in line with global and regional frameworks and guidance. With five different country-focused chapters for each of the priority countries, this publication will enhance knowledge and understanding of the unique context for humanitarian civil-military coordination in the Asia region, further strengthening linkages between global, regional and national guidance and structures for civil-military coordination in disaster response.
