    6 The Inner Meaning of the Islamic Rites: Prayer, Pilgrimage, Fasting, Jihād SYED ALI ASHRAF Purification (ṭahārah) AS ALLĀH IS BOTH al-Ẓāhir (the Outward, the Manifest) and al-Bāṭin (the Inward, the Hidden), He has sanctioned for mankind some formal rites to be performed in order for them to draw nearer to Him. This nearness is achieved when the performer tries to realize the inner significance of these rites while maintaining their external form. In order to perform these rites properly, the first necessary element for Muslims is purification (ṭahārah), which also has an outward form and an inner meaning. Outwardly, one has to wash one’s hands up to the wrist three times, rinse one’s mouth with water thrown into it with the right hand, sniff water into the nostrils and throw it out thrice, wash the face thrice, wash first the right and then the left arm up to the elbow thrice, wipe the head with the inner surface of the fingers of both hands, put two forefingers in the two eardrums and wipe the backs of the ears with the thumbs; with the back of the fingers of both the hands jointly one has to wipe the back of the neck, and then wash the right and then the left foot up to the ankles thrice.1 This outward form of ablution (wuḍūʾ) turns into a form of prayer of forgiveness and mercy when the person performing 235 the ablution starts praying to God. He prays to God to cleanse him of the sins he has committed with his two hands knowingly or unknowingly, to cleanse him also of the sins committed by his mouth, to fill his nostrils with the sweet scent of paradise, to remove the darkness that has stained his face and to illuminate it with the light of His Wisdom.

The statement addresses the composition of the new Central Military Commission, important factors in the selection of the leaders, and highlights salient elements in the backgrounds of specific leaders. The statement also addresses important factors of civil-military relations, including the relationship of the People’s Liberation Army (PLA) to China’s top political leadership, potential reform of the military-region structure of the PLA, and the likely competition for budget resources. Composition of the China’s New Central Military Commission As expected, new Chinese Communist Party general secretary Xi Jinping was appointed in November 2012 as the Central Military Commission (CMC) chairman. Additionally, army general Fan Changlong and air force general Xu Qiliang were promoted to positions as vice chairmen of the CMC—Fan from Jinan Military Region commander and Xu from PLA Air Force commander. As predicted, the 18th Party Congress saw Xi Jinping appointed as general secretary in Beijing. In Taipei, President Ma announced in September a complete reshuffle of his cross-strait and foreign policy team. In both cases, the personnel changes do not foreshadow any policy changes in the coming months. While Ma remains unwilling to address political issues in direct negotiations, some interesting Track 2 dialogues occurred. In October, Beijing gave visiting DPP politician Hsieh Chang-ting unusual high-level attention, and following his return Hsieh has tried, thus far unsuccessfully, to promote change in DPP policy. Against the backdrop of increasing tensions over the Diaoyu Islands, Ma is focused on asserting Taiwan’s interests primarily through his East China Sea Peace Initiative. 18th Party Congress and PRC policy The 18th Congress of the Chinese Communist Party (CCP) saw the long-anticipated emergence of a new party leadership under General Secretary Xi Jinping. In the lead-up to the Congress, Taiwan Affairs Office (TAO) Minister Wang Yi authored two important articles. The first, an article in the party theoretical journal Qiushi, addressed primarily to party members, was entitled “The Accomplishments and Theoretical Renewal in Cross-Strait Work during the Past Ten Years.” Wang noted that the goal was reunification, that the interests of all Chinese would be best served by peaceful reunification and that the “peaceful development” of cross-strait relations based on Hu Jintao’s Six Points would pave the way for peaceful reunification.
