European Trade Union Institute Bd du Roi Albert II, 5 1210 Brussels Belgium +32 (0)2 224 04 70 [email protected] www.etui.org Building The European Federation of Public Service Unions will celebrate its 40th anniversary in 2018. the European Federation It is better known as “EPSU” (the “European Public Service Union”), a name that represents both the organisation’s mission statement and a key future ambition. of Public Service Unions This book retraces the development of EPSU, beginning with its early days as the European Public Services Committee (EPSC). The EPSC was set up as an ETUC liaison committee encompassing two organisations. It soon became obvious that this “marriage of convenience” The history of EPSU (1978 – 2016) between the organisations involved was a mismatch, and it came to an end in 1994 through a decision by the EPSC Presidium which was then formalised at the fifth General Assembly in — Vienna in 1996. The organisation was from then on to be called the European Federation of Carola Fischbach-Pyttel Public Service Unions (EPSU). The book also looks at the difficult development of the sectoral social dialogue in the public services sector and describes the problems that had to be overcome in this process. A constant challenge in EPSU’s work has been the various waves of public service liberalisation, ranging from public procurement and the Services Directive to the European energy market and, recently, the negotiation of various international trade deals. Rodney Bickerstaffe: Leader, Activist, Encourager By Dan O’Neill (From Left Lives in Twentieth Century Ireland: Volume 2 published in DuBlin in 2019 by Umiskin Press) Rodney Bickerstaff led the National Union of Public Employees (NUPE) from 1982-1993 before it merged with the Confederation of Health Service Employees (COHSE) and National & Local Government Officers’ Association (NALGO) to create UNISON.1 Bickerstaffe was UNISON General Secretary, 1996-2001; a former President,Trades Union Congress (TUC), 1992-1993; President, UK National Pensioners Convention (NPC), 2001-2005; and President, War on Want, 2006-2017. This writer’s interest in Bickerstaffe was heightened in September 2013 when, in the company of a young UNISON National Officer Colm Porter from Wexford, I shared a conversation with Bickerstaffe in a café across from UNISON’s London offices on Euston Road. He was charismatic and an overwhelmingly friendly man. He spoke about his labour activism; getting his first trade union job; trips to Liberty Hall; and his close relationship with Tony Benn. He spoke about Ireland, his sense of profound connection only becoming fully comprehended in middle age when he met his Irish family for the first time. CRANFIELD UNIVERSITY MICHAEL DEMPSEY MANAGING TRADE UNIONS A CASE STUDY EXAMINATION OF MANAGERIAL ACTIVITIES IN FOUR UK TRADE UNIONS FORMED BY MERGER School of Management PhD Thesis April 2004 1 ABSTRACT In 1985, the researcher took up employment in what he regarded as a senior management position as Assistant General Secretary (Administration) of NALGO, the public service union. The objective was to gain management experience alongside continuing management education. Whilst there were others seeking to manage to the best of their ability, the idea was not universally accepted. However, the union, by the end of the decade, had embarked on management development courses for senior managers and by the time it merged and became part of UNISON, managerial activities were visible in many areas. It was not, however, clear the extent to which – if at all – such phenomena were observable in other trade unions. The literature did not help in this respect. Research to establish whether trade union managers existed and, if so, what their roles were appeared to offer the prospect of examining a new area of trade union life. This research is based on interviews with 56 senior trade union staff in four trade unions formed by merger – CWU, PCS, UNiFI and UNISON. Only one of those individuals professed not to accept a managerial role and that person accepted that he had a responsibility to ensure that the union was managed. Original findings include the following:- • There is a category of employee in trade unions known as a ‘trade union manager’, a role not previously identified by empirical research and discussed in the literature. -

The New Labour Phenomenon
Introduction: The New Labour Phenomenon Andrew Chadwick and Richard Heffernan The underlying ideological assumptions of the Labour Party were transformed in the 1980s and 1990s, its policies altered to embrace new forms of political discourse, and its organizational structure changed to enhance the role of an assertively reformist leadership. The remaking of Labour under Neil Kinnock, 1983±92, John Smith, 1992±4, and Tony Blair since 1994 has produced a fundamental reordering of the party's doctrine and ethos (Drucker 1979), one that has seen the abandonment of previously cherished policy positions in favour of dramatically different new ones. Labour's current policy stance, and the record of the Blair government since 1997, reflects the fact that the ideological differences between the two principal parties in British politics, Labour and the Conservatives, have narrowed significantly in the past twenty years. The emergence of New Labour essentially reflects a process of party change, one that was gradual, incremental and caused by a confluence of external political shocks suffered by Labour and the internal responses these shocks engendered. Such shocks, defeat in the general elections of 1979, 1983, 1987 and 1992, the seemingly unstoppable forward march of the Thatcher governments, and the sup- posed irrelevance of collectivist, statist social democratic politics in the wake of an innovative individualist, anti-statist neo-liberal alternative, all prompted consider- able changes in Labour's conception of itself as a political party. For supporters of the Blairite `project', the reinvention of Labour was necessary to win elections, and to do so by reconnecting with the electorate by becoming politically `relevant' (a key word in the Blairite lexicon) once again.
