Pursuant to the Public Sector Employment and Management Act, the Financial Management Act and the Information Act, I advise that to the best of my knowledge and belief: a) proper records of all transactions affecting the department are kept and employees under my control observe the provisions of the Financial Management Act, the Financial Management Regulations and Treasurer’s Directions b) procedures within the department afford proper internal control and these procedures are recorded in the department’s Accounting and Property Manual, which has been prepared in accordance with the requirements of the Financial Management Act c) there is no indication of fraud, malpractice, major breach of legislation or delegation, major error in, or omission from, the accounts and records d) in accordance with section 15 of the Financial Management Act, the internal audit capacity is adequate and the results of internal audits have been reported to me e) the financial statements included in the annual report have been prepared from proper accounts and records and are in accordance with the Treasurer’s Directions f) all Employment Instructions issued by the Commissioner for Public Employment have been satisfied g) in respect of my responsibilities pursuant to section 131 of the Information Act, I advise that, to the best of my knowledge and belief, the department is working in compliance with Part 9 of the Information Act.     NASA covers Tropical Cyclone Lam's landfall in Northern Territory 19 February 2015, by Rob Gutro Exploration Agency's Global Precipitation Measurement or GPM core observatory satellite passed over Tropical Cyclone Lam at 1256 UTC and captured data on the rainfall rates within the storm. At that time, sustained winds were estimated to be increasing above 55 knots (63 mph). GPM's Microwave Imager (GMI) measured rain falling at a rate of almost 55 mm (2.2 inches) per hour in powerful storms to the northwest of Lam's center. A 3-D view of cyclone Lam's vertical structure was made possible by using GPM's radar (Ku band) data that showed some thunderstorm tops above 7.8 miles (12.6 km). Another instrument took a look at the winds of the storm from its perch in space. The International Space Station's RapidScat instrument captured a look at Tropical Cyclone Lam's winds as it was moving toward landfall. From Feb. 18 at 1:40 UTC to 3:13 UTC RapidScat saw sustained winds to 56 mph/90 kph/25 mps. Permission must be sought from the copyright owner to use this material. www.bnhcrc.com.au THE RESEARCH CHALLENGE In the last decade, we have seen natural disasters cause more damage and destruction across Australia and our neighbouring region than ever before. Fire, flood, cyclone, earthquake, tsunami and heatwave cause injury, death and widespread damage. Through these challenges we are reminded of the relevance of science and research. Now four years into an eight-year funding program, the research of the Bushfire and Natural Hazards CRC is delivering significant benefits to our partners and communities. While we have learnt much, there is still more to do. A suite of new projects will enhance the broader program over the next four years. In coming decades, our growing population will continue to undergo demographic changes, exposing vulnerable people to natural disasters. There will be significant pressure on government policy, particularly around risk communication, land-use planning and infrastructure development. The policies and settlement patterns of the past are proving inadequate for the challenges of the future and in many instances are intensifying the exposure to risk. There is no silver bullet for natural hazards safety. We must continue to ask the difficult and complex questions, and continue to identify what we do not know.

    Answers to the Lead Poisoning / Sniffing Problem Galiwin’ku June 2017 A Report for East Arnhem Mediation Service 2017 1 BACKGROUND AND BRIEF TO CONSULTANT The Northern Territory Government became directly involved in the avgas sniffing issue from early May 2017 at the request of some local service providers. Media reports followed the beginning of Government intervention. Before this stage a few service providers and companies had been directly involved in the issue. Likewise, East Arnhem Mediation (EAM) had been involved by supporting a community response to the situation by Galiwin’ku Makarra Dhuni (Makarr Dhuni). Makarr Dhuni is a clan based, local independent law and order body, affiliated with Yolŋu Nations Assembly, and currently has a strong working relationship with the police stationed at Galiwin’ku. They have had impact in various issues throughout the community including court advocacy, issues like gambling, and emergency response work around cyclone Lam. The group began work around avgas sniffing issue from September 2016. In the initial emergency phase Makarr Dhuni recognised the gap in the Community Patrol service between 12am and dawn as the first issue of response. Secondarily, they had identified an issue with older ‘ring leaders’ engaging children into the problem. More assessment was then being undertaken to unravel the more longer- term needs of the community to ‘unroot’ the issue. To meet the need of the Makarr Dhuni’s first issue of response, the group established a nighttime foot patrol between 12am and dawn, stationed at the airport boundary. They conducted these patrols during the months of September and October 2016, and then in January and February 2017.

    Minnesota WeatherTalk January-December 2015 Cold start to January Minnesota WeatherTalk, January 09, 2015 By Mark Seeley, University of Minnesota Extension Climatologist After a mild December (11th warmest since 1895 on a statewide basis), the other shoe dropped over the first full week of January, with temperatures averaging from 7 to 10 degrees F colder than average through the first seven days of the month, somewhat analogous to the start of January last year. Brimson (St Louis County) reported the coldest temperature in the nation on January 4th with -28F and on January 5th Togo (Itasca County) reported the coldest in the nation at -29F. In fact over the first week of the month a few records were set: • New low temperature records included: -28F at Thief River Falls on January 4th; and -28F at Grand Portage on January 5th • New cold maximum temperature records include: -7F at both Grand Marais and Grand Portage on January 5th; and -8F at Wright (Carlton County) also on January 5th • In addition a new daily precipitation record was set for January 3rd at International Falls with 0.58 inches (associated with 7.8" of snow) At least 45 Minnesota climate stations reported low temperatures of -20F or colder this week. The core of the cold air occurred over January 4-5 this week under high pressure. As a measure of the strength of the air mass, some climate stations reported extremely cold daytime highs. Temperatures rose no higher than -15F at Isabella and Kabetogama, and no higher than -16F at Sandy Lake Dam and Ely.

The winds can destroy buildings and rip out trees by their roots. A cyclone has three main parts: the eye, the eye wall and the cloud chains. The eye is the centre of the storm. It can be 10 to 100 kilometres wide. The eye wall is the part where the wind is rotating around the eye very fast. Cloud chains form around the storm and make the cyclone bigger. QRA was established under the Queensland Reconstrucon Authority Act 2011 (the Act) following the unprecedented natural disasters that struck Queensland over the summer months of 2010‐11. The Authority is charged with helping Queensland communies effecvely and efficiently recover from the impacts of natural disasters through managing and coordinang the Queensland Government’s program of infrastructure renewal and recovery within disaster‐affected communies and being the state’s lead agency responsible for disaster recovery, resilience and migaon policy.
