RESOLUTION NO. 2019-50 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MARINA APPROVING BUDGET AMENDMENTS TO THE FIRE DEPARTMENT BUDGET IN THE AMOUNT OF $277,000 TO REFLECT STATE OF CALIFORNIA WILDLAND FIRE RESPONSE REIMBURSEMENTS FOR FISCAL YEAR 2018/19 WHEREAS, the City of Marina has responded to a number of wildland fire responses this past year; namely the Airline 2, Ferguson, Cranston, Mendocino Complex, Carr, Stone, Herz, Delta and Camp Fires; and, WHEREAS, the State of California has reimbursed the City of Marina for the cost of this assistance based upon a standardized schedule in the amount of $277,000; and, WHEREAS, the Department has proposed budget adjustments to account for the expenditures incurred with responding to these wildfires; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Marina authorizes the following budget adjustments to the Fire Department’s General Fund FY 2018/19 Budget: All Amounts in Thousands Proposed Budget Adj Expenditures Overtime 168 Materials, Supply, Tools and Eq. 53 100.250.000.00-6400.737 Maintenance and Repairs 19 100.250.000.00-6360.850 Training and Travel 9 100.250.000.00-6500.700 Maintenance and Repair - Other 28 100.250.000.00-6360.566 277 Resolution No. 2019-50 Page Two PASSED AND ADOPTED by the City Council of the City of Marina at a regular meeting duly held on the May 7, 2019, by the following vote: AYES, COUNCIL MEMBERS: Berkley, Urrutia, O’Connell, Morton, Delgado NOES, COUNCIL MEMBERS: None ABSENT, COUNCIL MEMBERS: None ABSTAIN, COUNCIL MEMBERS: None Bruce C. Delgado, Mayor ATTEST: Anita Sharp, Deputy City Clerk April 24, 2019 Item No: 8k(1) Honorable Mayor and Members City Council Meeting of the Marina City Council of May 7, 2019 CITY COUNCIL CONSIDER ADOPTING RESOLUTION NO. 2019-, APPROVING BUDGET AMENDMENTS TO THE FIRE DEPARTMENT BUDGET IN THE AMOUNT OF $277,000 TO REFLECT STATE OF CALIFORNIA WILDLAND FIRE RESPONSE REIMBURSEMENTS FOR FISCAL YEAR 2018/19 REQUEST: It is requested that the City Council: 1. Consider adopting Resolution No. 2019-, increasing the Fire Department’s 2018/19 Budget by $277,000 to offset expenses incurred as part of mutual aid response for California Wildland Fires. The requested budget changes will be paid for from State revenues the department has received as part of its mutual aid response. BACKGROUND: This year, the City has responded to State mutual aid requests for a number of wildland fires. The fires the City’s Fire Department has responded to are: Start Date End Date Incident Name 06/06/18 06/10/18 Airline 2 06/06/18 06/11/18 Airline 2 07/19/18 08/08/18 Ferguson Fire 07/25/18 07/30/18 Cranston Fire 07/30/18 08/10/18 Mendocino Complex 07/30/18 08/16/18 Carr Fire 08/20/18 08/29/18 Stone Fire 08/28/18 09/10/18 Hirz Fire 09/10/18 09/19/18 Delta Fire 11/08/18 11/20/18 Camp Fire The City has already received reimbursements totaling $277,000 from the Office of Emergency Management for responding to these fires. The City needs to make the appropriate budget adjustments to account for the additional expenditures incurred responding to these fires. ANALYSIS: Staff proposes the following line item increases in the Fire Department 2018/19 Budget: Overtime: Increase by $168,000 Materials and Supplies: Increase by $53,000 Maintenance and Repair: Increase by $19,000 Maintenance and Repair (other): Increase by $28,000 Travel and Training: Increase by $9,000 TOTAL $277,000 FISCAL IMPACT: There is no fiscal impact on the City’s General Fund. The additional expenditure increases are offset by the $277,000 reimbursement already received from the Office of Emergency Services. CONCLUSION: This request is submitted to the City Council for their consideration and possible action.
