La Commissione parlamentare d'inchiesta sulle spese di guerra e il governo Mussolini PLERO DL GLROLAMO UNIVERSITÀ DI TERAMO La centralità del legame tra affarismo e política nel primo dopoguerra come condizione essenziale per l'affermazione e il consolidamento del fascismo, soprattutto nella fase definita "legalitaria"1, era stata ampiamente messa in luce in primo luogo dal lavoro di Renzo De Felice nel volume délia biografía di Mussolini dedicato alla conquista del potere2. Nelle pagine che dedicava alla complessa quanto decisiva, ai fini délia instaurazione del regime mussoliniano, vicenda Matteotti - il rapimento e l'assassinio del segretario del PSU awenuti nel giugno 1924 dopo il famoso discorso alla Camera del 30 maggio in cui, in un clima drammatico, aveva denunciato i brogli, l'intolleranza e la violenza che avevano caratterizzato le elezioni politiche del 6 aprile precedente3 - De 1 Viene correntemente definito "fascismo legalitario" o anche "fase liberale del fascismo" il periodo compreso tra la marcia su Roma - ottobre 1922 - e il discorso del 3 gennaio 1925 - che poneva fine alia crisi seguita al delitto Matteotti - periodo durante il quale il partito di Mussolini governó insieme con altre forze politiche e con il Parlamento funzionante. In realta si trattó di una fase estremamente dinamica in cui il fascismo in coalizione cercava di dotarsi di un sostegno molto piú vasto di quello che esprimeva e in cui la dialettica política, parlamentare e istituzionale si mossero su binari di ben alta complessitá e in un clima di, per usare la definizione di S. The normalization of Yugoslav-Soviet relations brought to an end a conflict between Yugoslavia and the Eastern Bloc, in existence since 1948, which threatened the status quo in Europe. The thesis represents the first effort at comprehensively presenting the reconciliation between Yugoslavia and the Soviet Union, between 1953 and 1957. It will also explain the motives that guided the leaderships of the two countries, in particular the two main protagonists, Josip Broz Tito and Nikita Sergeevich Khrushchev, throughout this process.

    2010 NO.1 2 June 2010 SECURITY COUNCIL REPORT This report is available online and can be viewed together with Monthly Forecast Reports and Update Reports at cross-cutting REPORT www.securitycouncilreport.org Children and Armed Conflict For over ten years the impact of war on children has been a significant thematic focus for the Security Council. There is now much greater awareness of the issue and some evidence that the inclusion of child protection principles in Council decisions in specific cases is having some impact. However, the Council still encounters some resistance from some governments. And the difficulty of applying effective pressure on non-state actors who recruit child soldiers is a continuing challenge. This is our third Cross-Cutting Report on Children and Armed Conflict. It builds on two previous reports released in 2008 and 2009 which developed a groundbreaking methodology for reviewing, in a cross-cutting format, the effectiveness of Council thematic decisions on children and armed conflict decisions in individual country-specific situations.     DISSENTING OPINION OF JUDGE SETTE-CAMARA 1 regret that 1 have been unable to agree with the Court's majority in the present Judgment in its appraisal of the facts, in its reasoning and in its conclusions, and therefore feel under the obligation to explain why 1 see this case differently. The disputed zone is the so-called Libya-Chad borderlands, bounded to the north-east by the east-south-east line of the Anglo-French Conven- tion of 8 September 1919, to the south by the 15" north latitude parallel, to the West by the 24" E meridian and to the east by the 16" E meridian. It covers an area of some 530,000 km' and encompasses the Borkou- Ounianga, the Ennedi and the Tibesti, what Chad refers to as the BET (excluding northern Kanem). The population of the area is under 100,000, compared with Chad's population of some 5.4 million, including the BET. The area contains 2 per cent of Chadian local population and it is a poor, bare and inhospitable region.
