PE693.693V01-00 European Parliament 2019-2024 Committee on Foreign Affairs Committee on Development CJ19_PV(2021)0527_1 MINUTES Meeting of 27 May 2021, 13.45-15.15 Joint committee procedure (Rule 58) BRUSSELS The meeting opened at 13.54 on Thursday, 27 May 2021, with Witold Jan Waszczykowski, (AFET 1st vice-chair) and Tomas Tobé (DEVE chair) presiding. 1. Adoption of agenda The agenda was adopted as shown in these minutes. 2. Approval of minutes of meetings 18 March 2021 PV – PE691.089v01-00 The minutes were approved. 3. Chair’s announcements DEVE chair announced that in line with rule 214 of Parliament’s rules of procedure, the final record of decisions of the extraordinary joint AFET-DEVE Coordinators’ meeting of 12 May, and the written procedure ending on 18 May regarding the scrutiny of the Global Europe instrument, have been uploaded on the AFET and DEVE intranet with all other documents for this meeting. They will be attached to the minutes of today’s meeting. 4. Draft Delegated Act supplementing the Regulation establishing the Neighbourhood, Development and International Cooperation Instrument - Global Europe CJ19/9/06065 Exchange of views with the European Commission The Chairs gave the floor to Ms Katarína Mathernová, Deputy Director-General (Commission, DG NEAR), to introduce the draft delegated act, and to answer questions, along with Vincent Grimaud (Commission, DG INTPA), Stefan Schleuning, (Commission, FPI), Michele Cervone d’Urso (EEAS). Any other business None The meeting closed at 15.00 AFET-DEVE Coordinators Joint Meeting NDICI-Global Europe Implementation 12 May 19:00-20:00 DRAFT RECORD OF DECISIONS 1. Common AFET-DEVE Delegated and Implementing Act scrutiny guidelines The Coordinators decided to: Endorse the scrutiny guidelines (attached) 2. Common AFET-DEVE working methods, including on division of labour The Coordinators decided to: Endorse the note on working methods (attached) Agree on the division of labour based on the principle of “joint responsibility while assigning lead committee“ as presented in the list of Multiannual Indicative Programmes (attached) Agree to take stock of these working methods in one year 3. Proposal for practical arrangements for geopolitical dialogue The Coordinators decided to: Agree on a hybrid format of the high-level dialogue with part of the debate in public public (such as introductory remarks by both sides), as a matter of PV\1233002EN.docx 3/8 PE693.693v01-00 EN public accountability of both Institutions, followed by in camera discussions, and may be followed by a public statement from the Chairs Agree that the high-level dialogue should be organised not in a standard joint Committee format, but with attendance limited to: AFET and DEVE Committees Bureaux and Coordinators, Chairs of DROI and SEDE sub- committees and, depending on the agenda, the relevant geographical rapporteurs, Delegation Chairs and WG Chairs Mandate the Chairs to formally invite Commissioners to the high-level dialogue on the basis of the agreed practical arrangements note (attached) Decide on a priority list by written procedure with deadline of Tuesday, 18 May end of business. At the end of the written procedure, the priority list agreed was the following: Sub-Saharan Africa Mozambique Mali (within the wider context of the Sahel) Ghana Kenya Ethiopia DR Congo Americas El     Ihre AfD-Delegation informiert über die Arbeit im EU-Parlament Ausgabe #2 / September 2020 2 Liebe Leser, in den vergangenen Wochen ist in Brüssel trotz – oder gerade wegen? - der parlamentari- schen Sommerpause viel passiert. Mitten in der Urlaubszeit leitete die EU-Kommission ei- nen neuen Migrationspakt in die Wege. Um demokratischen Anschein zu wahren, konnten die Bürger auf einer gut versteckten Webseite der Kommission vier Wochen lang ihre Mei- nung hierzu kundtun. Davon machten bis vier Tage vor Einsendeschluss europaweit noch nicht einmal einhundert Menschen Gebrauch. Alles geschah weitestgehend unter Aus- schluss der Öffentlichkeit, bis wir auf diese Pläne aufmerksam wurden, eine kleine Kam- pagne starteten, und auch die anderen patriotischen Parteien hierfür sensibilisierten. In kürzester Zeit erreichten wir hunderttausende Menschen, knapp 2.000 überwiegend ablehnende Bürgerzuschriften gingen bei der Kommission ein – die Eurokraten haben nun viel Lesestoff. Was es mit dem neuen Migrationspakt auf sich hat, lesen Sie in dieser zwei- ten Ausgabe unseres „Blicks auf Brüssel“. Weitere Themen sind die Rede zur „Lage der Europäischen Union“ von Kommissionspräsi- dentin Ursula von der Leyen, die unser Delegationsleiter Prof. Dr. Jörg Meuthen ordentlich zerpflückt hat. Außerdem geht es um die Brandstiftungen in Moria, um Nord Stream 2, um Guido Reils neues Buch über Obdachlosigkeit und um vieles mehr. Wir wünschen Ihnen viel Lesevergnügen! She was filmed uttering the party’s campaign motto Sigurna Hrvatska (‘safe Croatia’) in a corridor of the Commission building, while her official title appeared on screen. This appearance has sparked outrage in the EU, as the President of the Commission is obliged to remain neutral. According to Article 9(3) of the Code of Conduct for Members of the Commission, Members ‘shall abstain from making public statements or interventions on behalf of any political party or organisation of the social partners of which they are members’. The Commission has expressed its regret over the incident, but has also sought to downplay its ramifications. While it accepted that technical mistakes were made 1 , it has boldly claimed that it was ‘the kind of things [sic] which must be permitted’ 2 , thereby implicitly denying that a breach of the Code of Conduct had occurred. 1.
