Mitten in der Urlaubszeit leitete die EU-Kommission ei- nen neuen Migrationspakt in die Wege. Um demokratischen Anschein zu wahren, konnten die Bürger auf einer gut versteckten Webseite der Kommission vier Wochen lang ihre Mei- nung hierzu kundtun. Davon machten bis vier Tage vor Einsendeschluss europaweit noch nicht einmal einhundert Menschen Gebrauch. Alles geschah weitestgehend unter Aus- schluss der Öffentlichkeit, bis wir auf diese Pläne aufmerksam wurden, eine kleine Kam- pagne starteten, und auch die anderen patriotischen Parteien hierfür sensibilisierten. In kürzester Zeit erreichten wir hunderttausende Menschen, knapp 2.000 überwiegend ablehnende Bürgerzuschriften gingen bei der Kommission ein – die Eurokraten haben nun viel Lesestoff. Was es mit dem neuen Migrationspakt auf sich hat, lesen Sie in dieser zwei- ten Ausgabe unseres „Blicks auf Brüssel“. This encompasses various projects such as SFR-2287CF34 in Germany (EUR 240 000) and SFR-A72056BB in Italy (EUR 200 740). How many so-called migrants (broken down by age, gender, country of origin and project supported) are taking part in the programme? EUR 2 million have been set aside for the programme in the 2016-2018 funding period. What results are known to the Commission (with an indication of the survey and evaluation methods) in terms of successful integration? German football is seeing an increase in violent incidents. A whole team (BV Altenessen 06 II) was recently suspended after players and the coach attacked the referee. The names of players would indicate a migrant background (due to EU-data protection rules their names can not be published) Does the Commission programme include measures to prevent similar outbreaks of violence in sport from happening in the context of the projects? If no such measures have been put in place yet, how might the Commission support the Member States in the fight against acts of violence in sport carried out by migrants? The European Parliament (EP) recently passed a modest electoral reform package designed to address worries about another low turnout in the next EP elections in May 2019. But the bigger worry for many is that voters across Europe who rewarded anti-EU sentiment in national elections in 2017 will do the same again. A European Parliament tailored to the agenda of Eurosceptic members would make the EP a much different institution than it is today. But the latest tumult over the European Parliament elections in Austria, a country where national political sentiment turned against the EU in 2017, suggests some of the risks that such a shift can bring for ruling parties, and the situation is exposing fractures between national and European party leaders. Situated along this fracture line is Othmar Karas, the leader of the Austrian People’s Party’s (ÖVP) delegation to the European Parliament. She was filmed uttering the party’s campaign motto Sigurna Hrvatska (‘safe Croatia’) in a corridor of the Commission building, while her official title appeared on screen. This appearance has sparked outrage in the EU, as the President of the Commission is obliged to remain neutral. According to Article 9(3) of the Code of Conduct for Members of the Commission, Members ‘shall abstain from making public statements or interventions on behalf of any political party or organisation of the social partners of which they are members’. The Commission has expressed its regret over the incident, but has also sought to downplay its ramifications. While it accepted that technical mistakes were made 1 , it has boldly claimed that it was ‘the kind of things [sic] which must be permitted’ 2 , thereby implicitly denying that a breach of the Code of Conduct had occurred. 1.
