Top News from the European Commission 12 March – 08 April 2007 AGENDA/07/10 Brussels, Friday 09 March Top News from the European Commission 12 March – 08 April 2007 Background notes from the Spokesperson’s service for journalists The European Commission reserves the right to make changes Monday 12 to Tuesday 13 March: European football stars to commemorate the 50th anniversary of the signature of the Treaty of Rome The news: The best of European football will be on show in Manchester to commemorate the 50th anniversary of the signature of the Treaty of Rome setting up the modern-day European Union. Manchester United will play a Europe XI team to be coached by Italian World Cup winner Marcello Lippi, assisted by UEFA Technical Director and former Scotland manager Andy Roxburgh. Marcello Lippi is currently in talks with several top European clubs to secure players for the European side and further names will be announced as the match date approaches. The first confirmed players in the European team are Liverpool players Steven Gerrard and Jamie Carragher, Olympique Lyonnais players Eric Abidal and Gregory Coupet and the top players from Barcelona’s Champions League winning team, Carles Puyol, Gianluca Zambrotta, Lilian Thuram. The final European line-up will be announced on 12 March when Commission President José Manuel Barroso will meet in Brussels together with new UEFA President Michel Platini and Manchester United legend Sir Bobby Charlton. The game will coincide with the 50th anniversary of Manchester United's participation as the first English team to play in European football club competitions. All proceeds from the event will go to charity. This distortion of competition results from the fact that tax rates for diesel differ greatly from one Member State to another. At the same time, big trucks have tanks of huge capacity, allowing them to cover between 1500 and 3000 kilometres, thereby conducting a kind of fiscal planning where they take advantage of the very significant differences in national excise duties on diesel fuel (tank tourism phenomenon). The road transport sector is now fully opened up to competition. However, excessive differences in fuel tax levels are increasingly an obstacle to the smooth functioning of the internal market. The proposed changes should reduce the differences in taxation for commercial diesel, thus minimising the distortion. The result should be to provide a more level playing field for haulage companies and petrol stations in Member States which are currently affected by foreign competitors based in neighbouring countries with lower fuel prices. Apart from ensuring that the internal transport market operates more smoothly, the proposal meets common transport policy objectives and will provide better protection for the environment. It will contribute to the implementation of the Kyoto protocol. The new Consumer Strategy 2007-2013 sets out plans to shift the emphasis of the EU Single Market policy so it more effectively delivers value and choice for citizens at the point of delivery – the check-out till. By making consumer outcomes the guiding standard for policy decisions the Strategy will hit two birds with one stone: more efficient resource allocation and competitiveness on the one hand, and increased consumer satisfaction and increased legitimacy for the EU on the other. This is an important bridge between the Citizens’ Agenda and the Growth and Jobs agenda. For the last 20 years the battle over consumer policy has been focused on protection and safe trading in the high-street. In the 21st century, consumer policy must be as much about what consumers can do as what they must be safeguarded from. Consumers need better information, more transparent markets and political empowerment to act as powerful economic agents driving forward innovation and competition. They need access and opportunity, safe passage to new markets, more choice, better value and prices. The new challenges are multiple: guaranteeing real consumer choice in complex markets with consumers so often overloaded with information on prices and charges (from phone charges and electricity bills to offers by internet providers and credit institutions) they find they cannot decide what's best for them; boosting confidence and choice in online and digital markets with consumer rights that were written for another era; guaranteeing safe products in global markets with mass imports from China and beyond; making the market work for all citizens - particularly on essential services where no one should get left behind; building cross-border trust in the market - clamping down on the scams, and unfair practices that rip off consumers and undermine market confidence. And strengthening redress for consumers when things go wrong - more open cross border markets must go hand in hand with stronger systems of dispute resolution and redress. Consumers will not enjoy the benefits of the Single Market unless there are strong and effective systems in place to resolve problems with goods and services when things go wrong. General agreement is emerging on most provisions of the Regulation, with some ongoing discussions on details of the consumer protection tariff and on the possible extension of the roaming regulation to cover short messaging and data roaming. The Commission is confident that a political agreement can be reached in the weeks to come and calls on the European Parliament and the 27 Telecom Ministers to cooperate very closely to ensure that European consumers will already profit from significant cost savings when going abroad for their summer holidays this year. Whilst at CeBIT (the world's largest IT fair taking place annually in Hannover), Commissioner Reding will also attend the opening Ceremony with German Chancellor Angela Merkel, give a press conference to unveil the Commission's European strategy for dealing with Smart Radio Tags (so-called RFID-technology) and a further press conference on the policy challenges for developing Mobile TV in Europe. This covers the converging fields of computer, media and communications industries – considered to be among the driving forces in modern economies. One of the Grand Prize Nominee of the 2007 ICT Prize is the A3M Tsunami Alarm System, which alerts subscribers directly via their mobile phones of an impending tsunami, within minutes of the earthquake that will provoke it.

A Debordian Reading of Finnish Namescapes and English Soccerscapes Jani Vuolteenaho Helsinki Collegium for Advanced Studies Sami Kolamo University of Tampere In this article, a critical attempt is made to read the language of contemporary urban boosterism – its eulogistic adjectives and slogans, escapist evocations in nomenclature, nostalgic narratives, etc. – through the lens of The Society of the Spectacle (1995, orig. 1967), Guy Debord’s controversial theoretico-political manifesto. Through discussion of empirical examples, the authors shed light on different types of in-situ landscape texts in Finnish and English cities. In the former national context, culturally escapist and non-native names given to leisurescapes and technoscapes have mushroomed over the last quarter century. While this process represents a semi-hegemonic rather than hegemonic trend, many developers’ reliance on the “independent” representational power of language has substantially reshaped naming practices in the non-Anglophone country. The analysis of different types of promotional texts at England’s major soccerscapes evinces the co-presence of nostalgic evocations of local history amidst the hypercommodification of space. Arguably, the culturally self-sufficient, tradition- aware representational strategies in current English football stem from pressure from fans, the country’s status as the cradle of modern football, and a privileged possibility to promote the game’s “native” meanings via a globally-spoken language. Finally, this article addresses the pros and cons of using the spectacle theoretical framework to analyse critically language-based urban boosterism and branding under the current conditions of neoliberal urbanism.     Stadium Safety Management in England Chris Whalley, Senior Manager, Stadia Safety and Security at The Football Association, comments on the transformation that has occurred in terms of stadium safety in England. In particular, he highlights how each football club now takes responsibility for the safety of all spectators entering its stadium. English Premier League matches are broadcast all over the world. In all continents, those fans with an interest in developments off the pitch as well as on it will have noticed the splendid all-seated stadia, the lack of pitch perimeter and segregation fences and, generally, a positive atmosphere among supporters inside the stadia. But it hasn’t always been like this. Just three decades ago, English football was still blighted by the problems of supporter violence, old stadia and what we can now recognise as a lack of any safety management culture within the stadia. Two major stadium disasters in the 1980’s and a Government-led review of stadium safety brought about a programme of change which has seen the gradual transformation of English stadia and the introduction of a new system of stadium safety management. Before examining these changes in more detail, it is helpful to look at some of the problems that led to the occurrence of these major stadium disasters. Throughout the 1970’s and 1980’s, fighting between rival supporter groups was commonplace in English football stadia. From the early beginnings of football up to the late 1960’s there had been no separation of supporters in English football stadia – home and away supporters could enter any part of the stadium and generally they would stand side by side to watch the match.

    The Football Association Challenge The Cup Final Cup Final Facts • The match is widely known as just the Cup Final. • It is the last match in the Football Association (FA) Challenge Cup. • It has about 86 000 spectators and millions of TV viewers. • The trophy (winner’s cup) is only on loan to the winning side. • It is the oldest cup competition in the world, first played in the 1871 - 72 season. Who Can Enter? The Challenge Cup competition is open to any club in the top ten levels of the English Football League. Once clubs have registered to play, the tournament is organised into 12 randomly drawn rounds, followed by the semi-finals and finals. The higher ranked teams join the competition in later rounds when some of the lower ranked teams have been knocked out. What Do the Winners Receive? The winners of the final match receive the Football Association Cup, the FA Cup. It comes in three parts; the base, the cup and a lid. Over the years, there have been two designs of trophy and five cups have been made. The first cup, known as the ‘little tin idol’, was stolen in 1895 and never returned. An exact replica was made and used until 1910. From 1911, a new design was made. In 1992, another copy was made as the cup was wearing out from being handled, and another replacement was made in 2014. The cup is presented at the end of the match, giving the engraver just five minutes to engrave the winning team on the silver band on the base.

The latest news is discussed with those sit- ting next to me: who is injured, who is going to win the game for us, and do we have a good referee today? Someone is munching on a grilled sausage; another is saving it for half time. A third sips his coffee while children happily eat their ice cream. The friend to my left wears long johns in July, the friend to my right usually arrives late carrying his lunch, a plate of kebab. A popular song plays in the background, flags are waving in the wind, and the sun shines over the local sporting event. Suddenly, a march blares from the PA system and in the blink of an eye the focus of the crowd shifts towards the pitch. The crowd claps along to the instrumental German military march Alte Kameraden while the home and away teams walk on to the pitch. The supporter group announces its presence by bursting into one of their familiar chants. It’s game time in Jakobstad/Pietarsaari. The above example describes my personal routine of going to an FF Jaro1 football game at Keskuskenttä in Pietarsaari, Finland. This routine is repeated nearly once a week during football season, only the weather differs from game to game. Jetzt aber werden die Karten neu gemischt, und ich setze darauf, dass in den noch anstehenden vier Qualifikationsspielen die Fahrkarte zur EM-Endrunde sicher gelöst wird. Um dann im November mit zwei Klassikern gegen Frankreich und die Niederlande schon in die EM-Vorbereitung einzusteigen. Polen und Frankfurt – diese Konstellation weckt natürlich Erinnerungen an die legendäre Wasserschlacht während der WM 1974.

Das Zitat des ehemaligen Spielführers vom FC Bayern München – zur Stadiondiskus- sion in der bayerischen Landeshauptstadt – verdeutlicht dabei überspitzt die wirt- schaftliche Relevanz und finanzielle Problematik von Stadioninvestitionen im Profifuß- ball. Aufgrund der erheblichen Einnahmepotenziale moderner Stadien verglichen mit traditionellen Spielstätten, sind Fußballstadien nicht mehr nur emotional aufgeladene, mitunter nostalgische Orte, sondern Ausgangspunkt für die Entwicklung des europäi- schen Fußballs. Allerdings geht mit den Potenzialen moderner Stadien auch ein er- höhtes finanzielles Risiko einher. Oftmals beobachtbare Überkapazitäten und mithin unzureichende Auslastung der Veranstaltungsstätte sind ein augenscheinliches Indiz ökonomischer Ineffizienz und führen im schlimmsten Fall sogar in den finanziellen Ruin. Es stellt sich deshalb die Frage, welche interdependenten Beziehungen im Sta- dionmanagement vorherrschen, die gezielt zur Erhöhung der „Stadioneffizienz“ ge- steuert werden können.
