H O N O R E E Peter Blair Henry Class of 1987 PETER BLAIR HENRY is Dean of New York University’s Stern School of Business and author of TURNAROUND: Third World Lessons for First World Growth (Basic Books, 2013). Named Dean two days before his 40th birthday, Henry came to Stern from the Stanford Graduate School of Business, where he was Konosuke Matsushita Professor of International Economics. In 2008, Henry led the Presidential Transition Team’s review of the IMF and World Bank. In June 2009, President Obama appointed Henry to the President’s Commission on White House Fellowships. A Board member of the National Bureau of Economic Research, the Council on Foreign Relations, and Kraft Foods Group, Henry was awarded the Foreign Policy Association Medal in February 2015. Overturning con- ventional wisdom on the topics of debt relief, international capital flows, and the role of institutions in economic growth, Henry’s research has in- spired segments on NPR’s Planet Money and This American Life; Henry has also contributed articles to the Financial Times, Fortune, and Ozy.com, among others. Henry’s first lesson in international economics actually came at age eight, when his family moved from Jamaica to Wilmette, triggering his life- long interest in variations in standards of living across the globe. At New Trier, Henry was a Senior Helper, a National Merit Finalist, co-captain of the basketball team, and a member of the Trevians’ starting lineup in three varsity sports. Henry received his Ph.D. in economics from MIT and Bachelor’s de- grees from Oxford University, where he was a Rhodes Scholar and a full blue in basketball, and the University of North Carolina, where he was a Morehead Scholar, Phi Beta Kappa, a reserve wide receiver on the football team, and a finalist in the 1991 campus-wide slam dunk competition. -

Retrenchment, expansion, and the transformation of Mexican social protection policies Michelle Dion Assistant Professor Sam Nunn School of International Affairs Georgia Institute of Technology Atlanta, GA 30332-0610 [email protected] ABSTRACT: Social protection policies in Mexico have been transformed since 1988 through partial retrenchment of social insurance and significant expansion of targeted or means-tested social assistance. These changes reflect a substantial re-definition of social protection through incremental changes in policy. The changes reflect the abandonment of the goal of developing an employment-based, universal welfare regime, which had been pursued by Mexican governments as late as the 1970s. Instead, recent administrations have moved toward the redefinition of Mexico's welfare regime into a residual, mean-tested model with significant private provision of benefits and services. This shift in social protection is consistent with the change in Mexico’s overall economic development strategy and increasing political competition in the process of democratization. Introduction Throughout Latin America, the more economically advanced countries developed extensive social insurance institutions throughout the twentieth century. Usually, social insurance was an integral part of the import substitution industrialization (ISI) development model pursued by governments. In many countries, including in Mexico, Brazil, and Argentina, social insurance was also used by populist politicians or political parties to secure the support of the organized working class. Rapid economic collapse in the 1980s followed by economic restructuring in the 1990s not only led to the replacement of ISI with economic neoliberalism but also changed the underlying structure of the labor market and brought new pressures to bear on social insurance. -

Litan When it came into force on January 1, 1994, the North American Free Trade Agreement (NAFTA) joined the eco- nomic futures of Canada, Mexico, and the United States. Clearly both Canada and Mexico—given their geography and markets—had been integrating with the United States well before NAFTA took effect. Indeed, the United States and Canada had signed a bilateral free trade accord six years earlier. But, with NAFTA in place, the pace of inte- gration accelerated, and systematic rules governing trade and investment along with dispute resolution mechanisms were established, and the governments assumed an active role in guiding, promoting, and managing economic rela- tions among the three countries. Moreover, the three coun- tries are increasingly viewed as a single economic entity, one with a gross domestic product (GDP) of some $10 tril- 1 2 Introduction lion, or 15 percent larger than the fifteen-country European Union (EU). What then lies ahead for North America? As it stands, NAFTA takes a narrow view of integration, focusing almost exclusively on trade and investment matters, steering clear of any new institutional, social, or development arrange- ments. NAFTA barely addresses such vital issues as immi- gration policy and labor markets, the energy sector, envi- ronmental protection, and law enforcement. Moreover, despite their trilateral relationship, the three governments of North America largely conduct business within the frame- work of two bilateral relationships, that is, between Canada and the United States and between Mexico and the United States. The governments of Canada, Mexico, and the United States now must confront the question of whether NAFTA is enough. -
