DESCRIPTORS *Censorship; Conservatism; *Financial Support; *Government Role; Higher Education; Homosexuality; Legislators; Mass Media; *Moral Issues; *Programming (Broadcast); *Public Television IDENTIFIERS Congress; *Controversial Topics; First Amendment; Religious Right ABSTRACT Public broadcasting in the United States frequently draws criticism from conservatives who accuse it of pursuing an agenda promoting environmentalism, gay rights, affirmative action, reproductive choice, and other liberal causes, and of being hostile to conservative interests such as defense, the pro-life effort, and the promotion of Christian values. To date, concerns over censorship in public television have focused, not on overt efforts by Congress to determine the bounds of acceptable programs, but on not-so-subtle pressure at both the national and the local level to self-censor or risk loss of funding. Several recent cases of controversial programs have led to calls for ties between funding of the public television system and program content--programs such as "Tongues Untied," "Portrait of a Marriage," and "Tales of the City." Assessing the constitutionality of possible future efforts by Congress to place content-related conditions on the funding of,public television seems to require that 3 areas of law be analyzed: (1) the current statutory framework in which the public television system operates;(2) the recent case law in the area of the First Amendment and public broadcasting; and (3) relevant overarching judicial principles. -

INTRODUCTION "Throughout history, families and religious groups have recognized their influence over the lives of their members and have used this influ- ence to maintain unity and adherence to a given set of values."' Vocal activists have for generations waged wars against works of literature and 2 art that they have found offensive to their religious or moral beliefs. They have attempted to exert their influence over society as a whole and to impose their values over all others. These activists believed that they were providing an invaluable service to society. From the time of the colonization of the United States through the 1950's, moral activists had the weapon of choice on their side: the strong-arm censorship powers of the law and the courts. -

These actions include (1) requiring matching funding from other entities, (2) reorganization of programs, changing names of programs, and/or the elimination of programs, (3) oaths/pledges from artists/arts organizations, (4) the denial of funding, (5) the delegation of responsibility/requiring advising panels, and (6) the change or destruction of art. -

Independence vs. Accountability: Correcting the Structural Defects in the National Endowment for the Arts Craig Alford Masbackt Politics has moved to center stage in the arts world. It has been almost twenty-seven years since Congress established the National Endowment for the Arts (NEA) as part of the National Foundation on the Arts and Humanities Act of 1965 (Act).1 Since then, the NEA has faced a variety of challenges, but none like the one which unfolded during the last four years in Washington, D.C. During this time, the very existence of the organization has been at issue.2 Until the mid-1980s, the NEA enjoyed consistent, and only occasionally contested, congressional support as it distributed grants to arts organizations, state arts agencies, and individuals. As congressional appropriations grew from $2.5 million in 1966' to $175 million in 1991," the NEA saved dying ballet companies, launched programs to improve the teaching of poetry in schools, and helped start an American literary anthology. The NEA has achieved a significant decentralization in arts funding, education, and participation in the United States by encouraging the expansion in the number of state arts agen- cies.5 While the NEA was, theoretically, structured to be insulated from govern- ment control, the issue of the organization's independence has been central to t A.B. 1977 Princeton University. Chapter 13: “Fostering Civic Engagement Through the Arts: A Blueprint” by DeVereaux Art Policy and Advocacy Policy Quest The aim of this assignment is for you to learn about some of the important issues, events, and individuals in the history of arts policy in the United States. At the same time, you will be gaining research skills that will help you improve your research capacity in this course and others. The questions posed are intentionally posed in a way that requires you to do research and a bit of problem-solving to figure out exactly what information in needed. With that said, in this assignment, you should find information to respond to the posed questions by any means you can! What that means is that it is not readily obvious how you should answer the questions, where you should go to find the answers, or what answers are required. Visible Care: Nan Goldin and Andres Serrano’s Post-mortem Photography Lauren Jane Summersgill Humanities and Cultural Studies Birkbeck, University of London Submitted for the Degree of Doctor of Philosophy November 2014 2 Declaration I certify that this thesis is the result of my own investigations and, except for quotations, all of which have been clearly identified, was written entirely by me. Lauren J. Summersgill October 2014 3 Abstract This thesis investigates artistic post-mortem photography in the context of shifting social relationship with death in the 1980s and 1990s. Analyzing Nan Goldin’s Cookie in Her Casket and Andres Serrano’s The Morgue, I argue that artists engaging in post- mortem photography demonstrate care for the deceased. Further, that demonstrable care in photographing the dead responds to a crisis of the late 1980s and early 1990s in America. At the time, death returned to social and political discourse with the visibility of AIDS and cancer and the euthanasia debates, spurring on photographic engagement with the corpse. Nan Goldin’s 1989 post-mortem portrait of her friend, Cookie in Her Casket, was first presented within The Cookie Portfolio. The memorial portfolio traced the friendship between Cookie and Goldin over fourteen years. The work relies on a personal narrative, framing the works within a familial gaze. I argue that Goldin creates the sense of family to encourage empathy in the viewer for Cookie’s loss. Further, Goldin’s generic and beautified post-mortem image of Cookie is a way of offering Cookie respect and dignity in death. Andres Serrano’s 1992 The Morgue is a series of large-scale cropped, and detailed photographs capturing indiscriminate bodies from within an unidentified morgue. -

Scott Tate November 18, 2019 Blacksburg, VA Keywords: New Institutionalism, Fields, Agency, Community Cultural Development, Arts Organizations, Appalachia Copyright © 2019 A New Institutionalist History of Appalshop: Exploring the Agential Dynamics of an Appalachian Community Cultural Development Organization Sarah Lyon-Hill ABSTRACT This research draws on New Institutionalist theory as interpreted by Fligstein and McAdam (2012) to explore the relationship between structure and agency within one nonprofit organization, Appalshop, located in Central Appalachia. Since 1969, Appalshop has worked with peer institutions to form a larger community cultural development (CCD) field, characterized by actors that value the potential of art and cultural activities to create space for individual and collective imagining and reimagining of communities. Through an exploration of archival documents and interviews with 18 current and former Appalshop staff, I analyzed the organization’s 50-year evolution. I identified ways in which Appalshop has operated in the midst of different enabling and inhibiting structural forces, how its staff has sought to assert agency by contesting or circumventing those extant forces, and how the ensuing tensions have shaped the organization’s approach to social change. During its evolution, Appalshop can be seen as having gone through four different stages characterized by changing national policy and culture as well as the actions of different generations of Appalshop staff.
