This document will address Noise and Vibration issues by managing the environmental impacts and implementing mitigation measures when required for the duration of the project. 2 SCOPE OF PROJECT The Project Works include all investigation, design and construction required to construct a third southbound lane on the Freeway between Hodges Drive and Hepburn Avenue, construct an auxiliary lane between Hepburn Avenue entry Ramp and Warwick Road, upgrade the PSP between Ocean Reef Road and Warwick Station and implement a smart freeway system from Hester Avenue to Warwick Road. The design & construction of the project will commence from early 2021, and planned completion is by mid-late 2022, with a peak number of personnel to reach approx. 100 with works being undertaken by both subcontracted works and self-delivered day labour works. Implementation and Commissioning of the Smart Freeway system will be completed late 2023. The breakdown of the Scope of Works, Base Scope and Optional Works components, are described in Section 2.1 and 2.2 below. 2.1 Scope of Work The Project Works include the following: Mitchell Freeway third lane - Design and construction of a third lane on the Mitchell Freeway southbound on the median side between Hodges Drive interchange and Hepburn Avenue interchange, approximately 8.8 km long, to provide a continuous three lane carriageway in accordance with the specified lane configuration and cross section; Mitchell Freeway entry Ramps - Design and construction of widening or reconstruction of entry Ramps at Hodges Drive and Hepburn Avenue to accommodate future Ramp signals; Road safety barriers - Replacement of all existing substandard road safety barriers between the Mitchell Freeway southbound and the Railway from rail underpass No. 1472 to Reid Highway with TL5 concrete barriers. Installation of a median wire rope barrier from rail underpass No. 1472 to Chainage 26050. Design and construction of access gates to the Railway corridor. A continuous road safety barrier on the east side of the Mitchell Freeway from Chainage 17000 to Chainage 26050; Resurfacing - Resurfacing of existing Pavements where lane markings change. Resurfacing of the Mitchell Freeway southbound carriageway from Chainage 17200 to Chainage 26000, and from Chainage 14250 to Chainage 15800. Resurfacing of Ramps; Drainage - Design and construction and/or modification of all associated drainage including underground drainage, swales, basins, subsoil drainage and culverts; and Lighting - Design, installation, modification and upgrading of lighting. Regional parks were first proposed in the Stephenson - Hepburn Report of 1955, which later formed the basis of the Perth Metropolitan Region Scheme in 1963. Since then, State planning agencies have been acquiring suitable private land in anticipation of the time when regional parks would be formally created. In 1997, the State government announced a commitment to introduce legislation to give regional parks legal standing and vesting in the former NPNCA, now the Conservation Commission of Western Australia. Eight regional parks were recognised as formal identities, with the co-ordination of their management progressively transferred to the Department of Conservation and Land Management.
