Appendix of N 85 decision of July 20, 2015 of Nagorno-Karabakh Republic Central Electoral Commission REPORT ON THE ORGANIZATION AND CONDUCT OF MAY 3, 2015 NATIONAL ASSEMBLY ELECTIONS OF THE NAGORNO- KARABAKH REPUBLIC, ANALYSIS ON THE VIOLATIONS OF THE ELECTORAL CODE AND RECOMMENDATIONS General overview By PD-15-N decree of February 12, 2015 of the NKR President “On appointing regular elections to the Nagorno Karabakh Republic National Assembly” regular elections to the Nagorno Karabakh Republic National Assembly were appointed on May 3, 2015. The preparation and organization of the Nagorno Karabakh Republic National Assembly elections of May 3, 2015 were implemented in line with the requirements of the new Electoral Code of the Nagorno Karabakh Republic (hereinafter NKR) which had been adopted on October 29, 2014 and put into action on January 1, 2015. The Electoral Code contains a lot of news, a number of legal relations have been subjected to new regulations. It should be noted that the draft of the Electoral Code passed active public and parliamentary phases of discussions. Acording to the requirements of Article 17 of the NKR new Electoral Code by the N 15-N decision of January 28, 2015 of the NKR Central Electoral Commission 11 constituencies equal to the number of the mandates of the deputies to the National Assembly under the majoritarian system were formed. And as compared to the previous elections the number of deputies to the NKR National Assembly under the majoritarian system has changed from 16 to 11, so the borders of the new constituencies had been reviewed.

Republic of Artsakh The Republic of Artsakh (Armenian: Արցախի Հանրապետթյն Arts'akhi Hanrapetut'yun),[3][4] or simply Artsakh Republic of Artsakh (/ɑːrtsɑːk/), (commonly known by its second official name of the Nagorno-Karabakh Republic (/nəˌɡɔːrnoʊ kɑːrəˈbɑːk/) between 1991 and 2017 ,) is an internationally unrecognised de facto independent country in the South Արցախի Հանրապետթյն Caucasus; it is internationally recognized as part of Azerbaijan. The region is populated mostly by Armenians and the Artsakhi Hanrapetut'yun (Armenian) primary spoken language is Armenian. Artsakh controls most of the territory of the former Nagorno-Karabakh Autonomous Oblast and some of the surrounding area, giving it a border with Armenia to the west and Iran to the south. Its capital is Stepanakert. The predominantly Armenian-populated region of Nagorno-Karabakh was claimed by both the Azerbaijan Democratic Flag Coat of arms Republic and the First Republic of Armenia when both countries became independent in 1918 after the fall of the Russian Empire, and a brief war over Nagorno-Karabakh broke out in 1920. The dispute was largely shelved after the Anthem: Ազատ Անկախ (Armenian) Soviet Union established control over the area and created the Nagorno-Karabakh Autonomous Oblast (NKAO) within Արցախ Azat u Ankakh Artsakh (transliteration) the Azerbaijan SSR in 1923. During the fall of the Soviet Union, the region re-emerged as a source of dispute between Free and Independent Artsakh Armenia and Azerbaijan. In 1991, a referendum held in the NKAO and the neighbouring Shahumian region resulted in a 0:00 MENU declaration of independence based on its right of self-determination.

NAGORNO-KARABAKH GROUP IN THE EUROPEAN PARLIAMENT ELECTION OBSERVATION DELEGATION TO THE PARLIAMENTARY ELECTIONS IN THE REPUBLIC OF NAGORNO-KARABAKH (3 May 2015) Annexes: A- Preliminary report 1 Introduction The self-declared Republic of Nagorno-Karabakh is a de facto independent state with the necessary democratic institutions: a unicameral parliament, presidency and government. The 2 referendums having taken place (9 September 1991 and 10 December 2006), the 5 parliamentary and presidential elections enabling the Karabakhi population to take actively part in the shaping of the political landscape have been contributing to consolidate the Nagorno-Karabakh governance, as well as the development of a more participatory civil society. On 3 May 2015 the 6th elections of the Nagorno-Karabakh parliamentary took place. Previously, the President of the National Assembly, Mr. Ashot Ghulyan, had sent invitation letters to the Nagorno-Karabakh Group in the European Parliament to observe the elections. Therefore, despite the non-recognised status of Karabakh, the Group decided to send a delegation of observers composed of several MEPs and supporting staff. The delegation represented various EU countries and also 3 European Parliament mainstream political forces. Headed by the President of the Nagorno-Karabakh Group in the European Parliament, Mr. Frank Engel, the delegation conducted its activities between 2-4 May following the usual practise of the European Parliament in the OSCE area. The members of the European Parliament also cooperated together with parliamentarians of EU member states present on the ground and were supported in their activities by European Friends of Armenia. According to the preliminary findings and conclusions, the elections in Nagorno-Karabakh offered a wide variety of political alternatives and were administrated in line with international standards.

The formation of a multi - party system is a complex process throughout the post - Soviet space. It is particularly important in terms of state consolidation and po litical system formation. In non - recognized states, the problems caused by post - Soviet transformation are compounded first and foremost by the fact that they are not recognized, secondly by the complicated and long - lasting process of conflict resolution, t he influence of geopolitical factors, the lack of economic and political stability, etc. In non - recognized states, party systems are typically characterized by a low level of competition. Meanwhile, the processes of establishing and institutionalizing a mu lti - party system contribute to the resolution of post - conflict problems and the introduction of democratic traditions and, more generally, state consolidation. Introduction The outbreak of the South Caucasus secessionist conflicts is closely linked to the dissolution of the Soviet Union. Cease-fire agreements were signed in the early 1990s, but final peace agreements have not yet been reached and the Nagorno-Karabakh, Abkhazia and South Ossetia conflicts have been persistent until today. One of the most striking dynamics in regards to the conflicts is the development of three so called de-facto states1: the self-proclaimed but internationally not or only partly recognized Republics of Abkhazia, South Ossetia and Nagorno-Karabakh.
