TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport TRANSPORT DEPARTMENT NOTICE Special Traffic and Transport Arrangements for Celebration Events and Public Processions on 1 July 2012 Members of the public are advised that the following traffic and transport arrangements will be implemented on 1 July 2012 (Sunday) to facilitate the following events: 1. Flag raising ceremony at Golden Bauhinia Square in the morning; 2. Celebration event at Hong Kong Stadium in the morning; 3. Public procession from Victoria Park to Central Government Offices in Tamar in the afternoon; 4. Public procession from Queensway Government Offices to Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region in the afternoon; 5. Public procession from Central Government Offices in Tamar to Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region in the evening; and 6. The Fireworks Display to Celebrate the 15 th Anniversary of the Hong Kong Special Administrative Region in the evening. Please see Figure 1 for the public procession routeings. 1. Flag Raising Ceremony in Wan Chai North I. Special Traffic Arrangements A. Road Closure (see Figure 2 ) Expo Drive, Expo Drive Central and Expo Drive East will be closed to all vehicular traffic from 12.00 noon on 30 June 2012 to 12.00 noon on 1 July 2012. B. Traffic Diversion The following traffic arrangements will be implemented from 12.00 noon on 30 June 2012 to 12.00 noon on 1 July 2012 : (i) Traffic along Fleming Road northbound will be prohibited from entering Expo Drive East; (ii) Traffic along Convention Avenue eastbound will be prohibited from turning left onto Expo Drive; and 1 (iii) Traffic along Convention Avenue westbound will be prohibited from turning right onto Expo Drive. C. Suspension of Coach Parking Spaces The coach parking spaces at Expo Drive East will be suspended from 7.00 am on 30 June 2012 to 12.00 noon on 1 July 2012 . II. Special Public Transport Arrangements A. Suspension of Bus Terminus The following bus terminus will be suspended from 7.00 am on 30 June 2012 to 12.00 noon on 1 July 2012: (i) The bus terminus at Expo Drive East will be suspended; (ii) Citybus Routes 25A and 25C will omit Expo Drive East and terminate at Wan Chai Ferry Pier bus terminus; (iii) Cross Harbour Route 961 will omit Expo Drive East and terminate at Harbour Road outside Wan Chai Swimming Pool; and (iv) Recreation Route H2 will omit the bus stops at Expo Drive and Expo Drive East. B. Bus Diversion The following bus routes will be diverted from 7.00 am on 30 June 2012 to 2.30 pm on 1 July 2012: Routes Direction Diversion before Resuming Normal Routeing CTB 25A and 25C To Wan Chai will omit Expo Drive East and terminate at Wan XHT 373A Chai Ferry Pier Bus Terminus. XHT 961 To Wan Chai will omit Expo Drive East and terminate at Harbour Road outside Wan Chai Swimming Pool. NWFB H2 To Wan Chai via Connaught Place, Connaught Road Central eastbound, Harcourt Road eastbound, Gloucester Road eastbound, Victoria Park Road, flyover, Gloucester Road westbound and Percival Street. 2 C. Suspension of Taxi Stand The taxi stand at Expo Drive will be suspended from 7.00 am on 30 June 2012 to 12.00 noon on 1 July 2012. E. Suspension of Parking Spaces, Metered Parking Spaces and Motorcycle Parking Spaces (i) All on-street parking spaces, metered parking spaces and motorcycle parking spaces (including disabled parking spaces) at Hung Hing Road will be suspended on 30 June 2012 and 1 July 2012; (ii) All metered parking spaces and motorcycle parking spaces at Lung King Street will be suspended until 2.00 pm on 1 July 2012; and (ii) All metered parking spaces at Expo Drive East will be suspended until 12.00 noon on 1 July 2012 . 2. Celebration Event at Hong Kong Stadium A. Special Traffic Arrangements I. For the commencement of the event The following traffic arrangements will be implemented from about 7.30 am onwards : (a) Road closure The following roads will be closed to all vehicular traffic: (i) The section of Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path (except vehicles heading for St. Paul’s Hospital during the closure of Tung Lo Wan Road); and (ii) The section of Hysan Avenue westbound between Sunning Road and Hoi Ping Road. (b) Traffic diversion (i) The section of Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed as one-way southbound; 4 (ii) The section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed as one-way northbound; (iii) A section of Caroline Hill Road between its western junction with Leighton Road and Link Road will have two traffic lanes for vehicles entering Caroline Hill Road from Hoi Ping Road; (iv) Vehicles on Link Road northbound downhill to Caroline Hill Road northbound must turn left onto Leighton Road westbound; (v) The section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed as one-way eastbound; (vi) Hysan Avenue eastbound will have two traffic lanes for vehicles turning right onto Hoi Ping Road; (vii) Vehicles on Hysan Avenue westbound between Yun Ping Road and Sunning Road must turn left onto Sunning Road; (viii)Vehicles leaving The Lee Gardens must turn left onto Hysan Avenue eastbound; (ix) When necessary, vehicles on Lan Fong Road may be prohibited from turning left onto Lee Garden Road southbound. Affected vehicles will be diverted onto Lee Garden Road northbound, Foo Ming Street and Percival Street southbound; and (x) If situation warrants, vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of Leighton Road eastbound onto Caroline Hill Road. (c) Passenger alighting arrangements Coaches, taxis and private cars will be arranged to set down passengers at the locations specified below: (i) Coaches: the drop-off zone for coaches will be designated at the western kerbside of Caroline Hill Road south of South China Athletic Association (SCAA); (ii) Taxis: the drop-off zone for taxis will be designated at the southern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance; and (iii) Private cars: the drop-off zone for private cars will be designated at the northern kerbside of Eastern Hospital Road east of the Hong Kong Stadium. No private car is allowed to drop off passengers outside the Hong Kong Stadium main entrance. II. For the conclusion of the event All or some of the following traffic arrangements will be implemented from about 12.05 5 pm onwards until crowd disperses and road closure is lifted: (a) Road closure The following roads will be closed to all vehicular traffic: (i) Caroline Hill Road; (ii) The section of Eastern Hospital Road between Caroline Hill Road and Cotton Path; (iii) Eastern Hospital Road service road; (iv) Cotton Path; (v) Link Road northbound downhill (except vehicles heading for Link Road No. 1A, 3, 5 and 7) (if necessary); (vi) Hoi Ping Road; and (vii) Leighton Road (if necessary). (b) Traffic diversion (i) Vehicles on Leighton Road westbound will be prohibited from entering Caroline Hill Road for Link Road. Affected vehicles heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road; and (ii) During the closure of Leighton Road: Vehicles on Causeway Road westbound will be directed onto Irving Street; Vehicles on Morrison Hill Road eastbound will be diverted via Canal Road West; Vehicles on Percival Street southbound must turn right onto Leighton Road westbound; and Vehicles on Canal Road East southbound will be banned from turning left onto Leighton Road. B. Public Transport Arrangements I. For the commencement of the event Citybus (CTB) Route 5B, GMB Routes 14M, 26 and 30 will be temporarily diverted from about 7.30 am onwards until crowd disperses and road closures are lifted. II. For the conclusion of the event 6 GMB Routes 14M, 26 and 30 will be temporarily diverted from 12.05 pm onwards until crowd disperses and road closures are lifted. C. Prohibition of Learner Drivers The following arrangements will be implemented from 7.30 am to 2.00 pm : (a) Learner drivers will be prohibited from using the following roads: (i) Leighton Road; (ii) Hysan Avenue; (iii) Percival Street south of Hennessy Road; (iv) Caroline Hill Road; (v) Link Road; (vi) Stadium Path; (vii) Cotton Path; (viii)Eastern Hospital Road; and (ix) Eastern Hospital Road service road.

    Task Force on Harbourfront Developments on Hong Kong Island _____________________________________________________________________ For discussion TFHK/01/2012 on 12 January 2012 Proposal to Build a New Centre By Hong Kong Architecture Centre PURPOSE The purpose of this paper is to seek Members’ views on the proposal by Hong Kong Architecture Centre (HKAC) to build their new centre at the junction of Connaught Road Central, Rumsey Street and Tak Man Street in Sheung Wan. The proposed site was an existing traffic island under a flyover. BACKGROUND 2. HKAC is a non-profit making institution that aims to bring architecture to the public by architectural education and appreciation, and promote conservation of environment, heritage and culture. Since its establishment in 2006, HKAC has run talks, classes, workshops, exhibitions, tours and other activities for the public and visitors to Hong Kong. 3. In search of a new centre location, HKAC was asked to explore innovative uses of left-over urban space instead of more conventional heritage buildings. HKAC found a sizable vacant traffic island in Sheung Wan that can be potentially linked to Central, Sheung Wan MTR Station at Vicwood Plaza, Macau Ferry Terminal at Shun Tak Centre and Rumsey Street Carpark via the elevated walkway system. 4. Despite of various technical constraints, such as traffic sightline, access for structure and service maintenance, HKAC has found an interesting solution. A round building is proposed to provide venue for their activities and house their administration and archive while its rooftop will be integrated with the existing footbridges to create an elevated plaza for events and their outlets where public can access easily their services and be engaged in their activities (Please refer to Appendix).

    Western Harbour Crossing Routes - Hong Kong Island Routes Bus-Bus Interchange Scheme This scheme covers northwest New Territories and Tung Chung, and Hong Kong Island. It involves four Hong Kong Island routes - Routes 1, 5B, 5X and 10; and northwest New Territories and Tung Chung services - Routes 930, 930A, 930X, 962, 962A, 962B, 962P, 962S, 962X, 969, 969A, 969B, 969P, 967, E11 and E11A. A fare concession is offered on the second leg of the journey. The interchange should be completed within a set time limit and at the designated interchange points. Passengers taking any one of the above New Territories or Tung Chung routes can interchange to the four Hong Kong Island routes at Admiralty for connections to Causeway Bay, Happy Valley or North Point, respectively. Passengers can also interchange at Sheung Wan (the interchange point for Route 969P is at Admiralty) for the three local connections to Western District. Passengers on Routes 1, 5B, 5X or 10 going to northwest New Territories or Tung Chung can connect to Routes 930, 930A, 930X, 962, 962B, 962X, 967, 969, 969A, 969B, E11or Route E11A at designated points at Admiralty and/or Sheung Wan.     CB(1) 511/03-04(02) For Discussion on 8 December 2003 Paper for Joint Meeting of the Panel on Planning, Lands and Works and the Panel on Environmental Affairs The Administration’s Response to Views Expressed by the Deputations at the Public Hearing on 27 November 2003 Purpose The Panel on Planning, Lands and Works and the Panel on Environmental Affairs held a joint meeting on 27 November 2003 to listen to the views of the community on the Central Reclamation Phase III (CRIII) and the Wan Chai Development II (WDII). Representatives from 20 deputations attended the meeting and gave their views, mainly on CRIII. As the views expressed were rather diverse, we have summarised these under a number of key areas for the purpose of providing a consolidated response. A separate paper will deal with the more specific concerns relating to the Central – Wan Chai Bypass (CWB). (1) Engaging the Public in Proposed Harbour Reclamations 2. Several deputations have expressed the view that a partnership and collaboration approach should be adopted by the Government in any planning process and that the Government should effectively explain to the community the need for any reclamation. 3. As we have pointed out in previous submissions on the chronology of events relating to CRIII and WDII, there are elaborate statutory processes in place ensuring public input to planning and development proposals. In the case of CRIII, the community input has resulted in a significant reduction in the size of reclamation and the drawing up of a minimum reclamation option that was then considered acceptable by most objectors.

The CWB will be a strategic trunk road located at the northern shore of Hong Kong Island linking Rumsey Street Flyover with the Island Eastern Corridor via the Island Eastern Corridor Link (IECL) (plan at Annex A). The CWB and IECL will form a parallel and complementary route to the existing Connaught Road Central/Harcourt Road/Gloucester Road corridor (the Corridor) so as to relieve its traffic loading. The CWB will have intermediate access points in Wan Chai near the Hong Kong Convention and Exhibition Centre at which the eastbound and westbound traffic of the CWB can exit and the Wan Chai traffic can join the CWB heading toward Island Eastern Corridor. 3. In 1987, the Territory Development Department (TDD) commissioned the “Central and Wan Chai Reclamation Feasibility Study” (CWRFS). The CWRFS recommended, amongst other, reclaiming the waterfront from Sheung Wan to Causeway Bay to provide land for the CWB and other major transport infrastructure to improve the traffic condition along the Corridor and in the Central Business District (CBD). 4. The Second Comprehensive Transport Study1 (CTS-2), completed in 1989, reconfirmed the need for the CWB. The CTS-2 predicted that, without the CWB, critical sections of the Corridor would be overloaded beyond their practical capacities during the peak hours by 2001, resulting in long traffic queues along the Corridor and the local roads in the Central and Wan Chai areas.
