TRANSPORT DEPARTMENT NOTICE

Special Traffic and Transport Arrangements for Celebration Events and Public Processions on 1 July 2012

Members of the public are advised that the following traffic and transport arrangements will be implemented on 1 July 2012 (Sunday) to facilitate the following events:

1. Flag raising ceremony at Golden Bauhinia Square in the morning; 2. Celebration event at Stadium in the morning; 3. Public procession from Victoria Park to Central Government Offices in Tamar in the afternoon; 4. Public procession from Queensway Government Offices to Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region in the afternoon; 5. Public procession from Central Government Offices in Tamar to Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region in the evening; and 6. The Fireworks Display to Celebrate the 15 th Anniversary of the Hong Kong Special Administrative Region in the evening.

1. Flag Raising Ceremony in Wan Chai North

I. Special Traffic Arrangements

A. Road Closure (see Figure 2 )

Expo Drive, Expo Drive Central and Expo Drive East will be closed to all vehicular traffic from 12.00 noon on 30 June 2012 to 12.00 noon on 1 July 2012.

B. Traffic Diversion

The following traffic arrangements will be implemented from 12.00 noon on 30 June 2012 to 12.00 noon on 1 July 2012 :

(i) Traffic along Fleming Road northbound will be prohibited from entering Expo Drive East; (ii) Traffic along Convention Avenue eastbound will be prohibited from turning left onto Expo Drive; and 1 (iii) Traffic along Convention Avenue westbound will be prohibited from turning right onto Expo Drive.

C. Suspension of Coach Parking Spaces

The coach parking spaces at Expo Drive East will be suspended from 7.00 am on 30 June 2012 to 12.00 noon on 1 July 2012 .

II. Special Public Transport Arrangements

A. Suspension of Bus Terminus

The following bus terminus will be suspended from 7.00 am on 30 June 2012 to 12.00 noon on 1 July 2012:

(i) The bus terminus at Expo Drive East will be suspended; (ii) Citybus Routes 25A and 25C will omit Expo Drive East and terminate at Wan Chai Ferry Pier bus terminus; (iii) Cross Harbour Route 961 will omit Expo Drive East and terminate at Harbour Road outside Wan Chai Swimming Pool; and (iv) Recreation Route H2 will omit the bus stops at Expo Drive and Expo Drive East.

B. Bus Diversion

The following bus routes will be diverted from 7.00 am on 30 June 2012 to 2.30 pm on 1 July 2012:

The following special transport arrangements will be implemented from 5.30 am on 30 June 2012 to 2.30 pm on 1 July 2012 :

D. Suspension of Taxi Stand

The taxi stand at Expo Drive will be suspended from 7.00 am on 30 June 2012 to 12.00 noon on 1 July 2012.

E. Suspension of Parking Spaces, Metered Parking Spaces and Motorcycle Parking Spaces

(i) All on-street parking spaces, metered parking spaces and motorcycle parking spaces (including disabled parking spaces) at Hung Hing Road will be suspended on 30 June 2012 and 1 July 2012; (ii) All metered parking spaces and motorcycle parking spaces at Lung King Street will be suspended until 2.00 pm on 1 July 2012; and (ii) All metered parking spaces at Expo Drive East will be suspended until 12.00 noon on 1 July 2012 .

2. Celebration Event at Hong Kong Stadium

A. Special Traffic Arrangements

I. For the commencement of the event

The following traffic arrangements will be implemented from about 7.30 am onwards :

(a) Road closure

The following roads will be closed to all vehicular traffic:

(i) The section of Caroline Hill Road between its eastern junction with Leighton Road and Cotton Path (except vehicles heading for St. Paul’s Hospital during the closure of Tung Lo Wan Road); and (ii) The section of Hysan Avenue westbound between Sunning Road and Hoi Ping Road.

(b) Traffic diversion

(i) The section of Caroline Hill Road between its western junction with Leighton Road and Stadium Path will be re-routed as one-way southbound; 4 (ii) The section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed as one-way northbound; (iii) A section of Caroline Hill Road between its western junction with Leighton Road and Link Road will have two traffic lanes for vehicles entering Caroline Hill Road from Hoi Ping Road; (iv) Vehicles on Link Road northbound downhill to Caroline Hill Road northbound must turn left onto Leighton Road westbound; (v) The section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed as one-way eastbound; (vi) Hysan Avenue eastbound will have two traffic lanes for vehicles turning right onto Hoi Ping Road; (vii) Vehicles on Hysan Avenue westbound between Yun Ping Road and Sunning Road must turn left onto Sunning Road; (viii)Vehicles leaving The Lee Gardens must turn left onto Hysan Avenue eastbound; (ix) When necessary, vehicles on Lan Fong Road may be prohibited from turning left onto Lee Garden Road southbound. Affected vehicles will be diverted onto Lee Garden Road northbound, Foo Ming Street and Percival Street southbound; and (x) If situation warrants, vehicles heading for the Hong Kong Stadium may be permitted to turn right from the offside lane of Leighton Road eastbound onto Caroline Hill Road.

(c) Passenger alighting arrangements

Coaches, taxis and private cars will be arranged to set down passengers at the locations specified below:

(i) Coaches: the drop-off zone for coaches will be designated at the western kerbside of Caroline Hill Road south of South China Athletic Association (SCAA); (ii) Taxis: the drop-off zone for taxis will be designated at the southern kerbside of Eastern Hospital Road east of the Hong Kong Stadium main entrance; and (iii) Private cars: the drop-off zone for private cars will be designated at the northern kerbside of Eastern Hospital Road east of the Hong Kong Stadium. No private car is allowed to drop off passengers outside the Hong Kong Stadium main entrance.

II. For the conclusion of the event

All or some of the following traffic arrangements will be implemented from about 12.05 5 pm onwards until crowd disperses and road closure is lifted:

(a) Road closure

The following roads will be closed to all vehicular traffic:

(i) Caroline Hill Road; (ii) The section of Eastern Hospital Road between Caroline Hill Road and Cotton Path; (iii) Eastern Hospital Road service road; (iv) Cotton Path; (v) Link Road northbound downhill (except vehicles heading for Link Road No. 1A, 3, 5 and 7) (if necessary); (vi) Hoi Ping Road; and (vii) Leighton Road (if necessary).

(b) Traffic diversion

(i) Vehicles on Leighton Road westbound will be prohibited from entering Caroline Hill Road for Link Road. Affected vehicles heading for Link Road will be diverted via Wong Nai Chung Road and Broadwood Road; and (ii) During the closure of Leighton Road:  Vehicles on Causeway Road westbound will be directed onto Irving Street;  Vehicles on Morrison Hill Road eastbound will be diverted via Canal Road West;  Vehicles on Percival Street southbound must turn right onto Leighton Road westbound; and  Vehicles on Canal Road East southbound will be banned from turning left onto Leighton Road.

B. Public Transport Arrangements

I. For the commencement of the event

Citybus (CTB) Route 5B, GMB Routes 14M, 26 and 30 will be temporarily diverted from about 7.30 am onwards until crowd disperses and road closures are lifted.

II. For the conclusion of the event

6 GMB Routes 14M, 26 and 30 will be temporarily diverted from 12.05 pm onwards until crowd disperses and road closures are lifted.

C. Prohibition of Learner Drivers

The following arrangements will be implemented from 7.30 am to 2.00 pm :

(a) Learner drivers will be prohibited from using the following roads:

(i) Leighton Road; (ii) Hysan Avenue; (iii) Percival Street south of Hennessy Road; (iv) Caroline Hill Road; (v) Link Road; (vi) Stadium Path; (vii) Cotton Path; (viii)Eastern Hospital Road; and (ix) Eastern Hospital Road service road.

(b) Learner drivers will be prohibited from entering Tung Lo Wan Road from Causeway Road.

D. Suspension of Parking Spaces

All on-street car parking spaces on the following roads will be suspended from 7.30 am to 2.00 pm:

(i) Stadium Path; (ii) Caroline Hill Road northbound between Stadium Path and Cotton Path; and (iii) Hoi Ping Road (including disabled parking spaces).

E. Restriction on Access to / Exit from Carparks

To ensure public safety throughout the event, all carparks along Caroline Hill Road, Eastern Hospital Road, Stadium Path, and Tung Lo Wan Road between Cotton Path and Causeway Road may be closed by the Police at short notice if necessary. In addition, vehicles in carparks within the road closure areas may not be permitted to leave the carparks during the road closure period until crowd disperses and road closure is lifted.

7 3. In connection to the public processions and the fireworks display, the following special traffic and transport arrangements will be implemented:

I. Special Traffic Arrangements

A. Road Closure (see Figure 2 to Figure 4 )

The following roads will be closed to all vehicular traffic from about 1.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) The U-turn slip road between Gloucester Road southbound and northbound; (b) Sugar Street; (c) Great George Street (if necessary); (d) Paterson Street (if necessary); (e) Kingston Street (if necessary); (f) Gloucester Road southbound between Victoria Park Road flyover and Causeway Road (if necessary); and (g) Cleveland Street (if necessary).

The following roads will be closed to all vehicular traffic from about 2.15 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Jardine’s Bazaar; (b) Tang Lung Street; (c) Canal Road East between Russell Street and Hennessy Road; (d) Canal Road West between Sharp Street West and Hennessy Road; (e) Wan Chai Road between Canal Road West and Tin Lok Lane; and (f) Bowrington Road between Sharp Street West and Hennessy Road.

The following roads will be closed to all vehicular traffic from about 2.30 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Causeway Road westbound; (b) Moreton Terrace; (c) Shelter Street; (d) Slip road leading from Yee Wo Street eastbound to Causeway Road westbound; (e) Irving Street; (f) Pennington Street between Keswick Street and Yee Wo Street; (g) Yee Wo Street westbound; (h) Hennessy Road westbound; 8 (i) Lee Garden Road between Kai Chiu Road and Hennessy Road; (j) Kai Chiu Road; (k) Yun Ping Road between Lan Fong Road and Kai Chiu Road; (l) Percival Street between Lockhart Road and Hennessy Road; (m) Slip road leading from Johnston Road eastbound to Hennessy Road westbound; (n) Luard Road between Johnston Road and Hennessy Road; (o) Thomson Road between Johnston Road and Luard Road; (p) Fenwick Street between Hennessy Road and Johnston Road; (q) Gloucester Road southbound between Victoria Park Road flyover and Causeway Road; (r) Johnston Road westbound between Ship Street and Hennessy Road except tram service; and (s) Johnston Road between Landale Street and Hennessy Road except tram service.

The following roads will be closed to all vehicular traffic from about 3.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Queensway westbound between Queen’s Road East and Rodney Street; (b) Queensway eastbound; (c) Harcourt Road westbound between the exit of Harcourt Garden car park and Cotton Tree Drive; (d) Harcourt Road eastbound between Tim Wa Avenue and Tim Mei Avenue; (e) Tim Wa Avenue southbound (except vehicles heading for Chief Executive Office and Central Government Offices car park); (f) Edinburgh Place southbound between Lung Wo Road and Connaught Road Central; (g) Rodney Street; (h) Drake Street; (i) Tamar Street; (j) Slip road leading from Cotton Tree Drive flyover southbound to Queensway eastbound; (k) Garden Road slip road leading to Queensway eastbound; (l) The 1 st and 2 nd lanes from right of Murray Road between Lambeth Walk and Queensway; (m) Central eastbound between Pedder Street and Queensway; and (n) Ice House Street between Queen’s Road Central and Des Voeux Road Central.

If necessary, the following roads will be closed to all vehicular traffic at any time until the crowd has dispersed and the road closure is lifted:

(a) Yacht Street; 9 (b) Lau Li Street between Ngan Mok Street and Hing Fat Street; (c) Electric Road between Lau Sin Street and Tsing Fung Street; (d) Lau Sin Street west of King’s Road; (e) Hing Fat Street between Causeway Road and Lau Sin Street; (f) Tai Hang Road flyover northbound between slip road of Tung Lo Wan Road and Victoria Park Road westbound; and (g) Percival Street southbound between Gloucester Road service road and Lockhart Road.

From 4.00 pm onwards :

The slip road outside Lower Peak Tram Station will be closed to all vehicular traffic except for franchised buses and taxis until the crowd disperses and the road closure is lifted.

The following roads will be closed to all vehicular traffic from about 6.00 pm onwards until the crowd has dispersed and the road closure is lifted:

HK Island

(a) Queen’s Road Central between Pedder Street and Possession Street; (b) Queen’s Road West between Possession Street and Chiu Kwong Street; (c) Western Street southbound; (d) Chiu Kwong Street between Queen’s Road West and Des Voeux Road West; and (e) Des Voeux Road West between Western Street and Water Street will be intermittently closed.

Kowloon

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (a) Hung Hom Bypass between Salisbury Road and Hung Hom Road; (b) Princess Margaret Road Link between Metropolis Drive and Hung Hom Bypass; (c) Salisbury Road westbound between Hong Chong Road and Kowloon Park Drive; (d) Salisbury Elevated Road westbound (near International Mail Centre); (e) Salisbury Road eastbound between Kowloon Park Drive and Science Museum Road; (f) U-turn slip-road outside Nikko Hotel from Salisbury Road eastbound to Salisbury Road westbound; (g) Mody Lane; (h) Hong Wan Path; (i) Canton Road between Kowloon Park Drive and Salisbury Road;

10 (j) Kowloon Park Drive southbound (except franchised buses and green minibuses); (k) Salisbury Road between Star Ferry and Kowloon Park Drive (except franchised buses and green minibuses); (l) Ashley Road; (m) Ichang Street; (n) Hankow Road; (o) Lock Road; (p) Nathan Road northbound between Salisbury Road and Bowring Street; (q) Nathan Road southbound between Granville Road and Salisbury Road; (r) Granville Road between Nathan Road and Carnavon Road; (s) Carnarvon Road between Nathan Road and Granville Road; (t) Bristol Avenue; (u) Hanoi Road; (v) Hart Avenue; (w) Minden Row; (x) Blenheim Avenue; (y) Middle Road; (z) Hau Fook Street; (aa) Cameron Lane; (bb) Cameron Road; (cc) Prat Avenue; (dd) Humphreys Avenue; (ee) Peking Road; (ff) Haiphong Road; (gg) Mody Road between Nathan Road and Chatham Road South; (hh) Mody Road westbound between Chatham Road South and Science Museum Road; (ii) Minden Avenue; (jj) Chatham Road South northbound between Salisbury Road and Granville Road; (kk) Chatham Road South southbound between Salisbury Road and Mody Road; (ll) Granville Road between Chatham Road South and Science Museum Road (except franchised buses and green minibuses); (mm) Granville Square; (nn) Science Museum Path; (oo) Tsim Sha Tsui East (Mody Road) Bus Terminus; and (pp) The unnamed access road from Austin Road West to West Kowloon Waterfront Promenade.

From 6.30 pm onwards :

Wan Chai District

11 The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (a) Performing Arts Avenue; (b) Fenwick Pier Street eastbound; (c) Lung King Street; (d) Expo Drive; (e) Expo Drive Central; (f) Expo Drive East; (g) Convention Avenue; (h) Harbour Road eastbound; (i) Fleming Road between Harbour Road and Convention Avenue; (j) Fleming Road flyover; (k) Tonnochy Road between Harbour Road and Hung Hing Road; (l) Marsh Road between Gloucester Road and Hung Hing Road; (m) Hung Hing Road; (n) Hung Hing Road flyover; (o) Wan Shing Street; (p) Wan Ying Street; (q) Marsh Road flyover; (r) The access road at Victoria Park Road eastbound leading to Causeway Bay Promenade; (s) Marsh Road between Hennessy Road and Lockhart Road; (t) Tonnochy Road between Hennessy Road and Lockhart Road; and (u) Percival Street northbound between Jaffe Road and Gloucester Road (if necessary).

Central District

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (a) Tim Mei Avenue; (b) Lung Wui Road; (c) Edinburgh Place east of City Hall (except vehicles leaving from City Hall car park and PLA vehicles); (d) Edinburgh Place north of City Hall (except vehicles leaving from City Hall car park and PLA vehicles); (e) Lung Wo Road (except PLA vehicles); (f) Tim Wa Avenue (except PLA vehicles); (g) Legislative Council Road; (h) Chung Kong Road between Shun Tak Centre and Rumsey Street; (i) Man Kwong Street; (j) Man Chiu Street;

12 (k) Man Fai Street; (l) Man Yiu Street between Man Kwong Street and Man Cheung Street; (m) Rumsey Street flyover extension leading to Man Po Street; (n) Finance Street; (o) Edinburgh Place; (p) Central Star Ferry Concourse; and (q) Loading and unloading area outside Central Ferry Piers 7, 8 and 9.

Kowloon

The following bus terminus and roads will be closed to all vehicular traffic: (a) Star Ferry Bus Terminus; (b) Kowloon Park Drive; and (c) Salisbury Road between Canton Road and Kowloon Park Drive.

From 7.00 pm onwards :

The Peak District

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (d) Stubbs Road westbound (uphill) between Stubbs Road roundabout and Peak Road (for all goods vehicles with gross vehicle weight over 5.5 tonnes only); (e) Peak Road northbound beyond the car park entrance of Peak Galleria (except for local residents’ vehicles); (f) Baker Road (except for local residents’ vehicles); (g) Lugard Road (except with permits); (h) Harlech Road (except with permits); (i) Mount Austin Road (except for local residents’ vehicles); (j) All laybys along Stubbs Road between Peak Road and Stubbs Road roundabout; and (k) All laybys along Magazine Gap Road between Peak Road and May Road.

Kowloon

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (a) Austin Road West between Wui Man Road and Nga Cheung Road; (b) Nga Cheung Road flyover between private road (North) on podium level of Kowloon Station and Austin Road West; (c) Lin Cheung Road between Jordan Road and Austin Road West; (d) Nga Cheung Road between Austin Road West and Station Perimeter Road (South) on ground level; and (e) Kin Wan Street. 13

From 7.45 pm onwards :

Wan Chai District

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (a) Tonnochy Road flyover; (b) Tonnochy Road northbound between Gloucester Road and Harbour Road; (c) Harbour Road westbound; (d) Fenwick Pier Street westbound between Fenwick Street and Lung Wui Road; (e) Fenwick Pier Street westbound between Fenwick Pier Street flyover and Gloucester Road eastbound; (f) Fenwick Street northbound between Gloucester Road and Harbour Road; (g) Fenwick Pier Street flyover; (h) Fleming Road between Gloucester Road and Harbour Road; and (i) Fenwick Street southbound between Gloucester Road and Harbour Road.

From 7.55 pm onwards :

Eastern District

The following special traffic arrangements will be implemented: (a) Island Eastern Corridor westbound between Victoria Park Road and Man Hong Street will be closed to all vehicular traffic except for franchised buses; (b) Vehicles on Island Eastern Corridor westbound will be diverted onto Man Hong Street; and (c) Slip roads leading to Island Eastern Corridor westbound from Healthy Street Central and Tong Shui Road will be closed to all vehicular traffic.

From 8.00 pm onwards :

Kowloon

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted:

(a) Wui Man Road; (a) Austin Road West between Canton Road and Wui Man Road; (b) Nathan Road northbound between Jordan Road and Bowring Street; (c) Nathan Road southbound between Jordan Road and Granville Road; (d) Bowring Street between Pilkem Street and Nathan Road; (e) Pine Tree Hill Road; (f) Hillwood Road; (g) Kimberley Road; 14 (h) Kimberley Street; (i) Granville Road between Nathan Road and Chatham Road South; (j) Shun Yee Street; (k) Granville Circuit; (l) Chatham Road South northbound between Granville Road and Observatory Road; (m) Chatham Road South southbound between Cheong Wan Road and Mody Road (except for franchised buses and green minibuses); (n) Mody Road eastbound between Chatham Road South and Science Museum Road; (o) Mody Square; (p) Salisbury Road southbound between Hong Chong Road and Science Museum Road; (q) Carnarvon Road between Granville Road and Kimberley Road; and (r) Tak Shing Street between Nathan Road and Tak Hing Street.

The Police will implement the following special traffic arrangements if necessary:

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (a) Oi King Street; and (b) Hung Luen Road between Wa Shun Street and Hung Lok Road.

From 8.08 pm onwards :

Wan Chai District

The following roads will be closed to all vehicular traffic until the crowd disperses and the road closure is lifted: (a) Fleming Road between Hennessy Road and Gloucester Road; (b) Lockhart Road between Percival Street and Luard Road; (c) Jaffe Road between Percival Street and Luard Road; (d) O’Brien Road; (e) Stewart Road; (f) Tonnochy Road between Gloucester Road and Lockhart Road; (g) Marsh Road between Gloucester Road and Lockhart Road; (h) Canal Road West between Gloucester Road and Hennessy Road; and (i) Canal Road East between Gloucester Road and Hennessy Road.

The Police will implement the following special traffic arrangements if necessary:

Wan Chai District

(a) Gloucester Road service road between Percival Street and Canal Road West will be closed to all vehicular traffic; (b) Vehicles on Gloucester Road westbound will be prohibited from entering Gloucester 15 Road service road at its junction with O’Brien Road; (c) Percival Street southbound between Gloucester Road and Lockhart Road will be closed to all vehicular traffic; and (d) Vehicles on Jaffe Road eastbound will be diverted via Canal Road West onto Gloucester Road service road.

B. Traffic Diversion

HK Island

The following traffic diversion will be implemented from about 1.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Gloucester Road southbound will be prohibited from turning right onto Gloucester Road northbound; (b) Traffic along Yee Wo Street eastbound will be prohibited from turning left onto Sugar Street; (c) Traffic along Tai Hang Road flyover northbound will be prohibited from turning left onto Kingston Street westbound; (d) Traffic along Victoria Park Road flyover southbound will be diverted to turn right onto Gloucester Road service road westbound; (e) Traffic along Victoria Park Road southbound and Gloucester Road service road westbound will be prohibited from entering Cleveland Street; (f) Traffic along Paterson Street southbound must turn left onto Kingston Street eastbound; (g) Traffic along Gloucester Road service road westbound will be prohibited from turning left onto Paterson Street; and (h) Traffic along Cleveland Street southbound will be prohibited from turning right onto Kingston Street westbound.

The following traffic diversion will be implemented from about 2.15 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Pennington Street northbound will be prohibited from turning left onto Jardine’s Bazaar; (b) Traffic along Hennessy Road westbound will be prohibited from turning left onto Canal Road East southbound; (c) Traffic along Russell Street westbound must turn left onto Canal Road East southbound; (d) Traffic along Canal Road West northbound near Sharp Street West will be diverted to 16 the up-ramp leading to Canal Road flyover northbound; (e) Traffic along Sharp Street West eastbound will be diverted to the up-ramp leading to Canal Road flyover northbound; (f) Traffic along Sharp Street West eastbound will be prohibited from turning left onto Bowrington Road northbound; (g) Traffic along Bowrington Road northbound must turn right onto Sharp Street West eastbound; (h) Traffic along Wan Chai Road eastbound must turn right onto Morrison Hill Road southbound; (i) Traffic along the slip road of Victoria Park Road westbound must turn right onto Gloucester Road westbound; and (j) Traffic along Victoria Park Road flyover must turn right onto Gloucester Road westbound.

The following traffic diversion will be implemented from about 2.30 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic from King’s Road westbound must turn left onto Tung Lo Wan Road southbound or turn right onto Hing Fat Street northbound; (b) Traffic along Tung Lo Wan Road westbound will be prohibited from turning right onto Moreton Terrace; (c) Traffic along Tung Lo Wan Road northbound will be prohibited from entering Irving Street and must turn left onto Leighton Road westbound; (d) Traffic along Pennington Street northbound must turn right onto Keswick Street; (e) Traffic along Yee Wo Street eastbound will be prohibited from turning right onto Tung Lo Wan Road southbound or Leighton Road westbound; (f) Traffic along Yun Ping Road northbound must turn left into Lan Fong Road westbound; (g) Traffic along Leighton Road westbound must turn left onto Wong Nai Chung Road (except franchised buses); (h) Traffic along Percival Street southbound must turn left or right onto Lockhart Road; (i) Traffic along Lockhart Road eastbound will be prohibited from turning right onto Percival Street southbound; (j) Traffic along Tin Lok Lane northbound will be prohibited from turning left onto Hennessy Road westbound; (k) Traffic along Stewart Road southbound will be prohibited from turning right onto Hennessy Road westbound; (l) Traffic along Johnston Road eastbound will be prohibited from turning left onto Hennessy Road westbound; (m) Traffic along Fleming Road southbound will be prohibited from turning right into 17 Hennessy Road westbound; (n) Traffic along Fleming Road northbound will be prohibited from turning left onto Hennessy Road westbound; (o) Traffic along Fenwick Street southbound must turn left onto Hennessy Road eastbound; (p) Traffic along Hennessy Road eastbound will be prohibited from turning right onto Fenwick Street southbound; (q) Traffic along Tai Wong Street East northbound must turn right onto Johnston Road eastbound; (r) Traffic along Johnston Road westbound will be prohibited from turning right onto Thomson Road; (s) Traffic along Johnston Road eastbound will be prohibited from turning left onto Thomson Road; (t) Traffic along Johnston Road eastbound will be prohibited from turning left onto Luard Road northbound; (u) Traffic along Johnston Road westbound will be prohibited from turning right onto Luard Road northbound; (v) Traffic along Johnston Road westbound must turn left onto Ship Street southbound; and (w) Traffic along Landale Street northbound must turn right onto Johnston Road eastbound.

The following traffic diversion will be implemented from about 3.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Des Voeux Road Central eastbound must turn left onto Pedder Street northbound; (b) Traffic along Queen’s Road Central westbound will be prohibited from turning right onto Ice House Street northbound; (c) Traffic along Ice House Street northbound must turn left onto Queen’s Road Central westbound; (d) Traffic along Murray Road southbound will be prohibited from entering Queensway eastbound; (e) Traffic along Garden Road flyover must turn left onto Cotton Tree Drive northbound; (f) Traffic along Harcourt Road westbound near the exit of Harcourt Garden car park will be diverted to Harcourt Road flyover westbound; (g) Traffic along Harcourt Road eastbound will be diverted to turn right onto Cotton Tree Drive southbound; (h) Traffic along Cotton Tree Drive northbound will be diverted to Tim Wa Avenue 18 northbound; (i) Traffic along Lung Wo Road will be prohibited from entering Tim Wa Avenue (except vehicles heading for Chief Executive Office and Central Government Offices car park); and (j) Traffic along Lung Wo Road will be prohibited from entering Edinburgh Place southbound.

If necessary, the following traffic diversion will be implemented at any time until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Tai Hang Road flyover northbound must go straight onto Victoria Park Road flyover northbound leading to Gloucester Road westbound; (b) Traffic along Gloucester Road service road westbound will be prohibited from turning left onto Percival Street southbound; (c) Traffic along Causeway Road eastbound will be prohibited from turning left onto Hing Fat Street northbound; and (d) Traffic along King’s Road westbound will be prohibited from turning right onto Hing Fat Street northbound.

The following traffic diversion will be implemented from about 6.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(a) Traffic along Queen’s Road Central westbound will be diverted to turn right onto Ice House Street northbound; (b) Traffic along Ice House Street northbound will be prohibited from turning left onto Queen’s Road Central; (c) Traffic along Wyndham Street northbound will be diverted to turn left onto Wellington Street; (d) Traffic along Des Voeux Road Central westbound will be prohibited from turning left onto Queen Victoria Street or Jubilee Street; (e) Traffic along Queen Street southbound will be diverted to turn right onto Ko Shing Street; (f) Traffic along Hollywood Road eastbound will be prohibited from turning left onto Lok Ku Road; (g) Traffic along Morrison Street southbound will be diverted to turn left onto Jervois Street; (h) Traffic along Po Yan Street northbound will be prohibited from turning left onto New Street; (i) Traffic along Eastern Street southbound will be prohibited from turning right onto Queen’s Road West; 19 (j) Traffic along Centre Street northbound will be prohibited from turning left onto Queen’s Road West; and (k) Traffic along Connaught Road West westbound will be prohibited from turning left onto Western Street.

Kowloon

The following traffic diversions will be implemented from 6.00 pm onwards :

(a) Vehicles on Hung Hom Road southbound will be diverted onto Hung Hom Bypass and Cheong Tung Road South roundabout; (b) Vehicles on Metropolis Drive eastbound will be prohibited from turning right onto Hung Hom Bypass southbound; (c) Vehicles on Princess Margaret Road Link southbound will be diverted to turn right onto Metropolis Drive westbound; (d) Vehicles on Mody Road eastbound will be prohibited from turning onto Mody Lane; (e) Granville Road between Nathan Road and Carnarvon Road will be changed to one-way eastbound; (f) Granville Road between Chatham Road South and Science Museum Road will be changed to one-way eastbound and restricted for entry of franchised buses and green minibuses only; (g) Vehicles on Canton Road southbound will be diverted to make an U-turn onto Canton Road northbound outside China Hong Kong City; (h) Vehicles on Kowloon Park Drive northbound will be prohibited from turning onto Canton Road southbound; (i) Vehicles on Nathan Road southbound will be diverted to turn left onto Granville Road eastbound; (j) Vehicles on Chatham Road South southbound will be prohibited from turning right onto Cameron Road westbound; (k) Vehicles on Chatham Road South southbound will be diverted to turn left onto Mody Road eastbound; (l) Vehicles on Science Museum Road will be prohibited from turning onto Mody Road westbound; and (m) Vehicles on Hong Tat Path will be prohibited from turning onto Science Museum Path.

The following traffic diversions will be implemented from 7.00 pm onwards :

(a) Vehicles on Austin Road West westbound will be diverted to turn right onto Wui Man Road northbound; (b) Vehicles on Nga Cheung Road southbound will be diverted to turn left onto Station 20 Perimeter Road (South) eastbound; (c) Vehicles on Station Perimeter Road (South) westbound will be diverted to turn right onto Nga Cheung Road northbound; (d) Vehicles on Nga Cheung Road flyover southbound will be diverted to turn left onto private road (North) on podium level of Kowloon Station; (e) Vehicles on private road (North) on podium level of Kowloon Station westbound will be diverted to turn right onto Nga Cheung Road flyover northbound; (f) Vehicles on Wui Man Road southbound will be diverted to turn left onto Austin Road West eastbound; and (g) Vehicles on Hung Luen Road both bounds will be prohibited from turning onto Kin Wan Street.

The following traffic diversion will be implemented from 8.00 pm onwards :

(a) Vehicles on Wui Cheung Road westbound will be prohibited from turning onto Wui Man Road; (b) Vehicles on Road D1A(S) southbound will be diverted to turn left onto Wui Cheung Road eastbound; (c) Vehicles on Canton Road northbound and Austin Road westbound will be prohibited from turning onto Austin Road West westbound; (d) Vehicles on Nathan Road southbound will be diverted to turn right onto Jordan Road westbound; (e) Vehicles on Jordan Road westbound will be prohibited from turning left onto Nathan Road southbound; (f) Vehicles on Austin Road westbound and Cox’s Road southbound will be prohibited from turning onto Pine Tree Hill Road; (g) Vehicles on Observatory Road will be prohibited from turning onto Kimberley Street westbound; (h) Vehicles on Cheong Wan Road westbound will be prohibited from turning left onto Chatham Road South southbound; (i) Vehicles on Chatham Road South southbound will be diverted onto Austin Road westbound or Cheong Wan Road eastbound; (j) Vehicles on Pilkem Street northbound will be prohibited from turning onto Bowring Street eastbound; (k) Vehicles on Bowring Street eastbound will be diverted to turn left onto Pilkem Steet northbound; and (l) Vehicles on Hong Chong Road southbound will be diverted onto Railway Approach.

The Police will implement the following traffic diversions if necessary:

21 (a) Vehicles on Hung Luen Road westbound will be diverted to turn left onto Wa Shun Street; (b) Vehicles on Wa Shun Street will be diverted to turn right onto Hung Luen Road eastbound; (c) Vehicles on Hung Lok Road southbound will be prohibited from turning onto Hung Luen Road eastbound; and (d) Vehicles on Hung Luen Road eastbound will be diverted to turn left onto Hung Lok Road northbound.

II. Special Public Transport Arrangements

A. Bus and Minibus Diversion

In connection to the road closure and traffic diversions, the following bus and green minibus routes will be temporarily diverted from about 1.00 pm onwards in phases until the road closure is lifted:

The service of GMB Route 4A will be suspended with effect from 2.30 pm until the road closure is lifted.

The service of GMB Route 22S will be suspended with effect from 6.00 pm until the road closure is lifted. 22

Kowloon

The service of KMB Route 5A will be suspended with effect from 5.22 pm in Kowloon City and 5.48 pm in Tsim Sha Tsui respectively.

C. Bus Service Enhancement

The service of the following bus routes will be strengthened according to passenger demand:

CTB 5B, 5X, 10, 40, 40M, 70, 75, 90, 97, 780, 788 and 789 NWFB 2X, 8, 8P, 15, 18P, 590, 720 and 722 XHT 101, 102, 104, 110, 601, 619, 680, 962, 967 and 969

Remarks: members of the public may enquire for the diversion and the temporary bus stop arrangements of the affected routes from the bus companies: New World First Bus: 2136 8888; Citybus: 2873 0818; KMB: 2745 4466.

D. Suspension of Bus Stops

Hong Kong

(a) Subject to the prevailing crowd situation at Hing Fat Street and its vicinity, Tin Hau Public Transport Interchange will be suspended from about 12.00 noon onwards until the crowd is dispersed and the closed roads are safe to be re-opened.

(b) All bus stops along Gloucester Road southbound, Causeway Road westbound, Irving Street, Yee Wo Street westbound, Hennessy Road westbound, Queensway westbound, Rodney Street, Drake Street, Tamar Street, Admiralty Station (East) Bus Terminus and Admiralty Station (West) Bus Terminus will be suspended from about 2.30 pm onwards until the crowd is dispersed and traffic resumes normal.

(c) All bus stops along Queen’s Road Central between Garden Road and Possession Street, Queen’s Road West between Possession Street and Chiu Kwong Street and the bus stop and tram stop on Des Voeux Road West outside Kwan Yick Building Phase III will be suspended from about 6.00 pm until the crowd is dispersed and traffic resumes normal.

(d) The following bus termini will be suspended at the time specified below:

(i) From 6.30 pm until road closures are lifted

23 Expo Drive East Bus Terminus and Wan Chai Ferry Pier Bus Terminus

(ii) From 7.00 pm until road closures are lifted Central Ferry Piers Bus Terminus and Edinburgh Place Bus Terminus

Kowloon

(a) Tsim Sha Tsui East (Mody Road) Bus Terminus and Star Ferry Bus Terminus will be suspended from 6.00 pm and 6.30 pm respectively.

(b) The termini of following bus routes will be temporarily relocated from 6.00 pm onwards until the road closure is lifted:

Routes To terminate at KMB 28 Chatham Road South (North of Granville Road) KMB 5, 5C and 8 Granville Road KMB 270A and 271 Kowloon Station XHT 973 Tsim Sha Tsui East Bus Terminus

E. Suspension of Public Light Bus Stand and Green Minibus Stand

(a) The GMB stand at Tin Hau Public Transport Interchange will be suspended from about 12.00 noon onwards until the crowd is dispersed and traffic resumes normal.

(b) The public light bus stand at Sugar Street and GMB stands at Tang Lung Street and Paterson Street will be temporarily suspended from about 2.30 pm onwards until the crowd is dispersed and traffic resumes normal.

(c) The GMB stands at the following locations will be suspended from about 6.30 pm to 10.00 pm :

(i) Edinburgh Place; (ii) Man Kwong Street (outside Central Ferry Piers); (iii) Hong Kong Station green minibus terminus; (iv) Lockhart Road between Percival Street and Cannon Street; (v) Jaffe Road between Percival Street and Cannon Street; (vi) Cannon Street; and (vii) Stewart Road.

(d) The public light bus stands at Lockhart Road near Canal Road West will be suspended from about 7.00 pm to 10.00 pm .

F. Suspension of Tram Stops

24 (a) The tram stops at Causeway Road (eastbound and westbound) will be suspended from about 2.30 pm onwards until the crowd has dispersed; and (b) The tram stops at Yee Wo Street (eastbound and westbound) near Paterson Street will be suspended from about 2.30 pm onwards if necessary, until the crowd has dispersed.

G. Suspension of Taxi Stand

(a) All taxi stands and pick-up / drop-off points along the closed roads will be suspended from 2.30 pm onwards until traffic resumes normal.

(b) The taxi stand at Pedder Street northbound will be temporarily suspended from 6.00 pm until the crowd is dispersed and traffic resumes normal.

(c) The taxi stand at the slip road outside Lower Peak Tram Station will be suspended from 4.00 pm to 10.00 pm. A temporary taxi stand will be designated at the layby on Garden Road outside St. John’s Building.

(d) The taxi stands at the following locations will be suspended from 6.30 pm onwards until the crowd disperses and the road closure is lifted:

(i) Expo Drive; (ii) Harbour Road; and (iii) Wan Chai Ferry Pier Public Transport Interchange.

(e) The taxi stands at the following locations will be suspended from 6.30 pm to 10.00 pm:

(i) Outside Central Ferry Piers 6, 7 and 8; (ii) Man Kwong Street; (iii) Edinburgh Place; (iv) Jaffe Road between Percival Street and Canal Road East; (v) Lockhart Road between Luard Road and O’Brien Road; (vi) Lockhart Road between Tonnochy Road and Marsh Road; (vii) Stewart Road; and (viii) Tonnochy Road.

H. Suspension of Parking Spaces

Hong Kong

(a) All on-street parking spaces, metered and non-metered parking spaces on Tung Lo Wan Road and Upper Albert Road will be suspended from 12.30 pm to 8.00 pm .

(b) All metered parking spaces and motorcycle parking spaces on the slip road outside Lower Peak Tram Station will be suspended from 2.00 pm to 10.00 pm .

(c) All metered parking spaces and motorcycle parking spaces at Victoria Peak Garden, Mount Austin Road will be suspended from 6.00 pm to 10.00 pm .

(d) All on-street parking spaces, metered parking spaces and motorcycle parking spaces (including disabled parking spaces) at the following locations will be suspended from 4.00 pm to 10.00 pm :

(i) Lung King Street; (ii) Hung Hing Road; (iii) Expo Drive East; (iv) Edinburgh Place; (v) Gloucester Road service road; (vi) Stewart Road between Jaffe Road and Gloucester Road; (vii) The northern kerbside lane of Jaffe Road between Fleming Road and Stewart Road; (viii) Marsh Road between Hennessy Road and Lockhart Road; (ix) Jaffe Road between Percival Street and Luard Road; (x) Lockhart Road between Percival Street and Luard Road; (xi) Canal Road East; and (xii) Tonnochy Road.

Kowloon

All on-street parking spaces in the Tsim Sha Tsui area south of Austin Road and Cheong Wan Road, including the parking spaces at the West Kowloon Waterfront Promenade, will be suspended from 3.00 pm to 12.00 midnight on 1 July 2012. All illegally parked vehicles will be towed away without prior notice.

I. Suspension on Access to / Exit from Carparks

Hong Kong

(a) The parking spaces of Victoria Park public carpark in Hing Fat Street will be suspended from 12.00 noon to 6.00 pm (except disabled parking spaces).

(b) Vehicles will not be allowed to enter or leave the following carparks from 1.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(i) Park Lane car park at 310 Gloucester Road (entrance at Great George Street); (ii) The In Square car park at 311 Gloucester Road (entrance at Great George Street); and (iii) Hang Lung Centre car park at 2 Paterson Street (entrance at Great George

26 Street).

(c) Subject to the prevailing crowd situation in Hing Fat Street and the vicinity, vehicles will not be allowed to enter or leave the following carparks from 1.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(i) Park Towers at King’s Road; and (ii) Viking Garden at 40 Hing Fat Street.

(d) Vehicles will not be allowed to enter or leave the following carparks from 2.30 pm onwards until the crowd has dispersed and the road closure is lifted:

(i) 9 Moreton Terrace; (ii) Carpark of Hong Kong Central Library at 66 Causeway Road; (iii) Carpark of Regal Hong Kong Hotel at 88 Yee Wo Street; (iv) Paliburg Plaza at 18-30 Irving Street; (v) On Lok Lane; (vi) CNT Tower at 338 Hennessy Road; (vii) Cheuk Nang 21st Century Plaza at 250 Hennessy Road; and (viii)Shanghai Industrial Investment Building at 48 Hennessy Road.

(e) Vehicles will not be allowed to enter or leave the following carparks from 3.00 pm onwards until the crowd has dispersed and the road closure is lifted:

(i) United Centre at 95 Queensway (entrance at Rodney Street); (ii) Lippo Centre at 89 Queensway (entrance at Tamar Street); and (iii) Far East Finance Centre at 16 Harcourt Road.

(f) Vehicles parked in carparks within the closed areas in Wan Chai, Central and The Peak will not be permitted to leave or enter the car parks during the road closure period until the road closure is lifted.

(g) All carparks along Gloucester Road westbound between Paterson Street and Percival Street, Queen’s Road Central between Garden Road and Possession Street, Queen’s Road West between Possession Street and Western Street may be closed at short notice if necessary. In addition, vehicles may not be permitted to leave or access the carparks along the procession route during the road closure period until the roads are re-opened to traffic.

Kowloon 27

(a) Hotel Access

Vehicular access to and from hotels within the affected areas will be banned during the period of road closures. Vehicles bearing hotel logos will be allowed to set down passengers at the following locations before relevant road closures:

(i) Chatham Road South/Mody Road; and (ii) Kowloon Park Drive/Peking Road.

(b) Carpark Access

Vehicular access to all car parks within the affected areas will be banned during the period of road closures. Motorists wishing to park their vehicles in these car parks are advised to do so before the road closures and shall prepare to accept that their vehicles cannot leave the car parks until uplifting of the road closures.

J. MTR Service

(i) Island Line, Tsuen Wan Line and Kwun Tong Line: 3-minute headway from 6.00 pm to 10.30 pm; (ii) Tseung Kwan O Line between North Point Station and Po Lam Station: 4-minute headway from 6.00 pm to 10.30 pm; (iii) Tseung Kwan O Line between Tiu Keng Leng Station and Lohas Park Station: 12-minute headway from 6.00 pm to 10.30 pm; (iv) Tung Chung Line between Hong Kong Station and Tsing Yi Station: 5-minute headway from 6.00 pm to 10.30 pm; and (v) West Rail Line: 4-minute headway from 8.30 pm to 10.30 pm.

K. Tramways Service

Tram services will operate according to the holiday service schedule, and will be strengthened to meet passenger demand when necessary.

L. Peak Tram Service

The Peak Tram service will be strengthened with 8-minute headway to meet passenger demand if necessary.

M. Central-Mid-Levels Escalator

The service of Central to Mid-levels Escalator and Walkway System on 1 July 2012 will be extended to 2.00 am on 2 July 2012.

N. Cross Boundary Coach Service

The terminus of the Cross Boundary Coach Service between Wan Chai and Huanggang at the Wan Chai Ferry Bus Terminus will be suspended from 6.30 pm onwards until the road closure is lifted. A temporary stop will be provided at Luard Road northbound near Jaffe Road.

O. Ferry Service 28

(1) New World First Ferry Service

(a) Cancellation of Sailings

Any vehicles found illegally parked within the precinct of the special traffic arrangements specified above might be towed away without prior notice.

Attention and Appeal

Due to extensive traffic diversion and road closure on and in Kowloon, we expect that traffic in Causeway Bay, Wan Chai, Admiralty, Central district, Western district, Tsim Sha Tsui, Jordan, Cross Harbour Tunnel, Aberdeen Tunnel and Western Harbour Crossing will become very congested.

Appropriate traffic aids will be erected on site to guide motorists. Public transport operators will display notices to advise passengers of the above special transport arrangements. Motorists should exercise tolerance and patience in case of traffic congestion and take heed of instruction of the Police; and watch out for the latest traffic news via media.

Depending on the prevailing circumstances, other ad-hoc traffic and public transport measures, including further closures of roads, traffic diversions, alterations and suspension of public transport service may be introduced by the Police at anytime depending on traffic and crowd conditions in the areas.

Members of the public are advised to use public transport service and avoid driving to the affected or congested areas, especially Causeway Bay, Wan Chai, Admiralty and Central unless necessary. They are advised to plan their routes early, use alternative routes and allow more traveling time to

31 cater for unexpected delay. Bus and other public transport commuters are advised to pay attention to the arrangements of route diversions and suspension or relocation of stops.
