Thank you for your kind invitation to attend the opening session of the Conference on Iraqi National Accord scheduled to take place in Baghdad on 21 June 2006. I welcome your initiative and hope that all Iraqi communities will seize this opportunity and come together at the Conference in a spirit of dialogue and national unity.

I am honoured by your invitation to participate at such a prestigious gathering but regret that I must decline due to previous commitments. I have designated my Special Representative in , Mr. Ashraf Qazi, to represent me.

I wish to assure you that the United Nations will do its utmost to support the League of Arab States in this important endeavour. If prepared carefully, this Conference may go a long way to helping the Iraqi people take an important step towards national reconciliation and laying the foundations of a united, peaceful and prosperous Iraq.

In connection with the Iraqi National Reconciliation process launched by the League of Arab States in November 2005 and in pursuance of Khartoum Summit decision No. 340 of 29 March 2006 concerning the development of the situation in Iraq, I have the honour to invite you to attend the opening session of the comprehensive Conference on Iraqi National Reconciliation, scheduled to take place in Baghdad on the morning of 21 June 2006 with the participation of the various components of the Iraqi people, including political, religious and tribal personalities and representatives of the institutions of civil society.

Your personal participation in the opening of the Convention will unquestionably have an enormous impact on the success of the proceedings and the achievement of its objectives, namely maintaining the unity of the national fabric of Iraq with a view to bringing security, stability and development to the country and paving the way for the departure of the foreign forces.

Let me take this opportunity to reaffirm the strong desire of the League of Arab States for continued cooperation with you with a view to bringing about Iraqi national reconciliation and providing support to Iraq in the various areas so as to permit the emergence of a new Iraq founded on national harmony among all components and all citizens.

IRAQ NATIONAL ACCORD CONFERENCE: RESPONSE TO_LAS INVITATION

2. Despite the fact that the proposed Conference is less than a month away, a number of issues remain unclear. The LAS appears to be planning a very ambitious Conference but neither the agenda, nor the methodology nor the expected outcome of the Conference have been developed yet. Although the LAS has allegedly received verbal support from the new Iraq Prime Minister, the government's official position on the Conference remains unclear. Most Iraqi politicians appear preoccupied with filling remaining cabinet posts and developing the government's national programme. It is also unclear at this point whether there will be wide representation across Iraq's political spectrum - a key prerequisite for the Conference's success. Invitations to Iraqi participants are yet to be issued.

3. Although invitations to the Foreign Ministers of Arab States, P5, Turkey and Iran have been issued, none have confirmed their attendance yet. Also, the timing of the Conference will coincide with the QIC Foreign Ministers Conference in Baku which will affect representation at the Baghdad Conference.

4. Finally, security and logistical arrangements are a reason for some concern, as the site for accommodating the participants and the actual venue of the Conference is planned in the "Red Zone". This will undoubtedly pose a considerable challenge given the security situation in Baghdad, the logistical limitations and the short time available for preparations.

5. In light of the above, we recommend that thejiecretary-General should noLyet commit to attending the Conference. Rather, he should request SRSG Qazi to work closely with the LAS in preparation of the Conference and seek further clarification on the outstanding issues, on the basis of which a final decision with regard to the Secretary- Generals's participation could be made. The attached draft response has been prepared accordingly.
