1.0 INTRODUCTION

WY Consultancy & Development Services Sdn Bhd (formerly known as William Consulting Sdn Bhd) (WCSB) was established to promote the application of effective project management knowledge, skills and techniques for the construction industry.

WCSB specializes in providing project management consultancy and project management training to construction companies where its focus is on building and establishing effective and simple project management sub-systems and processes and applying proven project management tools and techniques to critical construction areas which will improve the project performance and provide assurance to the project owners that the planning, execution and control systems of the project will deliver the results expected. WCSB assists its clients to achieve sustained results through our unique approach that combines process management expertise, facilitation and knowledge transfer. Our goal is to help clients achieve measurable results through the use of established construction management methodologies and effective planning, tracking and monitoring processes.

4.1 DR. SM YEOH

Dr. Yeoh is the Chairman of WY Consultancy & Development Sdn Bhd and CEO of William Consulting Firms and he dedicate his time to promote project management knowledge, skills and tools and techniques for the construction industry.

Dr. Yeoh is a Project Management Professional (PMP) certified by Project Management Institute (PMI), USA, and a Certified Financial Planner (CFP) accredited by Financial Planning Association of (FPAM). He graduated with a Bachelor Degree in Construction Management from Greenwich University and Master of Science in Engineering Business Management from University of Warwick. He received his Doctorate in Business Administration (DBA) from Greenwich University and PhD in Project Management from University of Honolulu. In 2007, Dr. Yeoh was awarded the Bachelor of Laws (LLB) from the University of London. Dr. Yeoh is also a qualified Lead Assessor/Auditor, Quality Management Systems, ISO 9000.

Dr. Yeoh has been actively involved in promoting Project Management knowledge through developing and delivering project management training programmes and providing project management consultancy services. Dr. Yeoh has more than 30 years of experience in managing project and is a member of PMI, USA. He has worked as a project manager in various companies such as Suncon Bhd, Pilecon Bhd, Mancon Bhd, Anson Perdana Bhd, and Pelangi Bhd. He was involved in managing projects such as Menara Celcom, K.L., Robson Height Condominium, Plaza Angsana Shopping Complex, Duty Free Shopping Complex and Eden Garden Hotel in Johor Bahru.

In 2006, Dr. Yeoh started William Consulting Firms which provide Project Management Consultancy and Construction Contract & Legal Advisory Services. His was involved in projects such as Integrated Transport Terminal (BTS) Bandar Tasik Selatan, KL, Banting Matriculation College, POIC Jetty, Jelas Expressway, MEX Highway, 2nd Bridge, PJ Trade Centre, Mentakab Mega Mall, Maktab Polis Cheras, KLIA2, Seremban-Gemas Double Tracking Railway, Hospital UKM, KK Times Square, Pusat Pentakbiran Negeri Sabah and various Projects at Putrajaya.

4.2 NOR MOHD AMIN SHAHARUDIN

Nor Mohd Amin is the Chief Executive Officer (CEO) of WY Consultancy & Development Sdn Bhd He has more than twenty four (24) years of working experience in managing projects that include, building and civil works, tendering, contracting and costing. He has been in position of Senior Manager since 2001 with total contract value of approximately RM 6.3 billion and able to work independently.

Nor Mohd Amin was the former Director of Construction for Maju Holdings Construction Division where he reported to the Group CEO on high level monitoring and management of the Construction Division. He was responsible in solving critical issues by analyses all technical, contract, financial information, legal and risk as to achieve the objectives. He represented the company in liaising with client, government agencies, Statuary Board Officers, Consultants (Architect, Engineer, QS), Contractors & Sub-contractors, Suppliers and others related parties and ensure project(s) viability and profitability through negotiations with clients, contractors and suppliers.

Amin was the Project Director for ITTBTS (Integrated Transport Terminal, Bandar Tasik Selatan, Kuala Lumpur) and Banting Matriculation College, Selangor. He was also involved in the management of Port Klang Marina project, Sabah Oil and Gas Terminal, Kimanis, Al Fareeda Community Housing Project, Jeddah, Saudi Arabia, MEX Highway Extension, Sandakan Integrated Trade Exchange Terminal, Sabah, Kota Kinabalu CBD Extension, Sabah, SPNB Housing at Ulu Langat, Cheras, East Coast Highway, Trengganu, Tanjung Pelepas Port, Storm Water Management & Road Tunnel (SMART TUNNEL), Kuala Lumpur, Universiti Industri Selangor campus project, Serdang Power Station project, Sultan Salahudin Abdul Aziz Power Station Phase 3, Kapar Selangor, and Mara Science College, Jelebu, Negeri Sembilan.

4.3 ZAHANIR RAMLI

Zahanir is the Chief Operations Officer (COO) of WY Consultancy & Development Sdn Bhd (WCSB). She directs, administers, and coordinates the internal operational activities of the organization in accordance with policies, goals, and objectives established by the Chief Executive Officer and the Board of Directors.

She graduated with the Bachelor Degree in Chemical Science with a concentration of Biochemical from California State University, Sacramento, USA. Her first passion engulfed in the analytical laboratories. Making a major turn in her professional career, she shifted her passion into the Construction Industry. She has since then geared eighteen (18) years of working experiences and exposures in managing projects in the Construction Industry with total contract value of approximately RM 2 billion.

Before joining William Consulting, Zahanir served most recently as Head of Operations, leading the Construction Division of Maju Holdings Sdn Bhd. Prior to her position at WCSB, Zahanir has held numerous senior management posts at companies including Maju Holdings Sdn Bhd, & ASM Developments Sdn Bhd. Her involvements in prestigious Malaysian Government projects like Integrated Transport Terminal, Bandar Tasik Selatan,Kuala Lumpur, Royal Malaysian Customs Complex, Kelana Jaya, Matriculation Colleges at Alor Gajah, Kuala Pilah, Gambang, Arau - , Perak, Johor, Selangor under the Ministry Of Education. Additionally, her Project Managements further enriched by the involvement of the construction of Institut Tanah, Ukur dan Pemetaan Negara (INSTUN) Perak and Institute of Public Administration (Intan) a training center under the Department of Public Service, Malaysia and the expansion of ten (10) Universiti Teknologi MARA projects throughout Malaysia.

Zahanir’s core specialty is in the strategic planning of implementing the Quality Management System ISO 9001:2008, ISO 14001:2004 Environmental Management System Procedures & OHSAS 18001:2007, having the role as Project Management Consultant, Management Representative (MR), Lead Auditor and Internal Auditor. Her consultancy contributions to the ISO certification by SIRIM of the Bus Terminal Management and Maintenance Operator of Maju TMAS, has succeeded in Maju TMAS receiving the prestigious ISO 9001 2008 Award Certification in 2012.

4.4 AHMAD FAHMI HUSSIN

Ahmad Fahmi Bin Hussin, is the Deputy Project Director of WY Consultancy & Development Sdn Bhd. He holds a Bachelor Degree in Construction Management from UiTM Shah Alam and members of CIOB Malaysia. He has more than seven (10) years of working experience in managing projects especially in project management tools.

He was graduated in Certificate & Integrated Diploma in Building Services Engineering at Politeknik Sultan Abdul Halim Mua’adzam Shah, .

His career started on 2002, when he managed to completed the additional building with 2 blocks and 3 floors school building at SRJK (C) Gua Musang. The carrier dis not ended there, with his spirit & eagerness to learn, he was appointed by WCT Construction Sdn Bhd as a Scheduler and was promoted to Planner. He managed to complete the Phase 1 Basement – The Paradigm Mall in 2008.

The career continued in Maju Holdings Sdn Bhd. He was appointed as Sr. Technical Executive and then he has promoted to Project Manager. At Maju Holdings, he directly assisted Project Director/ Head of Operation to oversee and monitor projects, updating and reporting the progress and coordinated interfacing between commercial & technical issues during the construction. He was involved in projects such as, ITTBTS (Integrated Transport Terminal, Bandar Tasik Selatan, Kuala Lumpur), Banting Matriculation College, Masjid Temoyong , UiTM Kota Kinabalu and others more.

At William Consulting, Ahmad Fahmi, handles all the project planning tasks including Project Information Management Software and System Integration (PIMS). Ahmad Fahmi is an expert in PMIS and Project Management Tools such as Microsoft Project & Primavera.

4.5 EMIZAM JAMIL

Emizam Bin Jamil is the Deputy Project Director of WCSB. He holds a Diploma in Civil Engineering from University Technology Malaysia. He has more than 15 years of working experience in construction fields.

He career started in 1995, when he started with laboratory on construction materials for soil, concrete, steel & etc. He has involved on laboratory and site testing for project such as KLIA, LRT, UNITEN and Putrajaya.

The career continued in Peremba Construction Sdn Bhd for 11 years and the Maju Holdings Sdn Bhd for 4 years. At Peremba, he assisted Project Director/ Head of Operations to implement Project Quality Management System for ISO 9001. He was responsible to establish the Project Quality Management System at the early stage of the project incorporating the Quality Management System and Client’s requirements. He headed the awareness of quality of works to the team, orchestrated the Project Quality Plan, Work Method Statement, Work Instructions, Inspection Test Plan and Material/product samples for Client’s approval, arrange for pre-delivery inspections and factory acceptance tests, control of monitoring and measuring equipment and the calibration records, establishment & implementation of non-conformance corrective and preventive action procedure, coordination and management of project document control and records, review the effectiveness of the Project Quality Management System every 6 months for continual improvement, prepare QA/QC Report for submission to Client and management on a weekly and monthly basis respectively and compilation of project documentation for handing over.

Emizam was involved in projects such as, Putrajaya for Dataran Putra, Putra Bridge, Bridge 10, Bridge 1 and Precinct 11, Prince Court Medical Centre, Kuala Lumpur Flood Mitigation, ITTBTS (Integrated Transport Terminal, Bandar Tasik Selatan, Kuala Lumpur.

4.6 IR. LEONG KOH HONG

Ir. Leong Koh Hong, is the Chief Engineer and Chief Technical Officer in WCSB, He graduated with Bachelor of Science Degree in Civil & Environmental Engineering from UTAH State University, Logan, USA in 1983.

He is a Member of the Institution of Engineers, Malaysia and a Professional Engineer registered with the Board of Engineers Malaysia.

While practicing his professional, he has the opportunities to serve in various capacity with several organizations actively involved in Project Management, Engineering Consultancy, Traditional Construction, Built-Operate-Transfer Contract, Design & Build Contract in heavy Civil & Structural Engineering Projects.

In addition, he is conversant with landed property development includes residential, commercial and industrial township developments.

Currently in WCSB, Ir. 4.7 IR. LIM CHIN CHONG

Ir. Lim Chin Chong, WCSB’s Senior Project Manager (M&E), holds a Bachelor (Hons) of Mechanical Engineering from University of Industrial Selangor on 2005. He has more than 10 year’s workings experience in construction fields.

He career started at Sepakat Setia Perunding Sdn Bhd as Associate Engineer (Manager). He managed to complete the project of Sunway Pyramid 3, Putrajaya 2C-5 and KLIA-2.

The career continued in Jurutera Voonkonsult M&E as the Resident Engineer / Senior Mech. Engr (Senior Executive). At Voonkonsult, his responsibilities were ensuring & monitoring the M&E works according to design/workshop drawings. He headed the engineering departments in checking and ensuring the electrical system LV & HT, Design, re-engineering and study the existing system.

Ir. Lim Chin Chong was involved in projects such as, Bandar Baru Klang - Hospital KPJ, Kaneka Paste Polymer Sdn Bhd (Kuantan Gebeng), F&N Mixed Development, The Curve Upgrading for Chilled Water System, Cold Room for Ocean Fresh in Kuantan and Clean Room – Cambodia, Kuala Lumpur International Airport (KLIA) A380, Presint 2C2, Putrajaya, Avera Condominium, KL and ITTBTS (Integrated Transport Terminal, Bandar Tasik Selatan, Kuala Lumpur.

William Consulting Firms (WCF) had been providing project management consultancy since 2003. In 2012, WY Consultancy & Development Sdn. Bhd (WCSB) was incorporated to provide strategic services to meet the need for integrated Design-and-Build consultancy services that include Civil & Structural Design, M&E Design, QS, Interior Design, Architectural and Green Index Consultation & Compliance, Forensic Engineering and Contract Management.

WY Consultancy & Development Sdn. Bhd has also join hands with Jurutera Konsult Maju Sdn Bhd to set up JKM Konsortium Sdn Bhd to provide holistic integrated consultancy services to our clients and also team up with Conject Asia Pte Ltd to provide Web-based Project Information Management System.

At William Consulting, our teams look beyond conventional Construction Project Management services by adding value at every step of the project and thereby enabling us to move ahead of our competition. The rich experience we have gained from successful projects that we have executed, constantly helps us to overcome complex issues in a project life-cycle.

Our Project Management Processes are developed based on established Project Management knowledge and follows the guidelines established by the Project Management Institute (PMI) of USA.

Many of our clients in the construction industry engages our services to assist in developing Customized Integrated-Project-Schedule incorporating the Critical Path Network Diagram together with the Bill of Quantities, Project Interim Payment, Earned Value (Work done), and Tracking and Monitoring System (IPSwBQ).

Our services also include assisting our clients to develop effective Project Reporting & Information Documentation System for their onward submission to the Project Owners or Project Consultants. The service also include preparing and submitting periodic monthly or bi-weekly Project Progress Report that incorporate the Critical Path Analysis, Earned Value Analysis, Status Report, Schedule & Cost Variance Analysis and Forecasting the Project Completion.

We also assist in drafting letters for Project Owners, Contractors, Consultants and Key Stakeholders of the Projects ensuring the contractual rights and obligations are adequately communicated, managed and recognized.

Over the years, most construction companies have experienced an increasing numbers of claims disputes, liability exposure along with increasing difficulty in reaching reasonable settlements in an effective, economical, and timely manner. This is largely due to the consequences of the inefficiencies inherent in the construction contract management processes in the course of the project operations. Construction claims are a reality and management must be prepared for the eventuality of a claim. Disputes and claims can be traced back to failure by one of the parties to the contract to do his work efficiently, to express clearly, or to understand the full implication of the instructions issued to, or received by him. Claims for damages for delay are often subject of disputes. Construction claims and disputes are the result of failure of the owner and/or contractor to recognize contractual entitlement or a changed condition in the context of contract obligations.

WCSB have the expertise and profound knowledge to design and establish effective methodologies to guide key project personnel in construction industry. An in-depth knowledge of contractual rights and obligations together with the knowledge of contract administration is now a prerequisite to managing a successful and profitable project. Regardless of the job titles in an organization, almost everyone has responsibilities for managing project(s). However, not everyone may have the necessary skills and competencies required for the successful planning, managing and controlling of projects. Projects can vary in magnitude, scope and complexity.

WCSB designs and conducts trainings for the key project personnel in the construction industry. In the construction industry, an in-depth understanding together with exposure to the new dimensions in project management continues to pose challenges to the industry. The construction industry continues to be an important sector of the Malaysian economy and it is important that the disciplines such as project cost management, planning, implementation and monitoring and termination are well understood. Equally important are key principles of contract administration.

The problem of cost and time overrun are always common with the construction projects. The ability of the Project Managers and Contractors managing the projects effectively is most crucial for the efficient implementation of projects.

WCSB training programmes will provide the participants with the required knowledge, skills and competencies for managing construction Projects and we focus on building the participants’ knowledge and skills in establishing project management sub-systems and the use of effective construction management tools and techniques.
