All the people who bless my life, thank you. iii ABSTRACT This study was motivated by the strides Uganda has made towards the growth of the media and women’s participation in public life. The puzzle is that this increased participation of women in public life is hardly captured in the media, particularly public affairs programmes on the broadcast media. This study, therefore, interrogates women’s media participation through representation, interaction and engagement as components of conjunctural factors that are relevant to facilitating women’s participation in public life. The research is informed by critical theory, and in particular feminist thought, cultural studies and public sphere theory. The marginalisation and oppression of women advanced by feminist theorists, the systems of representation through power and knowledge in cultural studies, and the open participation of discursive programmes that demystify gatekeeping practices in traditional programming in public sphere theory, were the frames used to guide this study. I use multi-method and multidisciplinary approaches that entail quantitative content analysis, qualitative case studies and grounded theory to interrogate the influence of the broadcast media on women’s participation in public life. The thesis of my research is that women’s media participation in public affairs programmes through representation conceptualised as voice and visibility, interaction as consultation and conversation and engagement as involvement and influence, would facilitate women’s participation in public life. Limited representation, interaction and engagement, therefore, frustrate or at least do not advance, women’s participation in public life, contrary to the perceived potential and transformative role of the media. I find that participation remains minimal. The problem is not just the media which has in most studies is found responsible for the negative portrayal of women, but a complex interrelationship between women and the state, society and the media. The state opens up space for women and, paradoxically, closes it, culture defines women’s role in society, and the media reproduces cultural narratives that are injurious to women. Women push back, sometimes but often remain loyal to the state, respond to cultural expectations and ignore the media or disengage from it. This, thus thwarts meaningful opportunities for participation that could help change the perceptions about women’s role in society as well as mobilise and motivate women to participate in public life. The implication for policy and current strategies for women’s empowerment, in particular affirmative action pursued in Uganda and elsewhere, is huge.     BIGWALA MUSIC AND DANCE OF THE BASOGA PEOPLE written by James Isabirye 2012 Background The Basoga are Bantu speaking people who live in southeastern Uganda. They are neighbors to the Baganda, Bagwere, Basamia, Banyoli and Banyoro people. The Basoga are primarily subsistence agricultural people. "Bigwala” is a Lusoga language term that refers to a set of five or more monotone gourd trumpets of different sizes. The music of the trumpets and the dance performed to that music are both called “Bigwala”. Five drums accompany “Bigwala” music and they include a big drum “Engoma e ne ne ”, a long drum “Omugaabe,” short drum “Endyanga”, a medium size drum “Mbidimbidi” and a small drum “Enduumi ” each of which plays a specific role in the set. Bigwala heritage is of significant palace / royal importance because of its ritualistic role during burial of kings, coronations and their anniversaries and stands as one of the main symbols of Busoga kingship. When King Henry Wako M uloki passed away on 1st September 2008, the "Bigwala" players were invited to Nakabango palace and Kaliro burial ground to perform their funeral function. 1 During the coronation of late king Henry Wako Muloki on 11th February 1995; the Bigwala players performed their ritual roles. It is important to note that Busoga kingdom like all others had been abolished in 1966 by the Ugandan republic government of Obote I and all aspects its existence were jeopardised including the Bigwala. The Kingship is the only main uniting identity which represents the Basoga, offers them opportunity to exist in a value system, focuses their initiatives to deal with development issues with in the framework of their ethnic society and connects them to their cherished past.

In 2015, the government estimated that informal economic activities accounted for 49% of the country’s total GDP.1 And as a result of low registration rates among informally employed Ugandans, the number of registered taxpayers stood at only 632,279 at the end of the fiscal year that ended in June 20142—in a country of 38 million people.

    BOLSTERING REVENUE, BUILDING FAIRNESS: UGANDA EXTENDS ITS TAX REACH, 2014 – 2018 SYNOPSIS After a decade of reforms to boost tax collection, in 2014 the Uganda Revenue Authority (URA) faced up to one of its biggest remaining challenges. Although the agency had significantly improved its internal capacity—along with its ability to collect taxes from registered taxpayers—large numbers of Ugandans paid nothing because they were unregistered or because inadequate compliance monitoring enabled them to underpay. The holes in the system undermined public trust and bedeviled the URA’s efforts to meet the government-mandated target to raise tax revenue to 16% of gross domestic product. The URA then joined other government agencies to bring millions of unregistered citizens into the tax net, and it tightened the oversight of existing taxpayers who were paying less than their fair share. Prime targets were millions of Ugandans who worked in the informal economy, which the government said accounted for nearly half of the country’s economic activity. At the same time, the URA set up operations to go after wealthy and politically connected individuals who avoided paying their full tax load, and it created a separate unit to press government departments that failed to remit to the URA the taxes they collected, such as withholdings from employees. The URA’s program achieved strong gains on all three fronts and thereby helped increase the country’s tax-to-GDP ratio to 14.2% in the 2017–18 fiscal year from 11.3% in 2013–14. Just as important, the program made significant progress toward a fairer distribution of the tax burden for Ugandans across all economic levels.

After death the body decomposes but the soul continues to live because it goes to live in another world (spiritual world) Death is a transition from the physical world(life) to a spiritual world. To some people death is un kind and taken to be a curse while to others death is positive and a route to eternal happiness. To scientists, death is the end of life while in religion it is a process to another life. People believe that the dead go to hell or heaven depending on how they have lived on earth. Young people think less about death until someone close to them dies. Many people question the existence of God and the life to come. This is due to scientific theories which oppose the existence of God. So, they reject issues about life after death basing on what they see, hear and what they learn. REASONS FOR DOUBTING LIFE AFTER DEATH. Confusing explanation given by different religions; Some people say that life after death is just a religious theory explained by different religions. Each religion has its own way of explaining this theory which brings doubt among people. It contradicts with science; Science proves that death is the end of everything and that is why the educated have opposed life after death. Scientific research has shown that life stops when a person dies. Modernity declares it ancient; Modern society looks at believing in eternal life as an outdated fact of the ancient people who lacked the scientific approach towards life.
