The dismissal of FDA director general Nela Charade Puno was announced yesterday by presidential spokesman Salvador Panelo. “Please be advised that upon the instructions of the President, your appointment as Director General of the Food and Drug Authority, Department of Health, is hereby terminated,” Panelo said, quoting the one-page dismissal order signed by Executive Secretary Salvador Medialdea dated May 15. Health Undersecretary Eric Domingo has been directed to take over as officer-in-charge “to ensure continuous and uninterrupted operations of the FDA.” Asked about his reaction to Puno’s dismissal, Domingo said the DOH “supports President Duterte’s commitment to eradicate graft and corruption in all government agencies.” According to Palace officials, Duterte had lost trust and confidence in Puno because of corruption issues, details of which Panelo did not share. “This is in line with the President’s continuing mandate to eradicate graft and corruption and to ensure that public officials and employees conduct themselves in a manner worthy of public trust,” the dismissal order declared. Malacañang directed Puno to turn over relevant official documents to the DOH Office of the Undersecretary for Health Regulation immediately. -

Morrison Specialist in International Trade and Finance Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress China-Southeast Asia Relations: Trends, Issues, and Implications for the United States Summary Southeast Asia has been considered by some to be a region of relatively low priority in U.S. foreign and security policy. The war against terror has changed that and brought renewed U.S. attention to Southeast Asia, especially to countries afflicted by Islamic radicalism. To some, this renewed focus, driven by the war against terror, has come at the expense of attention to other key regional issues such as China’s rapidly expanding engagement with the region. Some fear that rising Chinese influence in Southeast Asia has come at the expense of U.S. ties with the region, while others view Beijing’s increasing regional influence as largely a natural consequence of China’s economic dynamism. China’s developing relationship with Southeast Asia is undergoing a significant shift. This will likely have implications for United States’ interests in the region. While the United States has been focused on Iraq and Afghanistan, China has been evolving its external engagement with its neighbors, particularly in Southeast Asia. In the 1990s, China was perceived as a threat to its Southeast Asian neighbors in part due to its conflicting territorial claims over the South China Sea and past support of communist insurgency. -

The Republic of the Philippines and U.S. Interests—2014 Thomas Lum Specialist in Asian Affairs Ben Dolven Specialist in Asian Affairs May 15, 2014 Congressional Research Service 7-5700 www.crs.gov R43498 The Republic of the Philippines and U.S. Interests—2014 Summary The United States and the Republic of the Philippines maintain close ties stemming from the U.S. colonial period (1898-1946), the bilateral security alliance bound by the Mutual Defense Treaty of 1951, and common strategic and economic interests. In the past decade, the Philippines has been one of the largest recipients of U.S. foreign assistance in Southeast Asia, including both military and development aid. Many observers say that U.S. public and private support to the Philippines following Typhoon Yolanda (Haiyan), which struck the central part of the country on November 8, 2013, bolstered the already strong bilateral relationship. Although the United States closed its military bases in the Philippines in 1992, the two sides have maintained security cooperation. Joint counterterrorism efforts, in which U.S. forces play a non- combat role, have helped to reduce Islamist terrorist threats in Mindanao and the Sulu Archipelago in the southern Philippines. During the past year, Washington and Manila have held discussions on the framework for an increased, non-permanent U.S. military presence in the Philippines. Since 2012, the Philippines has played a key role in the Obama Administration’s “rebalancing” of foreign policy priorities to Asia, particularly as maritime territorial disputes between China and other claimants in the South China Sea have intensified. 1 THE CLOSING OF CIVIC SPACE IN THE PHILIPPINES SUBMISSION TO THE OHCHR FOR HRC REPORT 41/2 BY THE CENTER FOR INTERNATIONAL HUMAN RIGHTS (CIHR) JOHN JAY COLLEGE OF CRIMINAL JUSTICE- CITY UNIVERSITY OF NEW YORK JANUARY 2020 Introduction The Center for International Human Rights (CIHR), a research and training center established in 2001 at the John Jay College of Criminal Justice of the City University of New York, is submitting this report on the human rights situation in the Philippines.1 This report is in response to the invitation for an objective assessment of the situation of human rights in the Philippines as mandated under resolution 41/2 adopted by the Human Rights Council on 11 July 2019. 2 The report focuses on the shrinking democratic and civil society space in the Philippines. Specifically, it provides an analysis of the national security situation and the resulting patterns of human rights violations, intimidation, persecution of, or violence against members of civil society, human rights defenders, journalists, lawyers, as well as restrictions on the freedoms of opinion and expression, peaceful assembly and association in the country.
