    David Lewis on Convention Ernie Lepore and Matthew Stone Center for Cognitive Science Rutgers University David Lewis’s landmark Convention starts its exploration of the notion of a convention with a brilliant insight: we need a distinctive social competence to solve coordination problems. Convention, for Lewis, is the canonical form that this social competence takes when it is grounded in agents’ knowledge and experience of one another’s self-consciously flexible behavior. Lewis meant for his theory to describe a wide range of cultural devices we use to act together effectively; but he was particularly concerned in applying this notion to make sense of our knowledge of meaning. In this chapter, we give an overview of Lewis’s theory of convention, and explore its implications for linguistic theory, and especially for problems at the interface of the semantics and pragmatics of natural language. In §1, we discuss Lewis’s understanding of coordination problems, emphasizing how coordination allows for a uniform characterization of practical activity and of signaling in communication. In §2, we introduce Lewis’s account of convention and show how he uses it to make sense of the idea that a linguistic expression can come to be associated with its meaning by a convention. Lewis’s account has come in for a lot of criticism, and we close in §3 by addressing some of the key difficulties in thinking of meaning as conventional in Lewis’s sense. The critical literature on Lewis’s account of convention is much wider than we can fully survey in this chapter, and so we recommend for a discussion of convention as a more general phenomenon Rescorla (2011).

    European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits.

    Pragmatic Reasoning and Semantic Convention: A Case Study on Gradable Adjectives* Ming Xiang, Christopher Kennedy, Weijie Xu and Timothy Leffel University of Chicago Abstract Gradable adjectives denote properties that are relativized to contextual thresholds of application: how long an object must be in order to count as long in a context of utterance depends on what the threshold is in that context. But thresholds are variable across contexts and adjectives, and are in general uncertain. This leads to two questions about the meanings of gradable adjectives in particular contexts of utterance: what truth conditions are they understood to introduce, and what information are they taken to communicate? In this paper, we consider two kinds of answers to these questions, one from semantic theory, and one from Bayesian pragmatics, and assess them relative to human judgments about truth and communicated information. Our findings indicate that although the Bayesian accounts accurately model human judgments about what is communicated, they do not capture human judgments about truth conditions unless also supplemented with the threshold conventions postulated by semantic theory. Non-gradable adjectives like digital and next, on the other hand, are not associated with a scalar concept, at least not grammatically.

Stonecash Department of Political Science Maxwell School, Syracuse University Prepared for the 2009 State of the Parties Conference, the University of Akron, October 1 “McCain’s losing to Obama among college graduates and voters who have attended some college underscores how much the GOP franchise is in trouble. My hunch is that the Republican Party’s focus on social, cultural, and religious issues – most notably, fights over embryonic stem-cell research and Terri Schiavo – cost its candidates dearly among upscale voters.”1 “Suggestions that we abandon social conservatism, including our pro-life agenda, should be ignored. These values are often more popular than the GOP itself.”2 The struggle of the Republican Party in the late 1900s to become the majority party was lengthy, but by 2000 it was finally successful. In the 1994 elections Republicans won control of the House of Representatives for the first time since 1952. In the 1990s the percentage of Americans identifying as Republican twice surpassed the Democratic percentage, a rare occurrence in the last 50 years. In 2000 George W. Bush won the presidency and identification with the Republican Party once again equaled that for Democrats (Pew Research Center, 2008). Following 9/11 President George W. Bush had remarkably high approval ratings (Jacobson, 2006) and in the 2002 elections Republicans increased their number of seats in the House. They also held the Senate (Jeffers?)     Framework agreement between the Swedish Social Democratic Party, the Moderate Party, the Swedish Green Party, the Centre Party and the Christian Democrats Pillars Sweden’s energy policy should build on the same three pillars as energy cooperation in the EU. The policy therefore aims to combine: • ecological sustainability • competitiveness • security of supply Sweden must have a robust electricity network with high security of supply and low environmental impact, and offer electricity at competitive prices. This creates a long- term perspective and clarity for actors in the market and helps generate new jobs and investment in Sweden. The energy policy is based on the fact that Sweden is closely linked to its neighbours in northern Europe, and aims to find joint solutions to challenges in the common electricity market. Targets By 2045, Sweden is to have no net emissions of greenhouse gases into the atmosphere and should thereafter achieve negative emissions. The target by 2040 is 100 per cent renewable electricity production. This is a target, not a deadline for banning nuclear power, nor does mean closing nuclear power plants through political decisions. An energy-efficiency target for the period 2020 to 2030 will be produced and adopted no later than 2017. Conditions on the Swedish electricity market Better conditions are needed for investments in renewable energy, energy technologies and energy efficiency. Development of the energy system should be based on a variety of large- and small-scale renewable production that is tailored to local and industrial needs. One major challenge is converting energy policy from focusing almost exclusively on the amount of energy delivered (TWh) to also ensuring sufficient output (MW).
