MINUTES OF CORWEN COMMUNITY COUNCIL MEETING HELD 27 SEPTEMBER 2012 Present were: The Chairman, Mr Simon Watkins, Mr Caradog Williams, Mr Chris Jones, Mrs Debbie Jones, Mr Geoff Williams, Mr Geraint Lloyd, Ms Lesley Lewis-Crimes, Mr Howard Sutcliffe, Mr Eric Lea and the Clerk. 1. Members of the public – Ruth Lee, Norman Jones and Jeremy Knibbs were in attendance representing Corwen Partnership. An outline was provided of the various groups which are set up to benefit the area and it is hoped that Corwen Community Council can become more involved in future projects. An invitation was given for those representing the Community Council (Caradog Williams, Lesley Lewis-Crimes and Simon Watkins) to attend meetings of Corwen Partnership which are held on the 1st Wednesday of each month at 6 p.m. 2. Apologies – County Councillor Huw Jones/ Annie Yaxley/ Glaves Roberts and Deryk Hughes. 3. Chairman’s Opening Remarks The Chairman welcomed everyone to the meeting after the Summer recess. He also welcomed Mr Llion Morgan, the new PCSO. 4. Police Matters Llion Morgan, the new PCSO attended the meeting and provided information regarding the Online Watch Link (OWL) initiative recently launched by North Wales Police. A discussion took place regarding heavy traffic travelling too fast along the A5. Mr Morgan stated that it is hoped that the “glow-up” signs will be installed to assist with the problem. Will also look into the possibility of reducing the speed limit to 20mph through the town. 5. Minutes of previous meeting – approved as a true record. 6. Matters arising/review decision register (i) Cash machine at Post Office – to be available by 26th October; if not the machine at HSBC will continue to be in use. (ii) Carrog Church Wall – a response was received stating that the registration of the land in question has not been amended by the legal department of the Representative Body Church in Wales. Members agreed to leave the situation as it stands for the present time. (iii) “Town” status – request was made for correct procedure to be followed and not just to take a vote at the meeting. (iv) Community Miles Project - Ros Stockdale informed CJ that Dave Foster and Huw Williams had proposed replacing the footbridge over “Nant Ty Cerrig” close to where it enters the River Dee. CJ had reported that a section of wall between Mill Street and the junction of the “Dagger Trail” had collapsed. Ros suggested a scheme to repair it using local voluntary assistance. (v) Maesafallen steps – in progress, work to be carried out 1st October. (vi) Bus Forum – meeting being held in Corwen church Saturday 29th September. 7. Edeyrnion Heritage and Cultural Society – no one in attendance. 8. Cadwyn Clwyd re Hydro Power Apology was received – deferred to the October meeting. 9. The future of Glyndyfrdwy school building A letter was received from Denbighshire County Council regarding consultation on the future use of the building – ending beginning of November 2012. It was noted that this has now been extended to January 2013. - 1 - 10. “Walkers are welcome” The Clerk to ask the organiser of the Walking Festival who actually owns the status. 11. Businesses in Glyndyfrdwy Jeremy Knibbs to be invited to attend the November meeting to discuss this issue. 12. Reports Llangollen Railway – a meeting had recently been held regarding the Corwen Extension where it was reported that Corwen Community Council is supportive of the revised plans. GW had been somewhat misquoted in the press release, however any decision should have been postponed until the full council had had a chance to scrutinise the plans. A letter to be sent to George Jones informing him of the fact. Concern was also expressed regarding the naming of the station as “Corwen East” and that this should be amended to “DWYRAIN Corwen East”. 13. Correspondence Request for funding from Shelter Cymru – none approved. Request for funding from Dyslexia Wales – none approved. Information from the Post Office that a Hosted Outreach service is to commence 11th September at the Village Hall in Glyndyfrdwy. Cymdeithas Tai Clwyd Annual Report 2011-2012 Minutes of Edeyrnion Heritage and Cultural Society meetings held 3rd July and 7th August 2012. Notification that DCC have agreed to allow the EHCS to use the Oriel Centre in Corwen to hold two exhibitions in the Autumn under a short term licence agreement. Denbighshire County Council’s Corporate Plan 2012-2017 – consultation ends October 4th. Legal Topic Note re The Equality Act 2010 from One Voice Wales. Tackling Poverty Action Plan from the Welsh Government for information. Notification that Corwen has received the “Walkers are Welcome” status. Information regarding Code of Conduct training to be held – 26/9 at Llangollen and 3/10 at Corwen. Independent Remuneration Panel for Wales Draft Annual Report for consultation – including a section regarding payment to members of Community and Town Councils. Denbighshire Care & Repair Annual Report 2011/12, together with a request for funding – none approved. Details of training courses from One Voice Wales Motions for debate in the One Voice Wales AGM to be held 13th October 2012 Invitation to attend Denbighshire Citizens Advice Bureau AGM 20th September 2012 Minutes of Corwen Partnership meeting held 1st August 2012 Note of thanks from the organiser of Corwen Walking Festival Notification of public consultation regarding Healthcare in North Wales Letter from One Voice Wales regarding a response regarding the proposals re Healthcare in North Wales Notification of a consultation by the Welsh Government regarding promoting/improving the economic, social or environmental well-being of their area. Copy of an email sent to Rhun Jones regarding the monument at Pen y Pigyn, together with his response. Information regarding forthcoming resurfacing works on the A5 through Corwen Town Centre. - 2 - Information regarding the Sunday Market in Corwen which is to open 28th October 2012, together with Agreement between Tourism and Leisure Corwen and Community Event/Market Co. Notification that the overspill car park at the Pavilion is being used by Llangollen Railway to store stone. Highways Maintenance Capital Programme Update. Information regarding extending the x2 recycling and refuse collection service to all Denbighshire’s householders. Invitation to attend a meeting convened by Councillor Huw Jones to discuss a way forward to develop the Phase 2 of the Llangollen Railway extension at 10:45 a.m. on Friday 19th October at Corwen Sports Pavilion. Notification from The Electoral Commission that there is to be an election for Police and Crime Commissioners on 15th November 2012 Road Works Bulletin dated 21st September 2012 Invitation to attend meeting of Conwy/Denbigh Area Committee One Voice Wales 2nd October 2012 in Abergele. Request for information regarding improving roads in the area from Tim Towers – the road from Bryneglwys to Carrog and the road on Clawdd Poncen were identified. An email was received from a resident in Cynwyd regarding the closure of various shops in Corwen, and other negative aspects of the town. A response to be submitted requesting her to provide ideas for consideration of how things can be improved 14. Planning Applications No applications were received since the last meeting.
