Journal (2005) Vol. 4(1) 71 Lowland Festivities in a Highland Society: Songkran in the Palaung Village of Pang Daeng Nai, Thailand1 Sean Ashley* Simon Fraser University, Burnaby, British Columbia, Canada *Corresponding author E-mail: [email protected] ABSTRACT In this article, I examine the celebration of Songkran in the Palaung village of Pang Daeng Nai in northern Thailand. The Palaung, a Mon-Khmer speaking people from Burma, have a long tradition of Theravada Buddhism which can be seen in a number of rituals and ceremonies associated with Songkran. While the Palaung have acquired both Buddhism and the Songkran festival from neighboring lowland populations, many practices and beliefs have taken on a local character in the process of transmission. In my paper, I discuss the similarities and differences between Palaung and lowland Tai Songkran ritual observances, particularly with regards to the annual song krau ceremony, a village-wide exorcism/blessing which coincides with the festival. Key words: Songkran festival, Song krau ceremony, Buddhism INTRODUCTION “True ‘Hill People’ are never Buddhists” (Leach, 1960). So wrote Edmund Leach in a paper describing the differences between highland minority groups in Burma and their lowland Tai2 and Burmese neighbors. This understanding of highlander culture is widespread and most studies on highland religion use Buddhism simply as grounds for comparison or ignore its influence on highland traditions altogether. In fact, both highlanders and lowlanders share an “animistic” worldview (Spiro, 1967; Terweil, 1994), but it is not my intention to deny that Theravada Buddhism, a ubiquitous facet of life in the lowlands, is largely absent from highland cultures. -

The State, Democracy and Social Movements
The Dynamics of Conflict and Peace in Contemporary South Asia This book engages with the concept, true value, and function of democracy in South Asia against the background of real social conditions for the promotion of peaceful development in the region. In the book, the issue of peaceful social development is defined as the con- ditions under which the maintenance of social order and social development is achieved – not by violent compulsion but through the negotiation of intentions or interests among members of society. The book assesses the issue of peaceful social development and demonstrates that the maintenance of such conditions for long periods is a necessary requirement for the political, economic, and cultural development of a society and state. Chapters argue that, through the post-colo- nial historical trajectory of South Asia, it has become commonly understood that democracy is the better, if not the best, political system and value for that purpose. Additionally, the book claims that, while democratization and the deepening of democracy have been broadly discussed in the region, the peace that democracy is supposed to promote has been in serious danger, especially in the 21st century. A timely survey and re-evaluation of democracy and peaceful development in South Asia, this book will be of interest to academics in the field of South Asian Studies, Peace and Conflict Studies and Asian Politics and Security. Minoru Mio is a professor and the director of the Department of Globalization and Humanities at the National Museum of Ethnology, Japan. Governing Land: Politics of (Un) Plannability in Muslim Neighbourhoods of Delhi Sabika Zaidi Supervised by, Dr Abidin Kusno A Major Paper submitted to the Faculty of Urban and Environmental Change in partial fulfillment of the requirements for the degree of Master in Environmental Studies (Planning Program) York University, Toronto, Ontario, Canada 21st December 2020 Abstract Delhi is one of the most extensively studied urban areas globally. Yet, academic literature on the question of “informality, as a mode of governance” (Roy 2005) has seldom paid attention to the production of Muslim spaces in the city. Jamil (2017), in her scholarship on Muslim localities in Delhi, introduces a rare perspective on how the urban Muslim is spatially organized within the dominant ideology of urbanization in Delhi. This paper examines the history and politics of (un)plannability to understand the production of Muslim colonies (focusing on Jamia Nagar) in the context of neoliberalization in Delhi and the rise of Hindu nationalism in India. The paper follows the changing body of the state to explain the political rationality of “exclusion” (Agamben 2005, Ong 2006), which does not always follow the logic of neoliberal governmentality. This paper argues that the formation of Muslim neighbourhoods as the ‘enemy within’ is taking place under state powers that pursue anti-Muslim policies on one hand and neoliberal urban expansion on the other. I highlight the conditions of use and exchange of land that facilitate the blurring of boundaries between state and society in Muslim colonies. Here, I pay particular attention to the various ‘democratic’ processes that create informality through large-scale urban land acquisition and regularization of the ‘unauthorized’. -

Komal Swaminathan Abstract “Dramatizing Water: Performance, Anthropology, and the Transnational” investigates how “dramatizing water” can act as a constellation that links the basic substance of life to translocal performances across a continuum that spans water in everyday life, in ritual, and as it appears on a formalized stage. A brief genealogy of examples is developed across the everyday and ritual, but the primary focus in on the late Tamil playwright Komal Swaminathan’s 1980 Thaneer Thaneer (Water!) and its relevance as a prototype for political drama on water. There is currently a profound global crisis around water distribution and “dramatizing water” indexes an attempt to chart the possibilities of moving toward a differently configured space for our water-practices, toward an alternative and more sustainable performative cartography of water. “Dramatizing water” is a constellation that links the basic substance of life to translocal performances across a continuum that spans water in everyday life, in ritual, and as it appears on a formalized stage. Although “dramatizing” does indicate a process of “preparing for the stage,” it also encompasses the fundamental senses of “acting,” “doing,” or “working.” “Water” derives from two Proto Indo-European roots: ap (preserved in the Sanskrit apah, or animate) refers to water as a living force and wed, an inanimate substance. -

Songkran in Thailand is a religious and cultural festival, which is the celebration of New Year in Thailand. Culture of Songkran festival which then becomes bringing many foreign tourists come to some areas in Thailand like Bangkok, Chiang Mai and Phuket. This great Festival and then give effect to social, cultural as well as the economy on local community. The methods used in this study is a qualitative descriptive based on the experiences both of the author. The data analyzed i.e. secondary data that comes from a variety of scientific journals, then the primary data are analyzed based on the author’s experience when on the Songkran festival in Thailand on April, 2019. Based on the analysis that the commodification of culture happens to Songkran in Thailand is not so much to erode the authenticity of rituals. This means that the core rituals such as bathing the Buddha statues in the temples still do. Commodification is a positive impact on the local community, where on area of the festival they provided tubs for sale in range 5 THB to 15 THB. Then, foreign tourists are pouring in from various countries are also effect on the local community economy. Subaltern Experiences of Everyday Urban Violence During COVID-19
Journal of the British Academy, 9(s3), 139–155 DOI https://doi.org/10.5871/jba/009s3.139 Posted 22 June 2021 Silent cities, silenced histories: subaltern experiences of everyday urban violence during COVID-19 Jaideep Gupte and Syeda Jenifa Zahan Abstract: The public health containment measures in response to COVID-19 have precipitated a significant epistemic and ontological shift in ‘bottom-up’ and ‘action-oriented’ approaches in development studies research. ‘Lockdown’ necessitates physical and social distancing between research subject and researcher, raising legitimate concerns around the extent to which ‘distanced’ action-research can be inclusive and address citizens’ lack of agency. Top-down regimes to control urban spaces through lockdown in India have not stemmed the experience of violence in public spaces: some have dramatically intensified, while others have changed in unexpected ways. Drawing on our experiences of researching the silent histories of violence and memorialisation of past violence in urban India over the past three decades, we argue that the experience of subaltern groups during the pandemic is not an aberration from their sustained experiences of everyday violence predating the pandemic. Exceptionalising the experiences of violence during the pandemic silences past histories and disenfranchises long struggles for rights in the city. At the same time, we argue that research practices employed to interpret the experience of urban violence during lockdown in India need to engage the chang- ing nature of infrastructural regimes, as they seek to control urban spaces, and as subaltern groups continue to mobilise and advocate, in new ways.
