SIMON ROBERTS How the election was won by Peter Wilby, 2010 After the 1945 General Election, the first in which radio played a role, the Nuffield College election study hailed a transformation of politics. Public meetings, previously the only forum where large numbers of voters could make direct judgments of candidates and party leaders, were sparsely attended and, though it was the first general election in a decade, the electorate’s mood had been judged apathetic. But, the Nuffield study pointed out, an average of 45 per cent of the adult population listened to party broadcasts every evening after the nine o’clock news. Astonishing, as it may now seem, these took the form of a single politician making a speech (rather as he or she would on a public platform) for at least twenty minutes and sometimes thirty. While acknowledging that the electorate’s role was now more passive – before phone-ins, radio lacked questions and heckling – the Nuffield academics’ verdict was largely positive. “The exposition of policy,” they wrote, “tends to be more lucid and intellectually able than that delivered from the local platform…the element of mass emotion, which is always liable to arise and sweep through large congregations of people, intensifying their passions and clouding their judgment, is entirely absent.” What was extraordinary about the 2010 General Election campaign was that its central events, the televised leaders’ debates, could easily have been on radio in 1945. This was expected to be “the first internet election” because it was the first in which a clear majority of UK households had internet access, rather as a clear majority had TV sets for the first time in the “first television election” of 1959. -

Members, Standing Order 19(1) provides leeway for the largest party or coalition of parties in the National Assembly to elect a Member of the party or coalition of parties to serve as the Leader of the Majority Party. Further, Standing Order 19(3) outlines the procedure for removal of a Leader of the Majority Party. In this regard, Hon. Members, and pursuant to the provision of Standing Order 19(4), I wish to inform the House that I have received a letter from the Majority Party Chief Whip communicating that the Jubilee Coalition held a Parliamentary Group meeting on June 22nd, 2020 at the Kenyatta International Convention Centre (KICC). The letter also conveys that, the Meeting, which comprised of Members of the Coalition in the National Assembly and chaired by the Party Leader, His Excellency the President of the Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces – (i) removed Hon. -

The Politics of Polling everyday practices of political opinion polling Robin Hughes A thesis submitted in partial fulfilment of the requirements for the degree of Doctor of Philosophy Department of Politics Faculty of Social Sciences The University of Sheffield March 2020 2 3 Abstract Public opinion has long been held as an important concept in politics. Consequently, its measurement, particularly through public opinion polls, is valuable both as a point of democratic principle and of political practicality. Whilst a rich literature exists on opinion polls and opinion data is regularly used for a variety of analyses, there is little available information on the everyday, human activities which drive the production of polling. In this thesis, I present a different view of political polling by engaging with polls at the site of their production and asking the question: what are the everyday practices of political public opinion polling, and what is their significance in understanding political polls? In answering this question, I use an ethnographic approach to provide a narrative account of qualitative data on political polling. This thesis is an exploratory study. It produces empirical data on the practices of polling, and theoretical analyses of how this data can further inform our understandings of political polls. Throughout the thesis, I put forward the argument that the human agency of pollsters is an important, but often overlooked facet of understanding political polls. Significant individual decisions are found to be commonplace in everyday practice, and affect the wording, the type, and the nature of available polls. By providing an account of everyday practices, I am able to demonstrate the ways in which this influence on polling output manifests. -

Brexit: initial reflections ANAND MENON AND JOHN-PAUL SALTER* At around four-thirty on the morning of 24 June 2016, the media began to announce that the British people had voted to leave the European Union. As the final results came in, it emerged that the pro-Brexit campaign had garnered 51.9 per cent of the votes cast and prevailed by a margin of 1,269,501 votes. For the first time in its history, a member state had voted to quit the EU. The outcome of the referendum reflected the confluence of several long- term and more contingent factors. In part, it represented the culmination of a longstanding tension in British politics between, on the one hand, London’s relative effectiveness in shaping European integration to match its own prefer- ences and, on the other, political diffidence when it came to trumpeting such success. This paradox, in turn, resulted from longstanding intraparty divisions over Britain’s relationship with the EU, which have hamstrung such attempts as there have been to make a positive case for British EU membership. The media found it more worthwhile to pour a stream of anti-EU invective into the resulting vacuum rather than critically engage with the issue, let alone highlight the benefits of membership. Consequently, public opinion remained lukewarm at best, treated to a diet of more or less combative and Eurosceptic political rhetoric, much of which disguised a far different reality. The result was also a consequence of the referendum campaign itself. The strategy pursued by Prime Minister David Cameron—of adopting a critical stance towards the EU, promising a referendum, and ultimately campaigning for continued membership—failed. -

Is there any reason to think that lobbying per se is a problem; and is there any evidence that abuse of lobbying is widespread or systemic, as opposed to exceptional behaviour by a few? Not in itself, although recent evidence would indicate that some parliamentarians may be susceptible to influence on the basis of inappropriate inducements. This does, as the paper suggests, damage the reputation of lobbying and parliamentary engagement more widely. In this respect, there is a risk that efforts to encourage more lobbying/campaigning from wider sections of society – especially young people – are undermined. We need to proactively promote the positive achievements of lobbying if we are to secure the confidence and participation of the next generation, who will otherwise view Parliament with cynicism. Politicians could do more to say when they have been persuaded by well run, well evidenced and transparent lobbying campaigns. 2. How wide should the definition of lobbying be? What activities should be excluded from the definition? This is extremely difficult because the current definitions rely on determining an attempt to ‘influence’. In many cases such intent is very difficult to determine. -

In the Newsnight Report, it was claimed that two victims had been abused by “a leading Conservative politician from the Thatcher years”. The alleged perpetrator was not identified. By the time the Newsnight Report was broadcast, there had been 12 hours of speculation online regarding the identity of the alleged perpetrator. We now know that the man anonymously alleged to be the perpetrator in the Newsnight Report was Lord McAlpine. The following week, on 9 November 2012, Newsnight broadcast their own apology and also included a clip of an interview that had been recorded with the abuse victim, Mr Messham, earlier that day, in which he offered his “humble apologies to Lord McAlpine” for wrongly identifying him as the abuser. The then Director-General of the Executive, George Entwistle, commissioned a report by Ken MacQuarrie, Director Scotland, into what had happened (the “MacQuarrie Report”) (see Appendix -

MINISTRY OF DEFENCE The Old War Office Building A history The Old War Office Building …a building full of history Foreword by the Rt. Hon Geoff Hoon MP, Secretary of State for Defence The Old War Office Building has been a Whitehall landmark for nearly a century. No-one can fail to be impressed by its imposing Edwardian Baroque exterior and splendidly restored rooms and stairways. With the long-overdue modernisation of the MOD Main Building, Defence Ministers and other members of the Defence Council – the Department’s senior committee – have moved temporarily to the Old War Office. To mark the occasion I have asked for this short booklet, describing the history of the Old War Office Building, to be published. The booklet also includes a brief history of the site on which the building now stands, and of other historic MOD headquarters buildings in Central London. People know about the work that our Armed Forces do around the world as a force for good. Less well known is the work that we do to preserve our heritage and to look after the historic buildings that we occupy. I hope that this publication will help to raise awareness of that. The Old War Office Building has had a fascinating past, as you will see. People working within its walls played a key role in two World Wars and in the Cold War that followed. The building is full of history. Lawrence of Arabia once worked here. I am now occupying the office which Churchill, Lloyd-George and Profumo once had. -

Rethinking the Conservative Party, and the Role of Keith Joseph INTERVIEWER: Let's talk about Margaret Thatcher during the '70s. After the defeat of [Prime Minister Ted] Heath, Margaret Thatcher almost goes back to school. She and Keith Joseph go to Ralph Harris [at the Institute for Economic Affairs] and say, "Give us a reading list." What's going on here? What's Margaret really doing? LORD CECIL PARKINSON: I think Margaret was very happy with the Heath manifesto. If you look at the Heath manifesto, it was almost a mirror image of her 1979 manifesto. All the things—cutting back the role of the state, getting rid of the nationalized industries, curbing the train unions, cutting of taxes, controlling public expenditure—it's all there. It's a very, very good manifesto. And I've heard her recently compliment him on the 1970 manifesto, which was a slightly sort of backhanded compliment, really. What troubled her was that we could be bounced out of it. We could be moved from doing the things which we knew were right and doing things which we secretly knew were wrong because of circumstances, and I think instinctively she felt this was wrong, but she didn't have the sort of intellectual backup, she felt, to back up her instincts.
