Our History The international charitable organiza- tion East Europe Foundation (EEF) is a non–profit Ukrainian organization that started its work back in 2008. Since then, EEF has channeled approximately $30 million into social and economic public and local initiatives aimed at developing civil society, strengthening communities and effective governance. EEF, headed by an independent Board of Directors, is drawing on the experience of its founder, Eurasia Foundation, as well as employing best international standards for the activities of non–profit organizations. The analysis of implementation of state programs of e-government development has been conducted. It has been determined that for the creation of the effective public space and the development of e-government, its security remains an important component (government prevents the dissemination of private information about citizens, protection of their personal data, ease and accessibility of the information society, digital literacy and many other aspects). The mechanism of e-governance analysis has been described by such key indicators as: organizational capacity and technical infrastructure; information content of official websites; use of electronic participation tools; access to public information in the form of open data; access to administrative services in electronic form; introduction of electronic document management systems. INTRODUCTION The winter of 2013 to 2014 made a mark in the history of Ukraine. It was a time of mourning for the heroes killed during the Revolution of Dignity, and a time of joy from the victory.' It was a time when the Ukrainian nation was particularly angry and, at the same time, endlessly kind to one another. Our nation's palette of feelings and emotions was as bright as ever. It was a time when a new Ukraine-a country of free people-was born. These events have once again proven that it is worth fighting for justice. The Revolution of Dignity was preceded by the events of 2010 to 2013 (the presidency of Viktor Yanukovych).
