Abstract Concentration of people, activities, and transportations, made hazard management in urban areas became a very complex system. Hazard threats in urban areas may vary, depending on its internal or external characteristics. A city may face earthquake hazard, while other city facing flood hazard, and some city even facing two or more hazard threats at the same time. These presences of hazard threats can be induced by natural causes, man-made causes, or even combination of both causes. External changes around the city can also created new hazard problems, which some times totally unpredicted before. An example of a city that facing a new flood hazard is Surabaya City, which located in the Delta Brantas Region. In this region, Brantas River, the longest river in East Java Province, was divided into two rivers; Surabaya River, the main river in Surabaya City, and Porong River, a man-made diversion channel that built to protect Surabaya from flooding. In present condition, most of Brantas River water was safely discharged to the sea through Porong River, and only 2% of Brantas River discharge entering Surabaya City through Surabaya River. This established river flow configuration is threatened by the presence of the Mud Flood disaster in Sidoarjo, a nearby municipality from Surabaya, which can reduce the capacity of Porong River. As the result, larger proportion of Brantas River discharge can entering Surabaya City, and threatened to cause new flood problems in Surabaya. This study was carried out to analyze the possible impact of changes in Brantas River System to flood problems in Surabaya City using 1D2D flood modelling in SOBEK software, which was developed by Delft Hydraulics. Different flood scenarios were developed by adjusting the flood modelling parameters, and then, Flood Hazard Analysis and Flood Risk Analysis were performed to determine the extent of flood problems caused by changes in Delta Brantas region. The result of the flood modelling show that Surabaya City facing an increasing flood hazard due to changes in Brantas River System. Flood mitigation measures scenarios then developed, which consists of two groups; Structural Measures and Non-Structural Measures. Structural measures were developed using two methods, which are Regulatory Structures adjustment and Channel Improvement. Each measure then simulated to assess their impact on flood hazard reduction. The results show that regulatory structures adjustment is only effective if discharge of Surabaya River is not exceeding 20% of Brantas River Discharge. The model shows that another structural mitigation measure, the channel and flow improvement, can give a greater impact on flood hazard reduction. Non-Structural mitigation measures also developed by catchment area improvement and development control. Although these two measures were not simulated using 1D2D flood modelling, they also can provide a significant impact on flood hazard reduction and play an important role on Urban Flood Management in Surabaya City. He said he had just bought the camera in Singapore for about €1,000. ‘Hold on’, said the police chief. ‘Let’s see what we can do.’ The next morning, when the team met again, the camera lay undamaged on the chief’s desk. ‘It has been returned’, the kapolres announced triumphantly. ‘We know how to access their networks.’1 This incident illustrates how close the ties can be between police and criminal organizations in Indonesia. The police often know the thieves and pickpockets who are active in their district and can pinpoint the areas in which they operate. Sometimes they even know the pickpockets personally. To some extent, the police treat criminal practices as acceptable or legitimate. As one po- lice officer put it, criminals are allowed to operate ‘as long as they do not bother the people too much and do not target government officials, military officials and officers and their families’.2 According to researchers at two Yogyakarta universities, pickpocketing gangs in most Javanese towns use the ‘cupboard’ method.3 They store the wallets or mobile phones they steal in a special cup- board.

A combination of stratigraphic information, present-day topography, geophysical measurement with two-dimensional resistivity profiling technique, local written sources, as well as laboratory and computational analysis, were used to obtain detailed information concerning geomorphic impacts of the 1257 CE eruption of Samalas volcano on the coastal area along the Alas Strait in West Nusa Tenggara Province, Indonesia. This study provides new information related to the geomorphic impact of a major eruption volcanic in coastal areas, in this case, on the eastern part of Lombok and the western coast of Sumbawa. In the first place, the study result shows that since the 1257 CE eruption, the landscape on the eastern part of Lombok is still evolved until the present time.

Lapindo mud is an event leaking gas drilling that occurs in Sidoarjo by negligence of PT. Lapindo Brantas. Impact of Lapindo mud is felt by people at three (3) Districts, there are Porong District, Jabon subdistrict, and Tanggulangin District. This proved to some areas near the Lapindo mudflow as: Houses, factories, fields, places of worship, schools and others into a sea of Lapindo mud. These facts indicate that spatial planning changes, also the economic, social life and agricultural. The first part of this paper contains a preliminary study / literature based on books, papers, internet sources and also field study about the Sidoarjo District such as geographical location, its potential demography, and a bit about its history.

Masalah yang dibahas adalah hubungan antara penguasa Cina dan pemerintah pribumi serta hubungan mereka dengan masyarakat. Kajian ini menunjukkan bahwa terdapat perbedaan dan persamaan antara pemegang kontrak Cina (tuan tanah) dan penguasa Cina. Mereka dibedakan oleh cara memperoleh lahan luas dan memperoleh kekuasaan. Tuan tanah memiliki hak untuk mengelola lahan luas dengan menyewa atau membeli dari pemerintah kolonial. Sementara, penguasa Cina dipromosikan sebagai kepala wilayah karena jasa mereka kepada pemerintah kolonial. Namun, dalam mengelola distrik sewaan, keduanya memiliki kecenderungan yang sama; memerintah dengan perilaku feodal. Kata kunci: Cina, penguasa, pemerintah, tuan tanah, kolonial. This research also discuss sediment flow patterns and morphology in around the Estuary of Porong River. Tidal data were used as correction to the depth. The calculation to determine the tidal current velocity and wind data along with current data are used for simulation model. Sedimentation process with a simulation of 15 days in the West Season occured in the Northeast of Lusi Island with sediment thickness ranged from 1.6 to 2.6 m. 1 Introduction The bursts of mud and hot mudflow in Porong, Sidoarjo that have occurred since May 29, 2006 until today still continues, and there are no signs that this natural phenomenon will stop in the near future. It uses evidence gathered from numerous sources, including Chinese epigraphy and genealogical records collected locally by the author, early European travel accounts, Dutch colonial records and memoirs, and Chinese and Malay language newspapers. The essay unravels, for the first time, the history of a handful of influential entrepreneurial of families who pioneered local cash-crop production, the sugar industry especially, during the Dutch colonial era. It concludes by tracing the waves of resinicisation that swept the community in the later nineteenth and early twentieth centuries, the new associations that arose as a result and the gradually fracturing of communal life that followed. Introduction Anyone who has studied the history of the Chinese community in Jakarta is aware that this city has a remarkable number of ancient temples. Five date back to the seventeenth century and seven to the second half of the eighteenth, including two ancestral and two guild temples.2 What is most striking in regard to the Chinese community of Surabaya is how rare these temples are and, moreover, how generally unimportant they are in community life there. According to oral tradition the oldest one (situated in Jl. Coklat) is the Hok An Kiong 福安宫, or “Temple of Happiness and Peace”. It is dedicated to Tianhou 天后, the protective goddess of sailors and travelling merchants, and dates from the second half of the eighteenth century.
