    Battersea Area Guide Living in Battersea and Nine Elms Battersea is in the London Borough of Wandsworth and stands on the south bank of the River Thames, spanning from Fairfield in the west to Queenstown in the east.     Battersea Arts Centre Lavender Hill London SW11 5TN Planning Policy Environment and Community Services Town Hall Wandsworth High Street London SW18 2PU 23 February 2021 Dear Sir/Madam ‘Pre-Publication’ Draft Local Plan The Clapham Junction Business Improvement District (BID) Ltd exists to provide services to sustain and enhance the environment for businesses and the community in the Clapham Junction area. Like our sister BIDs in Putney and Wandsworth, we would welcome the opportunity to work with the Council to help fulfil the aspirations set out in the Plan, and to make the improvements that are so desperately needed in the town centre. We trust that our role will be properly recognised in the next version of the Plan. The new Local Plan comes at a critical time for businesses as they seek to recover from the Covid-19 crisis, and to respond to the changes in consumers’ and visitors’ behaviour that have been accelerated by the pandemic. In our area, these difficulties are exacerbated by the likelihood that any major re-development of Clapham Junction station will be deferred for many years. This deferment risks casting a blight on any significant developments in the core of the town centre, at a time when an entirely new town centre is about to be opened only a short distance away at Battersea Power Station. Yet further threats arise from recent changes in Government policy, including the creation of the new Class E to cover the great majority of commercial and community uses, thus restricting the Council’s ability to manage changes of use; restrictions on the use of Article 4 directions to protect specific uses; and the proposed extension of permitted development rights to allow any commercial property, anywhere, to be converted to residential use.

    Draft Introduction Nowhere was London’s Victorian growth more dramatic and transformative than in Battersea. In 1841 most of the parish was still given over to market gardens, field strips and open farmland. Its population barely exceeded 6,500, spread among some thousand houses, concentrated near the Thames in the old village, or in the accumulating industrial quarter of Nine Elms. Yet within thirty years the number had swollen to 54,000 in around 8,000 houses (another 1,800 or so were either uninhabited or unfinished); and only ten years later, in 1881, had almost doubled, to 107,000 people in 14,500 houses. A peak of 170,000 residents came in the early 1900s, an increase of more than 2,500 per cent over sixty years. By then all of Battersea’s open land other than the commons and Battersea Park had been built over.1 The record of effort and organization represented by this phenomenal growth, and its diverse results, take centre stage in the present volume, whose focus is housing. Since that is the constant of Battersea’s built fabric, the book follows the topographical arrangement traditional to Survey of London volumes, in contrast to the thematic treatment allotted to other aspects of its development in volume 49 (Ill. 0.1). A broad overview of the parish’s history is given in the introduction to that volume, whereas the following pages draw out themes and currents of particular importance to Battersea’s housing. As in volume 49, the area covered here is the old parish and later metropolitan borough of Battersea, comprising around 2,164 acres, bounded on the north by the Thames, and including all the low-lying ground beside the river from Nine Elms in the east almost as far as Wandsworth Bridge in the west.

    Draft CHAPTER 11 Development north of Lavender Hill This chapter describes housing development between Lavender Hill and the railway lines to its north, excluding the Shaftesbury Park estate, dealt with separately in Chapter 12. Before the Second World War the houses and streets here had changed little since they were created, over a period of about forty years from the mid 1860s, to meet the seemingly insatiable demand for lower- middle and working-class accommodation near central London. When this process began, Lavender Hill enjoyed a long-standing reputation as a quiet and leafy out-of-town address for affluent families of mercantile or professional background (described in Chapter 10). But it had never been entirely colonized by villas. Much of the eastern part was still open ground, where market gardening and grazing continued as it long had done. Victorian development began on these fields and gardens and spread westwards. The first new houses were invariably designed for one family but very often went into multiple occupation. Individual boarders and lodgers were common, but whole houses rarely became boarding or lodging houses. By the early twentieth century many were permanently converted to flats. Purpose-built cottage flats were also being built, mostly little different to the converted houses, but some were larger and more carefully planned, as in Latchmere Road and Theatre Street. Perceived obsolescence, and decay accelerated by bombing and wartime conditions, led to the replacement after the war of much of the poorer housing stock with council estates. The chapter broadly follows the westward progression of nineteenth- century building.
