2 Indian Chamber of Commerce & Industry Chairman’s Message

It gives me great pleasure to welcome the members of the Singapore Indian Chamber of Commerce & Industry (SICCI) to the 69th Annual General Meeting (AGM) and present the Board of Directors’ report for the year 2009-10.

In spite of the challenges, SICCI continued with its mission of providing relevant platforms for its members to network, develop and expand their businesses, and gain a deeper understanding and appreciation of the business landscapes in Singapore and beyond.

Today, the trading community constitutes 39 percent of the membership whilst services-related corporations make up 43 percent. At the same time, the percentage of non-Indian-owned corporations has grown to 19 percent of the overall membership. SICCI is increasingly seen as a dynamic institution which has been bridging and cementing economic relations between India and Singapore. The increasing membership base and network of global alliances have created a solid foundation for SICCI’s future growth and activities.

Growth of SICCI’s Subsidiaries The Chamber’s three subsidiaries Trade Match, EDC@SICCI and SICCI Institute of Business (IOB) continued to expand on their activities in 2009.

SICCI’s Trade Match led business missions to India, Myanmar and Sri Lanka and organised RL` L]LU[Z Z\JO HZ [OL :0**0 º*OHTWPVUZ VM 0UK\Z[Y` +PHSVN\L :LZZPVUZ» HUK [OL th anniversary celebrations and presentation ceremony for the SICCI-DBS SIEA 2009 and the SICCI-DBS SIBA 2009.

Since its inception in early 2008, EDC@SICCI has provided consultancy and advisory services to more than 2,400 Singapore-based businesses, particularly in assisting start- up enterprises and guiding small-medium enterprises (SMEs) in their efforts to venture overseas. It has also reached out to approximately 3,000 businesses through its outreach activities.

In addition, it has applied to the Workforce Development Agency for the Approved Training Organisation status which will enable it to have its courses approved for the Skill Development Fund (SDF). The Institute has also forged relationships with other educational institutions such as the NTUC Learning Hub to offer additional courses to its members that are eligible for the SDF funding.

SICCI-Women’s Indian Network The Chamber’s Women’s Indian Network has also been actively involved in projects such as º7YVQLJ[([OLUH»^P[O:05+(^OPJOPUJS\KLZ^VYRPUN^P[OZPUNSL0UKPHUTV[OLYZ"JLSLIYH[PVU VM[OLº0U[LYUH[PVUHS>VTLU»Z+H`»^P[O5HYWHUP7LHYH]HP"HUK[OLº(KVW[H-HTPS`»WYVQLJ[ with the Tanjong Pagar GRC. SICCI-India Internship Programme A key initiative undertaken by the Board last year was the SICCI-IIP. Launched in May 2009, eight Singaporean undergraduates spent 10 to 12 weeks on a professional attachment with reputable companies in India, thereby giving them invaluable exposure to India and its business practices. I thank my fellow board members who sponsored the students’ airfare as well as those who provided internship positions to them in India.

SINDA-SICCI Global Immersion Programme Scholarship SICCI and SINDA launched the SINDA-SICCI Global Immersion Programme (GIP) Scholarship for students of Nanyang Technological University (NTU) in August 2009. This scholarship is part of SICCI’s $100,000 pledged donation to SINDA in 2008 to fund programmes and awards that encourage entrepreneurship and business management skills among Indian youths. Students on the GIP in India need to complete a three-week study stint at the Symbiosis International University followed by a 22-week industrial attachment at leading Indian companies. This immersion programme would pave the way for future graduates from NTU to develop and strengthen businesses between Singapore and India. ;OLZ[\K`H^HYK^VY[O: WLYZ[\KLU[^PSSILH^HYKLK[VZP_Z[\KLU[ZVU[OL5;< GIP from 2009-11.

Business Mission to India and Participation in the 8th PBD SICCI led a successful business delegation to the 8th PBD 2010 Convention in New Delhi, India, from 7 to 9 January 2010. The event was jointly organised by the Ministry of Overseas 0UKPHU(MMHPYZ0UKPHHUK[OL*VUMLKLYH[PVUVM0UKPHU0UK\Z[Y`;OLTLTILY:PUNHWVYL business delegation joined more than 1,200 delegates from India and across the world for the convention. On behalf of the Chamber, I was invited to speak during the concurrent session on “Returning to 9% Growth: Diaspora Connect”.

SICCI also organised a networking session-cum-dinner reception on the sidelines of the 7)+^P[O+Y=P]PHU)HSHRYPZOUHU4PUPZ[LYMVY*VTT\UP[`+L]LSVWTLU[@V\[OHUK:WVY[Z as the Guest-of-Honour. Attended by senior Indian bureaucrats and corporate leaders, and the Singapore business delegates, the session provided the opportunity for the guests to interact with Dr Balakrishnan. At the same time, it allowed the Indian and Singapore sides to discuss the business and investment climates in India in general and in the Indian states in particular.

Community Engagement SICCI prides itself for being a socially responsible corporate citizen. In the course of last year, we continued to lend support to organisations such as SINDA, Narpani Pearavai, Singapore Indian Education Trust and the Little India Shopkeepers and Heritage Association in their community development projects. I am pleased to report that, on 10 February 2009, [OL*OHTILYKVUH[LK [V^HYKZ[OL7YLZPKLU[»Z*OHSSLUNL

The income generated by the different corporate entities within the SICCI group, namely, the Secretariat, EDC@SICCI, SICCI-IOB and SICCI’s Trade Match, enabled us to end the year with a surplus. In fact, the net surplus from 2008 and 2009, after taking into account

key donations made by SICCI to SINDA, the President’s Challenge 2009 and the Institute of Southeast Asian Studies enabled the Chamber to pare down the mortgage on the SICCI Building to less than $1 million. In 2009, SICCI had an income of $1,777,807, an increase of about $30,000 over the preceding year. The stellar performance can be attributed, in large part, to the support from the Chamber’s members and the larger business community.

The Chamber recognised the severity of the economic crisis and lowered its membership Z\IZJYPW[PVU MLLZ I` WLYJLU[ SHZ[ `LHY;OPZ TV]L YLÅLJ[LK :0**0»ZJVNUPZHUJL HUK LTWH[O` ^P[O [OL KPMÄJ\S[PLZ [OH[ ZVTL TLTILYZ MHJLK K\YPUN [OLZL [V\NO LJVUVTPJ times.

As a result of the recent less than favourable economic climate, SICCI expects a decline in its revenues in 2010. Nevertheless, the Board and management of the Chamber are JVUÄKLU[ VM KLSP]LYPUN P[Z J\YYLU[ Z[HUKHYK VM HJ[P]P[PLZ HUK ZLY]PJLZ ^P[OV\[ Z\MMLYPUN H KLÄJP[PUP[ZIVVRZ

The Chamber will always remain the champion and voice of the Indian business community in Singapore. We will continue to provide new and innovative platforms for our members to meet, exchange ideas, learn new things, identify new opportunities and prepare for the new challenges as they move forward.

I feel extremely honoured to have had the opportunity to serve SICCI as Chairman for the last two years. A successful organisation is only as good as the individuals that it is collectively made up of. I would, therefore, like to put on record my deepest gratitude to my fellow Directors and members who contributed their precious time and resources to address the challenges facing the Chamber as well as in charting its progress.

I am extremely pleased to learn that SICCI is viewed as an important focal point for Indian businesses wanting to network and capitalise on of emerging opportunities worldwide. I believe that this highly globalised and connected world offers many opportunities, and with that, great potential for further growth for SICCI. The Chamber represents members of the Indian business community in Singapore with the world as the market place. India shall continue to remain an integral part of the Chamber’s focus. It is certainly not possible to ignore the second fastest growing economy in Asia. Within India, SICCI should explore possible business opportunities in second and third tier cities in India. Beyond India and South Asia, SICCI should identify and explore business potentials in other new markets, for example, the Middle East, Africa and Central Asia. In his message in this Annual Report, Mr Vijay Iyengar, SICCI’s Chairman, has elaborated on the recent initiatives and the plans for the Chamber. I share his views. It is important for SICCI to continually evolve and identify new platforms to remain relevant to its members. Having said that, I believe it is also important for SICCI to balance this thrust and focus on the needs and expectations of its long-time members. I have always believed in three guiding principles of management – inclusiveness, empowerment and macro-management. Everyone associated with SICCI – the Board of Directors, my colleagues and SICCI’s members – has a role in SICCI’s development and progress. Whether it is the solicitation of views or feedback, managing programmes, leading projects, bringing ideas to fruition or participating in SICCI’s programmes and events, SICCI’s stakeholders must be made to appreciate that they are a part of the organisation and have a say in its progress and growth. These principles do not only relate to SICCI’s internal stakeholders but also to our partners. SICCI must ^VYR^P[OSPRLTPUKLKVYNHUPZH[PVUZ[VLUZ\YLNYLH[LYZ`ULYN`HUKLMMLJ[P]L\[PSPZH[PVUVMÄUP[LYLZV\YJLZ as well as ensure maximum dividends for our members. In the effort to provide the highest level of support to our members, it is also important for SICCI to have a strong team and a progressive work culture. Whilst continuing with its wide range of events and initiatives, the months ahead will also witness SICCI’s internal organisational development and corporate branding. Both of these are important journeys in ensuring SICCI is able to scale new heights in its service to its members.
