Indigenous Women and Their Human Rights in the Americas Cover Art Concept Standing tall, head held high, her dignity on full display. That’s the image of an empowered indigenous woman confronting discrimination and violence, saying “enough is enough” to the tragic impact of extractive industries and other development projects in her ancestral territories. The play of shapes that combines an indigenous woman’s silhouette with mountains, lakes, trees, and moon/sun, along with the color palette of earth tones and greens, represents that close, harmonious relationship with her lands and the fundamental role this relationship has in shaping her identity. The figure on the cover symbolizes all the indigenous women of the Americas, while maintaining and valuing her individuality. She is one, yet at the same time all; her identity is what defines indigenous women collectively, that symbiotic relationship with Mother Earth. Her body morphs into the elements of her land because her identity is intimately tied to her ancestral territories. Through its various human rights protection and promotion mechanisms, the Inter-American Commission on Human Rights (hereinafter the “IACHR” or the “Commission”) has consistently received information regarding numerous human rights violations faced by and specific to indigenous women in the Americas. During hearings and working visits in the past years, indigenous women from all over the Americas and organizations working to advance their human rights have reported to the Commission on various forms of discrimination that affect indigenous women with a severe impact on their personal integrity, cultural, and spiritual life. Inter-American Commission on Human Rights | IACHR 10 | Indigenous Women and Their Human Rights in the Americas also dealt with a range of human rights violations against indigenous women through its individual petition and cases system.2 2. The information received by the IACHR has also shed light on gaps at the international level in the protection of the rights of indigenous women, and the need for more responsive approaches and methods to address their individual cases and concerns.3 In this regard, the Commission has received concrete requests from indigenous women in the region to thoroughly examine the specific issues affecting them and issue recommendations to the States on this subject. 3. Based on these considerations, the IACHR has decided to prepare a comprehensive report on indigenous women’s human rights in the Americas. The IACHR hopes this report will constitute an important step forward in dealing with the specific priority situation of indigenous women with the goal of promoting that States and the international community undertake further research and analysis of these topics, from a gender-based and ethno-racial perspective, and with a holistic approach, taking into consideration all historical, social, economic, and cultural variables which have a bearing on the human rights violations inflicted on indigenous women in the hemisphere. 4. As part of this initiative, a questionnaire was circulated among OAS Member States and non-state actors in December 2014, which permitted the collection of valuable information on the main challenges and advances in the respect and guarantee of the rights of indigenous women in various countries. The IACHR is grateful to the States and civil society organizations which answered the questionnaire and submitted their responses to the Commission. Several meetings with indigenous women and experts on the subject matter were held in Guatemala, Peru, and Washington, DC between 2013 and 2014. This initiative was also complemented with IACHR visits to several countries of the hemisphere, during which specific information was gathered on the situation of indigenous women, including to Colombia (2012), Suriname (2013), Guatemala (2013), Canada (2013), and Honduras (2014). Estimates were reanalyzed for comparability or extracted from reports, including IPV prevalence by type (physical; sexual; physical and/or sexual), timeframe (ever; past year), and perpetrator 25 (any partner in life; current/most recent partner). In countries with 3+ rounds of data, Cochran-Armitage and 26 Pearson chi-square tests were used to assess whether changes over time were significant (P < 0.05). 27 Results. Eligible surveys were found in 24 countries.     GENDER AND RURAL DEVELOPMENT BRIEF ©IFAD/Cristóbal Corral Andean Countries KEY GENDER ISSUES Despite high levels of economic growth – with GDP increasing by between 4 and 8 per cent a year over the last decade in all countries but Venezuela1 – and increased attention to gender equality and women’s empowerment, gender-based inequalities are still very high in Andean countries. The trend for rural-urban migration by men – coupled with the internal displacement of people in Columbia – has increased the number of woman-headed households in rural areas over the last ten years, leaving women with responsibility for both productive and household activities. The Plurinational State of Bolivia, Ecuador and Peru have the highest concentrations of indigenous peoples in the American continent, particularly in rural areas: 77 per cent of the Bolivian rural population is indigenous, and 14 per cent of Ecuador’s.2 Rural indigenous women are often the most disadvantaged in terms of poverty, malnutrition and access to services such as health care and education. In Peru, 8 per cent of the total population is illiterate, but rates among women are 12 per cent overall and 30 per cent in rural areas.3 Equivalent figures for the Plurinational State of Bolivia are 13 per cent for the whole population, 12 per cent for women and 26 per cent for rural women.3 People of African descent account for 10–25 per cent of the population in Colombia and 5–10 percent in Ecuador and Peru, and are also over-represented among the poor.3 Gender-based violence is a major issue in the Andean region; the number of women killed or beaten by their partners or ex-partners has remained constant over the years.4 For instance, more than 60 per cent of all women and 68 per cent of indigenous women in Ecuador suffered some kind of gender-based violence,5 along with 37 per cent of women A women’s group in Cocapata, Plurinational in Colombia6 and 80 per cent of Bolivian women.7 In Peru, of the 59 per cent of women State of Bolivia, where they learn new ways to work with llama wool.

    ABSTRACT Weak Rule of Law as the Primary Cause of Lower-Quality Latin American Democracies Dacie A. Bradley Director: Victor Hinojosa, Ph.D. Drawing on a deep tradition of rule of law literature, spanning from Aristotle to O’Donnell, this thesis argues that the main problem in modern Latin America is a weak rule of law evidenced by ineffective judicial systems unable to sustain vertical and horizontal accountability. A broad analysis of the necessary characteristics and conditions for democratic rule of law leads to mid-range theory on the application of these characteristics in combination with the unique challenges facing modern day Latin America. A case study of Peru examining crime rates and court systems supports gives evidence to the paramount importance of rule of law and its lack thereof within the state and the region as a whole. This lack of strong rule of law gives rise to a host of other current issues and undermines democratic institutions lowering the quality of democracy. Between 1837 and 1920, after slavery was abolished in the British colonies and before most colonies achieved independence, approximately 750,000 laborers, primarily from India and China, traveled to the Caribbean under indenture.
