This desktop study covers 56 programs identified by the Elections and Political Transitions (EPT) team of the Center of Excellence on Democracy, Rights and Governance (DRG), carried out in more than 50 countries between 2008 and 2013. The report provides an overview of program approaches and results globally; it is supplemented by five country case studies (Cambodia, Georgia, Kenya, Mexico, and Jordan) which offer an in-depth assessment of the women’s political empowerment context and the program results achieved in each country. Two other studies include collecting data for 20 countries on the extent of women’s leadership in elected and appointed government positions and mapping work on women’s leadership and political empowerment in other USAID offices and bureaus. A two-day workshop in Washington DC with other donors, academics and implementing partners is being convened to discuss and disseminate the results. Key Findings of the Desktop Study USAID/DRG/EPT-supported programs reach women leaders in politics globally The selected USAID programs to promote women’s leadership and political empowerment reach 55 countries in five regions, with more than half of the programs concentrated in Africa and Asia. In most cases, women’s political empowerment is a secondary objective of broader transition and democratic strengthening programs. This made it difficult to track the overall funding for the women’s empowerment program activities. However, information was available for the women- focused programs which showed that they were relatively small. Five of the ten were under $150,000 each. All of the women’s political empowerment program activities operated over relatively short time frames, usually one to three years. No single definition of leadership or empowerment; a holistic approach The concept of “women’s leadership and political empowerment” is applied broadly across USAID programming, reflecting a relatively holistic approach to the political process. It recognizes that women may play a variety of political roles —voters, activists, candidates, elected officials — and thus the need to empower women in all ways. Activities are organized in this report according to four moments of intervention — transition, pre-election, election and post-election phases — that vary in terms of content and focus, related to the different imperatives

It is now time for us to start considering the civic implications of inequalities arising from Britain's ageing society. The analysis set out in this paper by Dr Craig Berry shows that, if current trends continue, older cohorts may well come to exercise a disproportionate influence on the democratic process in future decades. We could be witnessing a fundamental reconfiguration of the electorate, which is putting more power into the hands of older people and reducing that which younger cohorts possess. Dr Berry's paper illustrates that the life-stages of voters matter more and more in our democracy. Understanding the significance and nature of age-based inequalities should form an important part of the agenda of those committed to the cause of reforming our political system. An electorate which includes a growing number of older people generates new imbalances in terms of voter turnout, voter registration, party support and the social and generational composition of the legislature. The coalition government's proposed changes to the system of voter registration, for instance, require particularly careful scrutiny if they are to avoid making generational inequalities worse.

    GENDER AND RURAL DEVELOPMENT BRIEF ©IFAD/Cristóbal Corral Andean Countries KEY GENDER ISSUES Despite high levels of economic growth – with GDP increasing by between 4 and 8 per cent a year over the last decade in all countries but Venezuela1 – and increased attention to gender equality and women’s empowerment, gender-based inequalities are still very high in Andean countries. The trend for rural-urban migration by men – coupled with the internal displacement of people in Columbia – has increased the number of woman-headed households in rural areas over the last ten years, leaving women with responsibility for both productive and household activities. The Plurinational State of Bolivia, Ecuador and Peru have the highest concentrations of indigenous peoples in the American continent, particularly in rural areas: 77 per cent of the Bolivian rural population is indigenous, and 14 per cent of Ecuador’s.2 Rural indigenous women are often the most disadvantaged in terms of poverty, malnutrition and access to services such as health care and education. In Peru, 8 per cent of the total population is illiterate, but rates among women are 12 per cent overall and 30 per cent in rural areas.3 Equivalent figures for the Plurinational State of Bolivia are 13 per cent for the whole population, 12 per cent for women and 26 per cent for rural women.3 People of African descent account for 10–25 per cent of the population in Colombia and 5–10 percent in Ecuador and Peru, and are also over-represented among the poor.3 Gender-based violence is a major issue in the Andean region; the number of women killed or beaten by their partners or ex-partners has remained constant over the years.4 For instance, more than 60 per cent of all women and 68 per cent of indigenous women in Ecuador suffered some kind of gender-based violence,5 along with 37 per cent of women A women’s group in Cocapata, Plurinational in Colombia6 and 80 per cent of Bolivian women.7 In Peru, of the 59 per cent of women State of Bolivia, where they learn new ways to work with llama wool.

The event will feature the High Commissioner for Human Rights, Ms. Michelle Bachelet, and NGO practitioners providing services to slavery survivors with the Fund’s support. The event is funded by Germany and co-sponsored by Australia and the UK. Background According to the Global Estimates of Modern Slavery, over 40 million people in every region of the world were in a situation of modern slavery in 2016 — an estimated 5.4 victims per 1,000 people. With the aim to tackle this issue and to mark the International Day for the Abolition of Slavery, the United Nations Voluntary Trust Fund on Contemporary Forms of Slavery (UN Slavery Fund) will host a Panel Discussion, including remarks from the High Commissioner for Human Rights, on 28 November 2019 in Geneva, Switzerland. The Panel Discussion will explore connections between victim-centred anti-slavery efforts and Target 8.7 of the 2030 Sustainable Development Goals (SDGs). While there needs to be some regulation to weed out spurious candidates, the health of territorial democracy depends on the greatest possible proportion of the electorate being able to stand for election. The rapporteurs believe that there remain too many restrictions on standing for local and regional elections. The increase in mobility in Europe is raising expectations and highlighting the drawbacks of maintaining practices and regulations that are overly restrictive in this respect. Governments are invited to review their legislation with a view to removing unnecessary restrictions on standing for election.     Scrutinizing Federal Electoral Qualifications DEREK T. MULLER* Candidates for federal office must meet several constitutional qualifications. Sometimes, whether a candidate meets those qualifications is a matter of dispute. Courts and litigants often assume that a state has the power to include or exclude candidates from the ballot on the basis of the state’s own scrutiny of candidates’ qualifications. Courts and litigants also often assume that the matter is not left to the states but to Congress or another political actor. But those contradictory assumptions have never been examined, until now. This Article compiles the mandates of the Constitution, the precedents of Congress, the practices of states administering the ballot, and judicial precedents. It concludes that states have no role in evaluating the qualifications of congressional candidates—the matter is reserved to the people and to Congress. It then concludes that while states have the power to scrutinize qualifications for presidential candidates, they are not obligated to do so under the Constitution. If state legislatures choose to exercise that power, it comes at the risk of ceding reviewing power to election officials, partisan litigants, and the judiciary. The Article then offers a framework for future litigation that protects the guarantees of the Constitution, the rights of the voters, and the authorities of the sovereigns.
