Report on Pilot Transport Testing Project Pilot Transport Project Results of Pilot Transport 2018 and Proposal of Pilot Transport 2019 Tottori Prefecture, Japan July, 2019 1 Route of Pilot Transport Tottori Prefecture conducted the second Zarubino port extension route pilot transportation of the DBS Cruise Ferry in October 2018 (first pilot transportation completed in April 2018). This extension aims to strengthen Sakaiminato’s function as a gateway to East Asia as well as to create a freight route between Tottori Prefecture and Jilin Province in China. Advantages • Not a single scratch found on outside of device product packing boxes confirming suitability of route for shipping precision machinery and other delicate items. • Confirmed ability to transport alcohol, vegetables, and other food products on this route. • Trucks with power supply in the chassis are not available for land transportation between the border of China and Russia (Zarubino to Hunchun). Necessary to verify suitability of transportation method Issues and for items requiring refrigeration. Problems • Takes extremely long to determine whether or not cargo with few prior cases of transportation can be handled (e.g. Russian land transportation company could not determine whether or not they could transport bonded sake until just before arrival in Zarubino port). 5 Pilot Transportat 2019 【Moving Forward】 • Conduct pilot transportation with new types of cargo. • Change freight method and timing and conduct further pilot transportations in order to address issues that arose from the 2018 pilot transportations. • Implement initiatives at Northeast Asia Expo tied to promoting exports to Jilin Province and expanding sales routes. 【Cargo Under Consideration (Tottori←→Jilin Province) 】 • Device product exhibitions for Northeast Asia Expo (Cockpit Display from Japan (NEW).) ⇒Reinstall data logger to conduct further validation on shock and humidity as no data could be collected from this year’s shipping. Export •Food product exhibitions for Northeast Asia Expo (snacks, seasonings, etc.). (NEW) • Sakaiminato refrigerated fishery products (NEW) ⇒Display at Northeast Asia Expo and exhibitions within Changchun city along with other projects will be conducted in connection with expanding sales routes and promoting exports to Jilin Province. •Parts Rack (NEW) • Disposable Chopsticks (NEW) Import • Summer Season Vegetables ⇒Conduct further verification with a midsummer shipment as 2018 shipment occurred in October. Also, conduct further verification with a variety of vegetable for which Japanese customs requires the submission of a quarantine certificate. 【Work Plan in 2019(TBD) 】 August: Pilot transport is to be implemented. December: The Report of the pilot transport and recommendations are to be shared with the members and the secretariat, then submitted to GTI organs/national governments. 6 Proposals for GTI 1 GTI Logistics Sub-Committee Initiatives We propose GTI Transport Board to share information about the shipping route serviced by the DBS Cruise Ferry connecting Primorye-1 and Primorye-2 by way of Zarubino port and Vladivostok port, and to discuss about vitalization of those sea-land logistics. 2 Establish Regular Meetings with Authorities of Primorsky Krai Ports and Customs The utilization of ports in Primorsky Krai is important for promoting logistics in Northeast Asia. As such, smooth communication between GTI member regions and the concerned authorities of Primorsky Krai is essential. We found the meeting arranged by the GTI Secretariat with Far East Customs, Vladivostok port, and Zarubino port authorities in April 2018 extremely helpful and recommend the creation of another opportunities for such meetings in the future. 3 Primorsky Krai’s Membership to NEA Local Cooperation Committee Increase of usage of Zarubino port and Vladivostok port and invigoration of the Primorye-1 and Promorye-2 international transport corridors will in turn stimulate further development of Primorsky Krai. As such, we recommend continued efforts to encourage Primorsky Krai’s membership to the NEA Local Cooperation Committee. 4 Implementation of Pilot transport by LCC Members It is important to assess the usability of the route from various aspect. A total of 8,396 (males 3,737 and females 4,659) stool samples were collected from 8 localities and examined with the formalin-ether sedimentation technique, and addi- tionally examined with the cellotape anal swab to detect Enterobius vermicularis eggs. The overall rate of intestinal para- sites was 1.57%. The prevalence of Ascaris lumbricoides was the highest (0.80%), followed by Entamoeba spp. (0.23%), heterophyid flukes (0.15%), Clonorchis sinensis (0.08%), Enterobius vermicularis (0.07%), hookworms (0.06%), Tricho- strongylus spp. (0.06%), Giardia lamblia (0.04%), Paragonimus spp. (0.02%), Diphyllobothrium spp. (0.02%), Trichuris trichiura (0.02%). The prevalence by sex was similar, 1.58% (n= 59) in males and 1.57% (n= 73) in females.

This project is implemented in Northeast China, at the junction area of Heilongjiang Province and Jilin Province, close to the Primorsky Region of Russia and Hamgyong Province of North Korea. It involves Hunchun City, Wangqing County, Dongning County, and Muling County, with a total area of 13879.26 square kilometers. The aggregate amount of the project is 18 million US dollars. The undertaking units of the project include Jilin Forestry Department, Heilongjiang Forestry Department, and the General Bureau of Heilongjiang Forest Industry. Contents of the project mainly include conservation station construction, new nature reserve construction or expansion, tiger-friendly forest management activities and supplementary feeding stations construction. The results show that there is no significant difference in root weight and root diameter between the two-year-old farmland, the three-year-old rooting heavy Wang-qing experimental site is significantly higher than other experimental sites, and the three-year-rooting-rough-dunning experimental site is significantly higher than the other three experimental sites. The correlation analysis of the two-year-old soil indicators with root traits and total saponin content showed that total saponin content only showed a significant positive correlation with total phosphorus content; available phosphorus showed a significant positive correlation with root weight and root diameter; root diameter had a significant positive correlation with electrical conductivity.

    6 The Economic Status and Role of Ethnic Koreans in China SI JOONG KIM China is a multiethnic country officially composed of 56 nationalities, although the number of nationalities may increase if the definition of “nationality” is changed.1 The absolute majority of the Chinese popula- tion are Han nationals, which account for about 92 percent of the total population according to official population data. The remaining 8 percent of the total population, which is still more than 100 million, are composed of the 55 minority nationalities. Among the 55 ethnic minorities in China, the Zhuang are the most nu- merous, with more than 15 million, and the Manchu, Hui, Uygur, Mongol, and Tibetan are relatively well known to the outside world. However, these 55 minority nationalities are quite diverse. Some of the ethnic minorities, such as the Zhuang, Manchu, and Hui, are very much similar to the Han, except for a few cultural aspects. However, other Si Joong Kim is professor of economics at Yeungnam University. The data on land use variation in Keywords: four phases (i.e., 1995, 2005, 2015, and 2018) were selected for analysis based on the land use, spatiotemporal variation, eco- geographical information system (GIS). The variation and transfer features of land use environment, Northeast China Tiger and were quantified, with the aid of single land use dynamic degree, comprehensive land use Leopard National Park (NCTLNP) dynamic degree, and land use transfer matrix. The results show that: (1) In 1995-2008, the main land types in the NCTLNP were forest, grassland, and cultivated land, which took up more than 90% of the total area; the grassland area increased, while the areas of cultivated land and forest declined; forest was the land use with the largest transfer-out area (523.59 km2), about 55.29% of the total transfer-out area in the study area; (2) In the sample period, NCTLNP witnessed significant transfers between land uses; the transfers mostly occurred between forest, grassland, and cultivated land; forest transfers were observed in every county and city; the transfer of forest to grassland mainly concentrated in Dongning City.

    China’s Top Future Leaders to Watch: Biographical Sketches of Possible Members of the post-2012 Politburo (Part 1) Cheng Li “Leadership,” noted the distinguished American historian and presidential biographer James MacGregor Burns, “is one of the most observed and least understood phenomena on earth.”1 This remark is particularly insightful when applied to the study of the present situation in China. The country’s upcoming leadership change has been in the spotlight in many parts of the world over the past two years, especially in the wake of the recent dramatic fall of Bo Xilai, a charismatic and notoriously ambitious Politburo member. As China rapidly becomes a global economic powerhouse, its government policies—monetary, trade, taxation, industrial, environmental, energy, foreign, and defense—will have a major impact on the global economy and regional security. At the same time, the Chinese- style collective leadership, which is embodied in the Politburo and especially its Standing Committee of the Chinese Communist Party—is still a governance experiment for the PRC political system and a mysterious novelty to the outside world. The composition of the new Politburo, including generational attributes and individual idiosyncratic characteristics, group dynamics, and the factional balance of power, will have profound implications for China’s economic priorities, social stability, political trajectory, and foreign relations.2 To a great extent, these leaders’ political position and policy preferences are often shaped or constrained by their personal experience, leadership expertise, factional affiliation, and bureaucratic portfolio. It would be helpful for China watchers overseas to grasp the biographical features of the top Chinese leaders who will likely govern the country for most of this decade and beyond.
