Viet Nam News said the processing plant would receive around 353.1 billion cubic feet (10 billion cubic meters) of gas from the Ca Voi Xanh field. Apart from the gas plant, the $3.8 billion project also involved the construction of two 700 megawatt power plants in Quang Nam and Quang Ngai provinces. Exxon Mobil Corp. – the operator of the Ca Voi Xanh field – has been "working with PetroVietnam and Vietnamese government agencies and businesses to evaluate the feasibility of developing the natural gas field," Viet Nam News said, adding that the provincial authorities and PetroVietnam will sign a comprehensive cooperation agreement for the project next year. The latest development comes after the PetroVietnam chairman Nguyen Xuan Son's July 2015 visit to the U.S., where he discussed plans for the Ca Voi Xanh project with the Vice Chairman of Exxon Mobil Corp. for the Asia-Pacific region, Raymond E. Jones. The two companies had signed an agreement in 2013 on the Ca Voi Xanh platform development project with the aim of setting out the schedule, strategy and an overall plan for the gas project. ExxonMobil struck gas at two of the three exploration wells – 118-Ca Voi Xanh-2X and 118-Ca Voi Xanh-3X – in the Block between 2011 and 2012. PetroVietnam indicated then that the U.S. supermajor was working to draw up plans for the Ca Voi Xanh gas field development project by 2021. Unfortunately, the collapse in oil prices beginning in 2014 and the transition to spot market pricing for natural gas over the last three years revealed the weaknesses of this economic model. Because Algeria has not meaningfully diversified its economy since 2014, oil and gas production is even more essential than ever before to the government’s revenue base and political stability. Today’s conjoined global health and economic crises, coupled with persistent declining production levels, have therefore placed Algeria’s oil and gas industry, and the country, at a critical juncture where it requires ample foreign investment and effective technology transfer. One path to the future includes undertaking new oil and gas projects in partnership with international companies (large and small) to revitalize production. The other path, marked by inertia and institutional resistance to change, leads to oil and gas production levels in ten years that will be half of today's production levels. After two decades of autocracy, Algeria’s recent passage of a New Hydrocarbons Law seems to indicate that the country may choose the path of partnership by profoundly changing its tax and investment laws in the hydrocarbons sector to re-attract international oil companies.

For this reason, it is increasingly important to monitor urban growth, mainly in those regions undergoing the fastest urbanization, such as Southeast Asia. Hanoi (Vietnam) is a rapidly growing medium-sized city: since new economic policies were introduced in 1986, this area has experienced a rapid demographic rise and radical socio-economic transformation. In this study, we aim to map not only the recent urban expansion of Hanoi, but also of its surroundings. For this reason, our study area consists of the districts within a 30km radius of the city center. To analyze the rural–urban dynamics, we identified three hypothetical rings from the center: the core (within a 10 km radius), the first ring (the area between 10 and 20 km) and, finally, the outer zone (over 20 km). To map land use/land cover (LULC) changes, we classified a miniseries of Landsat images, collected approximately every ten years (1989, 2000, 2010 and 2019). To better define the urban dynamics, we then applied the following spatial indexes: the rate of urban expansion, four landscape metrics (the number of patches, the edge length, the mean patch area and the largest patch index) and the landscape expansion index.

Ross, Chair This dissertation is about the institutional choices governments make to man- age their petroleum wealth. It is about the determinants of these choices, but more importantly, their consequences for effective governance and how they ex- plain variations in political outcomes in oil-producing countries. I begin by de- scribing several different institutional pathways { involving national oil companies (NOCs) and their varying characteristics { that governments can take in extract- ing petroleum and regulating its production. My goal, then, is to show how these seemingly technical institutional choices can have profound impacts on gover- nance, ranging from effects on state revenue collection to incentives for corruption to ultimately the survival of the regime itself. To this aim, I collected original longitudinal data on the formation of NOCs in 62 countries since 1900; data from U.S. Department of Justice transcripts on the prosecution of corrupt practices in the energy sectors of 80 countries in the 2006-12 period; and existing cross-national data on government revenue capture from the sale of oil and natural resources. I analyze the determinants of NOC formation in the first empirical chapter, where I use Bayesian analysis informed with interview-based data from oil consultants to test and confirm leading theories of state revenue-maximization as the primary determinant of expropriation.

    Vietnamese and Cambodian Refugee Crisis Cecilia Bobbitt, Paige Amico, Emily Poehlein, Sara Seper, Megan Caveny, Bianca Zarrella, Shiqi Lin, Ashley LaMere Introduction and Causes of Crisis: The Vietnamese and Cambodian refugee crisis spanned from 1969 to 1973. During the 1960’s, America and Vietnam were participating in the Vietnam War, which, along with internal conflict, was responsible for the displacement of not only Vietnamese but also Cambodian people. Due to the violent conditions from the war, many Vietnamese fled the country. Many were referred to as “boat people” because they escaped by boat on a dangerous trip to refugee camps in neighboring countries like Thailand. The Vietnam war also strongly had an effect on the lives of Cambodian citizens. Cambodia served as a transport route between North and South Vietnam. Cambodia remained neutral during the war; however, they were bombed heavily due to the presence of Vietcong Army bases. In 1975, a communist group called the Khmer Rouge that was led by Pol Pot took control of Cambodia and attempted to create an agrarian utopia. Cities were evacuated and destroyed. 1.5 million Cambodians (~20% of the country’s population) was murdered by the Khmer Rouge. In 1979, the Vietnamese army invaded Cambodia, causing many to flee the country to refugee camps in Thailand. Over 100,000 refugees relocated in the United States.
