Thus, educational disparities not only prevent vulnerable populations from gaining access to a better life but also hinder a nation’s development. Theoretically, economic growth provides more resources for education. However, initial observations in many developing countries show that economic growth does not bring the same educational benefits to everyone. Vietnam offers an interesting context in which to study ethnic educational disparities in a developing country transforming from a centrally planned to a market-driven economy. After socioeconomic transformations, Vietnam has achieved significant progress, including economic and educational growth. -

For this reason, it is increasingly important to monitor urban growth, mainly in those regions undergoing the fastest urbanization, such as Southeast Asia. Hanoi (Vietnam) is a rapidly growing medium-sized city: since new economic policies were introduced in 1986, this area has experienced a rapid demographic rise and radical socio-economic transformation. In this study, we aim to map not only the recent urban expansion of Hanoi, but also of its surroundings. For this reason, our study area consists of the districts within a 30km radius of the city center. To analyze the rural–urban dynamics, we identified three hypothetical rings from the center: the core (within a 10 km radius), the first ring (the area between 10 and 20 km) and, finally, the outer zone (over 20 km). To map land use/land cover (LULC) changes, we classified a miniseries of Landsat images, collected approximately every ten years (1989, 2000, 2010 and 2019). To better define the urban dynamics, we then applied the following spatial indexes: the rate of urban expansion, four landscape metrics (the number of patches, the edge length, the mean patch area and the largest patch index) and the landscape expansion index. -

Sydney, Auslraiia ABSTRACT TWO decades ago the Vietnamese Communist Party embarked on a transformation from eentralplanning towards a "socialist market economy under state guidance." It looked to East Asian development models, particularly the role of state enterprises (SEs), combined with the creation of a "civilised and equitable" society. The article argues that, in the case of SEs, the state's inability, especially under donor pressure, to provide crucial investment support to the SEs meant that foreign investors and the domestic non-state sector began to dominate the economic landscape. While state-led development remains feasible, it requires a clear and more authorita- tive industry policy; otherwise, the balance of interventionism could eventually tip towards crony- ism. Eurther, the vagueness of the term "civilised and equitable" society leaves open both conformity with the post-Washington consensus and the possibility to achieve more aggressive re- distributive measures, including redistribution of power. In practice, inclusion in and exclusion from successful public-private networks has been crucial for the capacity of individuals to parti- cipate in the rising prosperity of the market economy and has driven a process of rising regional inequality and the emergence of a new social class structure. TESOL Working Paper Series Issues in the Implementation of Bilingual Education in Vietnam Do-Na Chi* An Giang University, Vietnam Abstract This paper explores the implementation of bilingual education at a private institution in Vietnam, with a focus on its successes and challenges. Despite long-term English education as a compulsory subject at grade levels 3 to 12, there is still a need for Vietnamese learners of English to improve their language profciency beyond the national curriculum. For that reason, many institutions have been established to make English a more important part of the curriculum, not simply a subject but a means of communication and a medium of instruction. In other words, the aim is to make those learners reach bilingualism. However, training learners to be bilingual is not an easy mission, since it has numerous requirements. Observing how bilingual education was implemented at a private institution in Vietnam, this paper reveals some positive effects on learners’ language development along with challenges regarding teaching materials, qualifed staff, and negative infuences of the national curriculum. Introduction While English is a mandatory subject in Vietnam, the focus is still on grammar and vocabulary, not communicative competence (Denham, 1992; Nunan, 2003). To develop English language profciency of future generations of Vietnamese students, the Ministry of Education and Training (MOET) proposed the use of English as the medium of instruction at high school and college levels nationwide (MOET, 2008). As stated by MOET in Directive 1400, the national curriculum embarked on a project entitled “Teaching and Learning in English in the National Education System 2008-2020,” or “Project 2020” for short. -
