Roosevelt in the 1930s. SEPT. 6, 2019 AMERICA’S KNOWLEDGE CRISIS 12% of respondents understand the relationship between the Emancipation Proclamation and the 13th Amendment, and correctly answered that the 13th Amendment freed all the slaves in the United States.
