Press Release DIPARTIMENT TAL-INFORMAZZJONI DEPARTMENT OF INFORMATION MALTA Press Release PR 192335 01.11.2019 PRESS RELEASE BY THE OFFICE OF THE SPEAKER Deputy Speaker meets new Colombian ambassador Deputy Speaker Claudette Buttigieg received a courtesy visit from the newly accredited Ambassador of the Republic of Colombia Mrs Gloria Isabel Ramirez Rios. Deputy Speaker Buttigieg recalled the cordial bilateral relations between Malta and Colombia and referred to the various past visits to Colombia by Maltese dignitaries, which have enhanced these relations. These visits include a state visit by the late President Agatha Barbara, as well as visits by the late Deputy Prime Minister and Minister of Foreign Affairs Prof Guido de Marco and the former Foreign Minister George Vella. Deputy Speaker Buttigieg and Ambassador Ramirez Rios discussed issues of mutual interest, with particular reference to increasing trade and commercial relations between the two countries. In this regard, the Colombian Ambassador informed that Maltese enterprises have shown interest in doing business in Colombia, which include an e-gaming company and a travel agency. She also said that 1,200 Colombian students came to Malta to study English and pointed out that Maltese students could go to Colombia to study Spanish. The deputy speaker recalled the importance of the Spanish language, which has become one of the major foreign languages chosen by Maltese students. The relations between the European Union and Colombia as well as the importance of cultural exchanges between Malta and Colombia also featured in the meeting. Ambassador Gloria Isabel Ramirez Rios was accompanied by Pro. Inġ. Joseph Buhagiar, Honorary Consul of Colombia in Malta.     MALTESE E-NEWSLETTER 324 June 2020 1 MALTESE E-NEWSLETTER 324 June 2020 The Black Menace - When the Maltese Migrants were pushed back from Australia by Billy Hughes In 1916, Malta was a poor island, heavily caught up in WWI. It was “the nurse of the Mediterranean”, taking care of 80,000 wounded soldiers, a lot of them Australian. They were shipped in from Gallipoli and other European fronts, where Maltese men were fighting on the side of the British Empire themselves. For a small place, with only a little over 210,000 inhabitants, Malta went above and beyond, and many Australian returned soldiers were grateful. But that didn’t help the Maltese in 1916. When the Gange arrived in WA, Australia was in the grip of a referendum on conscription. Labor Prime Minister Billy Hughes, whose enthusiasm for the war had earned him the moniker “the little digger”, had become worried when the zeal to enlist had dropped off after alarming news of tens of thousands of deaths had been published. His solution was to try and see if he could force men to join the military, but for that he needed the permission of the Australian people. On the 28th of October 1916, there was to be a referendum that asked if they were okay with that. In the lead-up, the country had been split down the middle. Scared of conscription were the unions, who feared that with their members away at the front, their jobs would be taken over by women, or even worse, coloured people.

    Tribute to Professor Guido de Marco by Mr. Tom McGrath (Ireland) Administrator, European Commission, External Relations DG, Brussels Mme de Marco, Members of the de Marco family, your Excellencies, dear friends am not speaking on behalf of the European Commission, the I European External Action Service or the European Union, as I know that President Barroso and HRVP Ashton have already addressed their thoughts and condolences to you on the sad occasion of Guido’s passing last year. So, for the next 2 minutes I will be representing myself, as I share some personal reflections and memories with you of a person I hold in the highest regard and affection. I feel immensely privileged: ● to have known Guido, ● to have shared his company here and in his – your – home, ● to have listened and learned from his quiet wisdom, ● to have been embraced by his extraordinary warmth and humanity. Quite simply – he was a monumental man. 31 And thus, his loss is equally monumental – for his family, his country, the Euromed region, his friends worldwide, MEDAC and these very seminars. He was a man of great intellect, dignity and humility. He was a man of extreme warmth who possessed the great gift, when you were in his company, of making you feel that you were the only person in the universe as he listened to you; and that your words sprang from eternal fountains of wisdom. But it was Guido’s words that fill the void left by his passing. He was a wonderful orator who spoke – ● With passion and poetry, ● And at length, without notes, with amazing powers of recall.

    DRAFT CROWNS AND CLONES IN CRISIS The case of Malta (and Gibraltar) Christ's College, Cambridge, 19th July 2017 Henry Frendo, University of Malta Much water has passed under the bridge since Malta became an independent and sovereign state on 21st September 1964, but its essentially Westminster-style Constitution has survived with often minor amendments and changes to respond to certain circumstances as these arose. Such amendments have been largely the result of electoral quirks which needed a remedy, but some have also been political and seminal. When Malta's independence was being negotiated in the early 1960s the government of the day, the Nationalist Party led by Dr Borg Olivier, which had 26 out of the 50 parliamentary seats, sought as smooth a transition as possible from colonialism to independence. By contrast, the largest party in Opposition, led by Dominic Mintoff, wanted radical changes. Three smaller parties were opposed to Independence fearing that Malta would not survive and thrive. One bone of contention was whether Malta should remain a member of the Commonwealth or not. Another was whether Malta should be a constitutional monarchy or not. In both these cases the Borg Olivier view prevailed. Moreover the draft Constitution was approved in a referendum held in May 1964. The vision was that there would be a transition from dependence on employment with the British services, given that Malta had long been regarded and served as a strategic fortress colony in the Central Mediterranean, to a more home-grown 1 and self-sufficient outfit based on industry, tourism and agriculture.
