Jones MNTF-E Commander Halfway there: I believe, during this edition of the Guardian East, it is absolutely appropriate to reflect on the fact that, with the advent of the month of June, we are halfway through our deployment. I’m sure that this is not only a reflection point for us here in Kosovo, but for family and friends who await our return to our respective home states. I would guess that, for most of us, the halfway mark has come fast. It certainly has for me. The US government had promised to shelter 20,000 Kosovars expelled from their homeland by Serb-dominated Yugoslav forces (Michael Kranish and Mary Leonard, 1999). As refugees hit American soil, stories of family reunion and community solidarity were told in the local and national press. True, there had been earlier rallies in Washington organized by Albanian-American organizations that had hinted at the wish, on the part of the Albanian immigrants, to weigh upon US foreign policy towards the Balkans. -

The new media are the newest platform serving the creation of a pseudo-environment that is desirable by the political factors in Kosovo. This paper elaborates the impact on the quality of political news of such reporting model that substitutes the principles of impartiality, objectivity, accuracy etc., with the ready-made news by the political actors. As the content analyses and semi- structured interviews with journalists indicates, the traditional principles of journalism in covering politics have been reduced to transmitting in full the political statements, thus straying from the quest for the truth and from reporting on the political realities. -

ATTACKS ON JUSTICE – SERBIA AND MONTENEGRO Highlights Serbia and Montenegro (the Federal Republic of Yugoslavia until February 2003) entered the process of democratic transition, the creation of a system based on the rule of law, much later than other former socialist countries. On 4 February 2003 the new state union of Serbia and Montenegro was proclaimed. Under the Constitutional Charter of the State Union of Serbia and Montenegro, there is only one instance of Serbia and Montenegro having a common judiciary – the Court of Serbia and Montenegro. Otherwise, each state – the Republic of Serbia and the Republic of Montenegro – has its own internal courts system. A set of important judicial reforms came into force on 1 March 2002 in the Republic of Serbia and in July 2002 amendments to these laws were made that violate the principle of separation of powers and the independence and impartiality of the judiciary. In Montenegro, several laws relating to the judiciary were passed or amended during 2003. On 19 March 2003, the National Assembly of the Republic of Serbia dismissed 35 judges from office, including seven Supreme Court judges, amid accusations that the judiciary had failed to take tougher measures in dealing with remnants of the former regime as well as in prosecuting organized crime. The legal system in Serbia and Montenegro is still characterized by a number of contradictory and inconsistent regulations, resulting in legal insecurity.
