Ym mis Ionawr 2009, gofynnodd y Gweinidog dros Lywodraeth Leol, Dr Brian Gibbons i’r Comisiwn adolygu’r trefniadau etholiadol ym mhob prif awdurdod lleol yng Nghymru. Dywedodd Dr Gibbons: “Mae cynnal arolygon o’r trefniadau etholiadol ym mhob un o Gynghorau Cymru yn rhan o gylch gwaith y Comisiwn. Y nod yw ceisio sicrhau cysondeb o ran nifer y cynghorwyr o’i gymharu â maint y boblogaeth. Nid yw’n ymwneud â llywodraeth leol yn cael ei had- drefnu. Ers cynnal yr arolygon diwethaf, mae cymunedau newydd wedi cael eu creu mewn rhai ardaloedd ac mae’r boblogaeth wedi symud mewn mannau eraill. O ganlyniad mae anghydbwysedd erbyn hyn mewn rhai ardaloedd o ran nifer yr etholwyr y mae cynghorwyr yn eu cynrychioli. Bydd y Comisiwn yn adolygu cyfanswm y cynghorwyr ym mhob cyngor; nifer y cynghorwyr sy’n cynrychioli pob adran etholiadol ac enw a ffin pob adran. Hyd y gellir, rwyf am wneud y drefn yn decach, er mwyn i gynghorwyr, at ei gilydd, gynrychioli’r un faint o bobl.” [13 Ionawr 2009]. Nodir y mater o degwch yn glir yn y ddeddfwriaeth ac mae wedi bod yn brif egwyddor ar gyfer ein gwaith. Nid yw’r sefyllfa sy’n bodoli d lle mae cynghorydd o un rhan o’r Fwrdeistref Sirol yn cynrychioli nifer fechan o etholwyr, tra gall cynghorydd arall gynrychioli llawer, llawer mwy, yn deg i etholwyr. Yn ymarferol, mae’n golygu bod gan rai ardaloedd fantais annheg dros eraill o ran penderfyniadau a wneir yn siambr y cyngor. Nid hawdd yw unioni hyn o ystyried y cyfyngiadau y mae’n rhaid i'r Comisiwn gadw atynt wrth weithredu. Ni allwn symud llinellau ar y map yn unig; mae’n rhaid i ni gadw at y “sylfeini” presennol, sef Ardaloedd Cymunedol a Wardiau Cymunedol sy’n cwmpasu Cymru gyfan. Ambell waith, nid yw’r rhain yn adlewyrchu patrymau cyfredol bywyd cymunedol yng Nghymru ond, pan ddigwydd hyn, ni allwn dderbyn awgrymiadau sy’n torri ar draws y ffiniau hyn. Mae hyn yn rhwystredig i’r ymatebwyr a’r Comisiwn fel ei gilydd. Mae'n ofynnol i ni edrych at y dyfodol hefyd ac rydym wedi gofyn i’r cyngor rhoi amcangyfrif i ni o nifer yr etholwyr ymhen 5 mlynedd. Ar y gorau, byddai hyn yn heriol ond, yn yr hinsawdd economaidd bresennol, mae’n arbennig o anodd. Pan gyhoeddwyd rhai o’n hadroddiadau cynigion drafft cyntaf, bu rhywfaint o bryder ein bod yn symud i ffwrdd o’r egwyddor o gael un cynghorydd ar gyfer un adran etholiadol i awgrymu gwneud mwy o ddefnydd o adrannau aml-aelod. Mae’r Rheolau rydym yn gweithredu ynddynt yn rhagweld y bydd pob adran etholiadol yn cael ei chynrychioli gan un cynghorydd; gellir galw hwn y “safle rhagosodedig”. Fodd bynnag, gallwn symud o’r safle hwn am amrywiaeth o resymau, gan gynnwys ein bod wedi gweld mai dyma’r ffordd orau i sicrhau bod etholwyr yn cael eu cynrychioli’n i’r un graddau. Wrth baratoi’n cynigion, rydym wedi ceisio ystyried cysylltiadau lleol a’r rhai sydd am gadw’r ffiniau presennol. Rydym wedi ystyried yn ofalus bob cynrychiolaeth a dderbyniwyd - 1 - gennym. Fodd bynnag, bu’n rhaid pwyso a mesur y materion a’r cynrychiolaethau hyn yn erbyn yr holl ffactorau eraill y mae’n rhaid i ni eu hystyried a’r cyfyngiadau a nodir uchod. Yn benodol, y gofyniad am gydraddoldeb etholiadol, hynny yw tegwch democrataidd i bob etholwr, yw’r prif ffactor cyfreithiol a dyma’r hyn rydym wedi ceisio ei wneud. Credwn y bydd mwy o degwch, ynghyd â chynigion eraill yn ein hadroddiad, yn arwain at lywodraeth leol sy’n effeithiol a chyfleus. Wrth gloi, hoffwn ddiolch i Aelodau a swyddogion y Prif awdurdod am eu cymorth gyda’n gwaith, y cynghorau cymuned a thref am eu cyfraniad, ac yn olaf ond yn bwysicaf oll, y dinasyddion a gymerodd yr amser ac a aeth i’r drafferth i wneud sylwadau ac awgrymiadau. CYFLWYNIAD 1.1 Yn unol â chyfarwyddyd y Gweinidog a gyhoeddwyd ar 13 Ionawr 2009, yr ydym ni, Comisiwn Ffiniau Llywodraeth Leol i Gymru (y Comisiwn), wedi cwblhau'r arolwg o drefniadau etholiadol ar gyfer Bwrdeistref Sirol Rhondda Cynon Taf ac yn cyflwyno’n Cynigion Terfynol ar gyfer trefniadau etholiadol y dyfodol. Ceir rhestr termau a ddefnyddir yn yr adroddiad hwn yn Atodiad 1. Yn 2009 roedd gan Fwrdeistref Sirol Rhondda Cynon Taf etholaeth o 172,820. Ar hyn o bryd, mae wedi’i rhannu’n 52 adran sy’n ethol 75 o gynghorwyr. Y gymhareb gyfartalog bresennol o aelodau i etholwyr yn y Fwrdeistref Sirol yw 1:2,304. Nodir y trefniadau etholiadol presennol yn Atodiad 2. 2. CRYNODEB O’R CYNIGION 2.1 Rydym yn cynnig peidio â gwneud unrhyw newid i faint y cyngor o 75 o aelodau etholedig, ond cynigiwn newid i’r trefniant adrannau etholiadol a fydd yn gwella’n sylweddol lefel y cydraddoldeb etholiadol ar draws Bwrdeistref Sirol Rhondda Cynon Taf. 3. CWMPAS AC AMCAN YR AROLWG 3.1 Yn unol ag Adran 57 Deddf Llywodraeth Leol 1972 (Deddf 1972) mae’n ddyletswydd ar y Comisiwn, ar gyfnodau nad ydynt yn llai na deng mlynedd a heb fod yn fwy na phymtheg mlynedd, i adolygu’r trefniadau etholiadol ar gyfer yr holl brif ardaloedd yng Nghymru at ddibenion ystyried a ddylid gwneud argymhellion i Lywodraeth Cynulliad Cymru i newid y trefniadau etholiadol hynny ai peidio. 3.2 Derbyniodd y Comisiwn gyfarwyddyd gan Weinidog dros Gyfiawnder Cymdeithasol a Llywodraeth Leol Llywodraeth Cynulliad Cymru i gyflwyno adroddiad ar yr arolwg o drefniadau etholiadol Bwrdeistref Sirol Rhondda Cynon Taf erbyn 30 Mehefin 2011. Trefniadau Etholiadol 3.3 Diffinnir “trefniadau etholiadol” prif ardal yn adran 78 y Ddeddf fel: i) cyfanswm y cynghorwyr i’w hethol i’r cyngor; - 3 - ii) nifer yr adrannau etholiadol a’u ffiniau; iii) nifer y cynghorwyr i’w hethol ar gyfer pob adran etholiadol; ac iv) enw unrhyw adran etholiadol. Rheolau i Gydymffurfio â Hwy wrth Ystyried Trefniadau Etholiadol 3.4 Yn unol ag Adran 78, cyn belled ag y bo’n ymarferol resymol gwneud hynny, mae’n ofynnol i ni gydymffurfio â’r rheolau a nodir yn Atodlen 11 i’r Ddeddf. Mae’n ofynnol, yn unol â’r rhain, i’r Comisiwn drefnu bod un aelod ar gyfer pob adran etholiadol. Fodd bynnag, mae’n bosibl y gall Llywodraeth Cynulliad Cymru roi cyfarwyddyd i’r Comisiwn ystyried dymunoldeb darparu ar gyfer adrannau etholiadol aml-aelod ar gyfer y cyfan o’r brif ardal neu rannau ohoni. 3.5 Yn ôl y rheolau, mae’n ofynnol hefyd: Ystyried unrhyw newid yn nifer neu ddosbarthiad etholwyr llywodraeth leol yn y brif ardal sy’n debygol o ddigwydd yn ystod y cyfnod o bum mlynedd yn union ar ôl ystyried y trefniadau etholiadol: i) yn ddarostyngedig i baragraff (ii), bydd nifer yr etholwyr llywodraeth leol yr un peth neu mor agos â phosibl, ym mhob adran etholiadol yn y brif ardal; ii) lle bo un neu fwy o adrannau aml-aelod, bydd y gymhareb o ran nifer yr etholwyr llywodraeth leol i nifer y cynghorwyr i’w hethol yr un peth neu mor agos â phosibl ym mhob adran etholiadol yn y brif ardal (gan gynnwys unrhyw adran nad yw’n un aml-aelod); iii) bydd pob ward gymunedol sydd â chyngor cymuned (naill ai ar wahân neu’n gyffredin) yn gorwedd yn gyfan gwbl y tu mewn i adran etholiadol yn unig; a iv) bydd unrhyw gymuned na rennir yn wardiau cymunedol yn gorwedd yn gyfan gwbl y tu mewn i adran etholiadol unigol. Wrth ystyried y trefniadau etholiadol, rhaid i ni ystyried (a) dymunoldeb pennu ffiniau sydd ac a fydd yn hawdd eu hadnabod; a (b) unrhyw gysylltiadau lleol a dorrir wrth lunio unrhyw ffin benodol. Cyfarwyddiadau’r Gweinidog 3.6 Derbyniodd y Comisiwn gyfarwyddyd gan y Gweinidog y dylai ystyried dymunoldeb adrannau etholiadol aml-aelod ym mhob cyngor sir a chyngor bwrdeistref sirol yng Nghymru. 3.7 Derbyniodd y Comisiwn y cyfarwyddiadau canlynol gan y Gweinidog hefyd o ran cynnal yr arolwg: - 4 - (a) ystyrir bod angen lleiafswm o 30 cynghorydd er mwyn rheoli materion cyngor sir neu gyngor bwrdeistref sirol yn briodol; (b) er mwyn lleihau’r risg o gyngor sir neu gyngor bwrdeistref sirol yn mynd yn afrosgo ac yn anodd ei reoli, fel arfer mae angen uchafswm o 75 cynghorydd i reoli materion cyngor sir neu gyngor bwrdeistref sirol yn briodol; (c) ystyrir mai cael adrannau etholiadol lle nad yw’r gymhareb rhwng cynghorydd ac etholwyr yn is nag 1:1,750 y dylai’r nod fod; (ch) ystyrir na ddylid gwneud penderfyniadau i newid y drefn bresennol o adrannau etholiadol un aelod ac aml-aelod ac eithrio lle bo cynigion o’r fath ar gyfer newid yn cael eu cefnogi’n gyffredinol gan yr etholaeth cyn belled ag y gellir cael eu barn o ran cyflawni’r gofynion ymgynghori a nodir yn Adran 60 o’r Ddeddf; ac (d) ystyrir bod y Comisiwn, wrth gynnal arolygon yn unol â Rhan 4 o’r Ddeddf, yn cydymffurfio â pharagraff 1A o Atodlen 11 o’r Ddeddf, hynny yw, y Rheolau.

Dr Gibbons said: “Conducting regular reviews of the electoral arrangements in each Council in Wales is part of the Commission’s remit. The aim is to try and restore a fairly even spread of councillors across the local population. It is not about local government reorganisation. Since the last reviews were conducted new communities have been created in some areas and there have been shifts in population in others. This means that in some areas there is now an imbalance in the number of electors that councillors represent.

My date of birth is 7 April 1956. Family background? I was an only child. Both my parents have passed away now. Born in Porth. My father worked in BOAC, which then became British Airways. He worked for many years there, forty years. My mother, she always worked. I think she went back to work when I was about two or three. She worked in factories, but in the office. She worked in a number of the Rhondda companies, like Flex Fasteners, but in the office. The she worked for many years in Aber Rhondda Garage doing the accounts. She worked until she was seventy actually. She used to find me these jobs because she came into contact with quite a lot of business people. She was always finding me part-time jobs, so that was useful really. Education? I went to Trealaw Primary School. My mother had gone back to work then so my grandmother, grandparents looked after me so I was in the school that was out of the catchment area, but I eventually went to Porth County Grammar School. I passed the eleven plus and went to Porth County Girls School. Stayed on into the Sixth Form. I had to do my A Levels twice, then I went onto Aberystwyth University, did my degree in History.

PURPOSE OF REPORT This report describes the work of Glamorgan Archives for the period 1 March to 31 May 2019. 2. BACKGROUND As part of the agreed reporting process the Glamorgan Archivist updates the Joint Committee quarterly on the work and achievements of the service. Members are asked to note the content of this report. 3. ISSUES A. MANAGEMENT OF RESOURCES 1. Staff Maintain establishment The Glamorgan Archivist began flexible retirement in March and is now working reduced hours in preparation for full retirement on 1 April 2020. Stephanie Jamieson, Project Conservator, has been successful in obtaining the post of photographic conservator at the Victoria and Albert Museum. She leaves the project in early June having completed much of the required conservation and planned out the remaining tasks. She has been an asset to the office and all staff wish her well in her future career. Hannah Price, Archivist, has returned from maternity leave to slightly reduced hours. The Cultural Ambition Trainees moved on to their next placements at Caerphilly Castle and the National History Museum, St Fagans. The Corporate Trainee came to the end of his placement. Grace Mountjoy, temporary Records Assistant, has also ended her employment. Their contribution has been very welcome and staff were sorry to lose them. Lowis Elmer, Records Assistant, completed her distance learning studies in Archive Administration at Dundee University and has been appointed to the role of part time Archivist working on externally funded projects.
