None of its contentis to be construed as necessarily representing the official position or policy of the Departmentof Labor. 3 PREFACE The NLS Annotated Bibliographies The NLS bibliographies are the result of an on-going effort by the Center for Human Resource Research, The Ohio State University, to maintain and provide to the public an up-to-date record of research based on data from the National Longitudinal Surveys of Labor Market Experience (NLS). This year's edition, the NLS Annotated Bibliography: 1990-1993 Supplement, is designed as a companion to the comprehensive NIS Annotated Bibliography 1968-1989. This 1993 supplement contains two sets of entries: (1) approximately 250 entries of newly found NLS-based journal articles, working papers, and dissertations; and (2) updated titles, citations and abstracts for entries found in the 1990, 1991, and 1992 supplements. Arrangement of the Supplement The main body of this publication contains NLS research arranged alphabetically by primary author's last name. Entries are complete with citation, abstract, specification of the NLS cohort or cohorts utilized in the research, and an identification number for easy referencing. Due to time constraints, approximately 30 entries appear without abstracts. Four indices are provided at the back of the volume which allow the reader to search NLS research: (1) by descriptor or keyword (Index A); (2) by title (Index B); (I') by NLS cohort (Index C); or (4) by primary or secondary authors (Index D). The NLS The NLS began in the mid-60s when the U.S. Department of Labor contractcd with the Center to conduct longitudinal studies of the labor market experience of four nationally representative groups of the civilian U.S. population: mcn 45-59 years of age, women 30-44 years of age, as well as young men and women who were 14-24 years old in the 60s.Periodic interviews, both personal and telephone, have been conducted over a twenty year period with the over 5,000 members of these four cohorts.In 1979, yearly personal interviews began with a fifth cohort of 12,686 young persons, both females and males, who were 14-22 years of age in that year. Finally, during the 1986, 1988, 1990 and 1992 surveys of the youth cohort, data were collected on the socioemotional, cognitive, and physiological development of a "sixth cohort" of over 8,500 children born so far to female respondents of the youth cohort. More detailed information on the various NLS cohorts and public data files is provided in the NLS 1993 Handbook available from the NLS Public Users' Office. ill Preface Key to the NLS Cohorts The following key is utilized for easy identification of the various NLS cohorts: M: Older Men who were 45-59 during the initial interview year of 1966. W: Mature Women who were 30-44 during the initial interview year of 1967. B: Young Men or "Boys" who were 14-24 during the initial interview year of 1966. G: Young Women or "Girls" who were 14-24 during the initial interview year of 1968. Y: Youth of both sexes who were 14-22 during the initial interview year of 1979. C: Children of female respondents of the 1979 youth cohort who were one to 20 years of age in 1990. N: The National Longitudinal Surveys in general. Along with the rapid urban transformation and the neglect of historic cores, Chinese cities are witnessing the rapid disappearance of industrial heritage. This negative reality of conservation practice raises a fundamental question about the reasons for such cultural myopia. To reveal the main factors that dominate the results of brownfield regeneration projects in urban China, this thesis reviewed theories on the production of space and the literature on the Chinese context. A single case study approach was adopted, collecting data from semi-structured interviews, document reviews and popular media. Through an investigation in the major industrial inland city of Chongqing, the thesis examined how the idea of industrial heritage reuse has travelled as a global concept with its Chinese precedents to Chongqing, and why the idea has been diluted in the regional context.

  • Underground Activity and Institutional Change: Productive, Protective and Predatory Behavior in Transition Economies
    UNDERGROUND ACTIVITY AND INSTITUTIONAL CHANGE: PRODUCTIVE, PROTECTIVE AND PREDATORY BEHAVIOR IN TRANSITION ECONOMIES EDGAR L. FEIGE** ABSTRACT This paper examines why some transitions are more successful than others by focusing attention on the role of productive, protective and predatory behaviors from the perspective of the new institutional economics. Many transition economies are characterized by a fundamental inconsistency between formal and informal institutions. When formal and informal rules clash, noncompliant behaviors proliferate, among them, tax evasion, corruption, bribery, organized criminality, and theft of government property. These wealth redistributing protective and predatory behaviors activities absorb resources that could otherwise be used for wealth production resulting in huge transition costs. Noncompliant behaviors--evasion, avoidance, circumvention, abuse, and/or corruption of institutional rules--comprise what we can be termed underground economies. A variety of underground economies can be differentiated according to the types of rules violated by the noncompliant behaviors. The focus of the new institutional economics is on the consequences of institutions--the rules that structure and constrain economic activity--for economic outcomes. Underground economics is concerned with instances in which the rules are evaded, circumvented, and violated. It seeks to determine the conditions likely to foster rule violations, and to understand the various consequences of noncompliance with institutional rules. Noncompliance with ‘bad” rules may actually foster development whereas non compliance with “good” rules will hinder development. Since rules differ, both the nature and consequences of rule violations will therefore depend on the particular rules violated. Institutional economics and underground economics are therefore highly complementary. The former examines the rules of the game, the latter the strategic responses of individuals and organizations to those rules.

"An economic system is a shortage economy if the following conditions coincide: shortage phenomena are one, general, that is, found in all spheres of the economy (in trade in goods and services for consumers, in means of production, including investment goods, in labour, in exported and imported products, and in international means of payment); two, frequent, and not only exceptional or sporadic; three, intensive, making their influence felt very strongly on the behaviour and environment of participants in the economy and the traits and results of the economic processes; and four, chronic, applying constantly, not just occurring temp~rarily."~The transfer to a capitalist market economy is accompanied by the elimination of this shortage economy. This study considers the problem on two planes. One is the plane of general analysis, where the specific historical situation, differing from country to country, is disregarded. The other plane contains an examination of developments in Hungary, as an illustration of what is said. Although there are occasional references to the situation in other countries, I do not attempt to provide any comprehensive comparative analysis between countries.

From Shortage Economy to Second Economy: An Historical Ethnography of Rural Life in Communist Albania Abstract Few accounts exist of the nature of everyday rural life in communist societies, such as those which existed in Eastern Europe between the end of World War Two and circa 1990. In this paper we use oral-history testimonies from older people to reconstruct an ‘historical ethnography’ of rural life in Albania, the most isolated and repressive of the East European socialist regimes. We build our analysis around the dialectical relationship between the ‘shortage economy’, which was all-pervasive and derived from the Albanian regime’s Stalinist policy of prioritising mining and heavy industry over consumer goods and agriculture, and the ‘second economy’ which developed as a bottom-up strategy to overcome some of the imbalances and blockages in the official or ‘first’ economy. Fieldwork was carried out in clusters of villages and settlements corresponding to cooperatives and a state farm in four locations in different parts of Albania. Within the symbiotic or ‘lubricating’ relationship between the shortage economy and the second economy, we examine the ‘institutionalised hierarchy of access’ that gave some people and groups privileged access to scarce goods, whilst others remained in a marginalised and partially excluded state. Before answering that question, let us clarify the concepts entailed. In monetary policy aimed at controlling the money supply, there is a choice between the following alternatives: A. The aim is to restrict money supply by comparison with the demand for money. The growth rate in the money supply needs to be smaller than that of the demand for money generated by the expected nominal GDP calculated on the basis of expected inflation and real interest rates. If this is the intention behind the monetary policy, a decision must also be made on the degree to which the restriction is to be applied. B. The aim is neither to restrict nor to expand money supply by comparison with the demand for money. The policy is designed to ensure that the growth rate of the money supply will be exactly the same as that of the demand for money generated by the expected nominal GDP calculated on the basis of expected inflation and real interest rates. In other words, assuming an unchanged velocity of money, the growth index of the money supply will equal the product of the expected inflation rate and the expected real-growth index.

The central question with which this dissertation is concerned is how clothing and the clothing industry is constituted by and constitutive of the phenomenal changes that have taken place in contemporary China, especially in the post-1978 reform period. Specifically, this dissertation addresses two major questions: 1) Are the changes in Chinese clothing and the clothing industry merely a part of China’s economic development or modernization? And 2) does China’s integration with the global economy translate into a Westernization of China? The development of China’s textile and apparel industries is a process of liberalization in which the socialist state cultivates and encourages market competition in China’s economy.

The distinguishing reforming economy background from “supassing”to”homing” Reforming is transformed from one kind of socio-economic system or shape to another kind of socio-economic system or shape. It follows the order from the lower to the senior of the law of conversion, which includes two aspects: first, the possession relations of individual labor in production relationVü"the relationship between ownership" and the derived transformation of human society; on the other hand, relations of production of individual labor relations and social work might the relationship between the individual and society, that is, "the relationship between the economic performance" and the resulting derived conversion of human society. For the former, in 1859, Marx in the "Critique of Political Economy Preamble" (added by Lenin and Stalin and others later) proposed the development of human society the famous "five-form theory" - followed through primitive society, slave society, feudal society, capitalist society, communist society (the initial stage of socialist society) the five stages of development.
