It benefits from a number of major assets – such as globally renowned research departments and institutes, leading companies in growing markets, major new investment to expand international ports and a strong relationship with London, the world’s leading financial centre. It also has many inspirational places including some of the UK’s finest natural habitats and over a quarter of England’s historic market towns. The next few years are likely to be a period of accelerating change for our region – the pressures of globalisation will increase, we will need to respond to the effects of climate change and our region will continue to experience considerable growth. How we address these challenges and capitalise on our opportunities will contribute to the region’s wider sustainable development objectives and affect the quality of life of the region’s population. This regional economic strategy (RES) sets out a vision, bold targets and priorities so that we can drive forward as a globally competitive region. In short, the strategy shows where we want to go and how we will get there. The strategy is owned by the region, and will be delivered through the collective work of political, business and community leaders and institutions. -

RUX congratulates Network Rail (NR) for delivering £98million of vital improvements over the late August Bank Holiday weekend. Blessed with fine albeit very hot weather, a 10,500 strong team worked round the clock to finish 448 projects on time, allowing a normal service to resume on the Tuesday. Some projects such as track renewal and the transfer of signalling control will have an immediate benefit; some will enable an improved timetable in December, while others have laid the ground for future developments. But all contribute to the Rf aim of a better railway. Well done! Roger Smith We continue with the usual roundup of news items from groups around the UK. CAMPAIGNERS in West Yorkshire are extremely concerned about lack of progress by the Government and Network Rail on infrastructure proposals that should deliver improvements for travellers in the next few years, including the TransPennine Route Upgrade (TRU). Three rail user groups and the Yorkshire Branch of Railfuture have written to Andrew Haines, Chief Executive of Network Rail, who was recently been quoted as casting doubt on TRU. In a magazine interview (RAIL 897, 29 Jan’2020) Haines had said the scope of TRU could depend on the high-speed rail proposal “Northern Powerhouse Rail” (NPR). The campaigners say NPR is decades away and will not benefit stations on regional routes that desperately need investment now. Competition Act 1998 Decision of the Office of Rail Regulation* English Welsh and Scottish Railway Limited Relating to a finding by the Office of Rail Regulation (ORR) of an infringement of the prohibition imposed by section 18 of the Competition Act 1998 (the Act) and Article 82 of the EC Treaty in respect of conduct by English Welsh and Scottish Railway Limited. Introduction 1. This decision relates to conduct by English Welsh and Scottish Railway Limited (EWS) in the carriage of coal by rail in Great Britain. 2. The case results from two complaints. 3. On 1 February 2001 Enron Coal Services Limited (ECSL)1 submitted a complaint to the Director of Fair Trading2. Jointly with ECSL, Freightliner Limited (Freightliner) also, within the same complaint, alleged an infringement of the Chapter II prohibition in respect of a locomotive supply agreement between EWS and General Motors Corporation of the United States (General Motors). Together these are referred to as the Complaint. The Complaint alleges: “[…] that English, Welsh and Scottish Railways Limited (‘EWS’), the dominant supplier of rail freight services in England, Wales and Scotland, has systematically and persistently acted to foreclose, deter or limit Enron Coal Services Limited’s (‘ECSL’) participation in the market for the supply of coal to UK industrial users, particularly in the power sector, to the serious detriment of competition in that market. The complaint concerns abusive conduct on the part of EWS as follows. • Discriminatory pricing as between purchasers of coal rail freight services so as to disadvantage ECSL. *Certain information has been excluded from this document in order to comply with the provisions of section 56 of the Competition Act 1998 (confidentiality and disclosure of information) and the general restrictions on disclosure contained at Part 9 of the Enterprise Act 2002.
