This fits well with Network Rail’s Network Rail Framework Capacity Statement April 2021 4 OFFICIAL Consulting on how we present this information The limitations of a Framework Capacity Statement were discussed fully in the initial edition we published in December 2016, much of which is re-presented as an annex to this edition. Responses to the 2016 consultation document indicated a relatively low level of interest across the industry at the time on both the subject matter and the design of the Framework Capacity Statement. We do however remain interested to hear readers’ views on the form in which data may be presented and, after the publication of a number of statements, we recognise that these views may have evolved. The contracts containing the access rights are publicly available elsewhere, and links are provided in section 2.2. However, the way in which the rights are described when combined on the geography of the railway network, and over time, to meet the requirements of the regulation, is open to some interpretation. All the sources of information to do this are listed in section 3, but they will give the reader at best only an indication of the available capacity. Hence, applicants or potential applicants for new or amended framework agreements are encouraged to contact Network Rail as early as possible, to enable us to help identify where capacity exists that could meet the applicant’s requirements and to consider all potential users where capacity is scarce. Framework capacity on Network Rail’s network Network Rail Framework Capacity Statement April 2021 6 OFFICIAL 2.1 Infrastructure covered by this statement The national rail network in Great Britain operated by Network Rail is defined in our Network Statement which can be found at https://www.networkrail.co.uk/industry-commercial- partners/information-operating-companies/network-statement/. We are customer focused. We run the company through devolved route businesses that understand how to meet customer needs. They operate, maintain and renew infrastructure to deliver a safe and reliable railway for passengers and freight customers. The COVID-19 pandemic continues to have a significant and wide-reaching impact both on our country and our railway. As a result, we continue to identify opportunities for efficiencies and to improve how we work and what we deliver for passengers and freight users. Regions One of the biggest changes we’ve implemented in recent years is the formation of our new regions and routes in 2019. Our five regions encompass one or more routes and multiple transport hubs to better align operations with passengers’ and communities’ needs. As part of the changes, some centralised services and functions have been devolved to regions or routes enabling us to be more responsive to customers and passengers. DP World UK has engaged Lloyds Register to independently verify the carbon dioxide (CO2) generated from our operations. In 2015, for each laden container imported through DP World UK facilities we generated approximately 65 kgCO2e. Through continuous operational improvements and the early introduction of carbon efficient choices, this has been reduced by 20% to around 52 kgCO2e in 2020. To continue our decarbonisation journey, we need to make considerable investments in the coming years to progress our energy transition.

Purpose of the Briefing Note This report is an interim position statement on rail issues following the rail themed meeting of this commission with rail industry representatives in June 2013. Rail industry representatives have been invited to attend this commission to answer questions and give further updates. 2. Rail Issues for Consideration 2.1. Electrification 2.1.1. First Hull Trains (FHT) have submitted a proposal to the Government in which they would raise the funding to deliver electrification of the route between the East Coast Main Line (North of Doncaster) through to Hull via Selby. This could potentially bring electrification forward to 2016/17 (The Government currently does not plan to electrify this section until some unspecified time after 2019). FHT‟s proposal appears to depend on the Government releasing the funding to „buy-back‟ the completed electric infrastructure. Exactly how much (and when) the Government agree to pay is critical to FHT‟s fund raising and to any request for public funding support. FHT have requested a grant from the LEP (Local Growth fund) and a loan (Public Works Loan Board) from the LEP / Council towards the total scheme cost which is believed to be around £94m 2.1.2. The Council, business leaders and MP‟s have been lobbying ministers for early scheme funding and they have agreed to meet a delegation from the City and the East Riding on the 25th February (verbal update to be given).

This poses particular problems for the UK, with its high dependency on imported goods and congested ports and inland routes. It is conservatively estimated that container volumes through British ports will double over the next 20 years, adding to the existing problems. This paper investigates the potential for rail to become better integrated into port-based container flows, so as to increase its share of this market and contribute to a more sustainable mode split. The paper identifies the trends in container traffic through UK ports, establishes the role of rail within this market, and assesses the opportunities and threats facing rail in the future. The analysis combines published statistics and other information relating to container traffic and original research on the nature of the rail freight market, examining recent trends and future prospects.

On 16 August 2018, Network Rail gave notice of the intention to dispose of land at Red Bank Former Carriage Sidings, Collyhurst Road, Manchester (the land), in accordance with paragraph 7.2 of condition 7 of Network Rail’s network licence. The land and disposal is described in more detail in the notice (copy attached). 2. We have considered the information supplied by Network Rail including the responses received from third parties consulted. For the purposes of condition 7 of Network Rail’s network licence, ORR consents to the disposal of the land in accordance with the particulars set out in the notice. Network Rail’s proposals 3. The land which forms Network Rail’s proposals comprises three sites: the ‘Red Bank’ former carriage sidings (shown as Area 1 on plan 6438292-1); the ‘Red Bank’ land and railway arches (shown as Area 2 on plan 6438292-1) - both areas are to be sold to the Far East Consortium; and the site adjacent to Area 1 (shown on plan 6438292-2) is to be acquired by Transport for Greater Manchester. 4. Network Rail’s stakeholder consultation showed that three objections remained unresolved: from First TransPennine Express (FTPE), Arriva Rail North and West Coast Railway Company. All three objections stemmed from a general expectation that increased stabling or depot facilities would be needed in the Manchester area and that existing sites with the potential to accommodate such facilities should not be sold until future requirements were known.
