EXECUTIVE SUMMARY

I. Introduction to the Proposed Project

This preliminary Environmental Impact Assessment (EIA) study is carried out for the Proposed Mixed Development for PR1MA Homes (Residential, Commercial, Community Facilities and Recreation) On Part of Lots PT7830 - PT7832, Mukim Seremban, Part of Lot PT26137, Mukim Setul and Part of Lot PT751, Mukim Pantai, Daerah Seremban, Negeri Sembilan Darul Khusus . The proposed Project will be developed on 126.86 acres (51.34 ha) and shall be developed by Lapangan Kota Sdn. Bhd . The locality of the Project Site falls under the jurisdiction of of Majlis Perbandaran (MPN).

The Project Site is situated within the District of Seremban, Negeri Sembilan Darul Khusus. The proposed Project Site is surrounded by Setul Forest Reserve and the nearest existing residential estates (i.e., Taman Desa Temiang and Taman Bukit Mutiara) located at the south of the Project Site boundary which is 2.0km away. The proposed Project Site is located approximately 6.5km southeast from town, 9km south to Seremban town, 20km northwest to Semenyih town and 46km northwest to Kuala Lumpur City. The geographical location of the proposed Project Site is at a latitude of 2º46’48.10”N to 2º47’39”N and a longitude of 101º56’19.21E to 101º56’42.03”E. General location of the project site is shown in Figure A. The proposed development is accessible via Jalan Temiang at the south of the Project Site. The road will connect with Persiaran Desa Temiang and the tar road ends at Taman Desa Temiang about 2km from the south of the Project Site. Currently, there is no proper access road to reach the Project Site and the condition of the remaining 2km road is earthen road which was not properly constructed.

At present, the site is dominated by pioneer and secondary vegetation and occupied by the fauna of same niche such as Yellow-vented bulbul (Pycnonotus goiavier), Peaceful dove (Geopelia striata) Common treeshrew (Tupaia glis) and Garden fence lizard (Calotes versicolor). The current site condition of the Project Site is as shown in Figure B . The proposed Project Site is mainly surrounded by secondary vegetation, forest and residential settlements. The landuse adjacent to the Project Site are as stated below: North – Forest and secondary vegetation South – Settlement of Taman Desa Temiang and Taman Bukit Mutiara, Jalan Temiang, Persiaran Desa Temiang and secondary vegetation East – Forest and secondary vegetation West – Forest and secondary vegetation

The proposed Project which is a housing development and a construction of a new township falls under the ambit of item 7 and 9 (e) under the Schedule of the Environmental Quality (Prescribed Activities) (Environmental Impact Assessment) Order, 1987 made under Section 34A of the Environmental Quality Act 1974.

Based on ‘Rancangan Tempatan Daerah Seremban 2000-2015’ which was gazetted on 28 th October 2010 (Gazette Number: 636), the proposed Project Site lies within two planning blocks which are Blok Perancang 4: -Sikamat--Pantai under Blok Perancangan Kecil (BPK) 4.13, 4.14 and 4.17 and Blok Perancang 8: Mantin- under Blok Perancangan Kecil (BPK) 8.13 . which designated for agriculture landuse.

The Project Proponent had applied for the land title conversion into residential development and the application was brought to the OSC Committee of Majlis Perbandaran Nilai (MPN) no. 9/2012 dated on 3rd May 2012. Generally, the committees agreed to consider PR1MA development proposal and MPN will make proposed amendments to Daerah Seremban Local Plan 2000-2015. With those amendments, the proposed PR1MA Homes development was brought to the State Planning Committee Meeting no. 5/2012 dated on 15 th May 2012 for approval and in principle agreed to the proposed development.

Subsequently, the Project Proponent has also obtained the conditional approval (Kebenaran Merancang) from Majlis Perbandaran Nilai on 13 th September 2013 for the proposed development.

II. The Existing Environment

Physical Environment a. Topography

• From the topography survey plan, the proposed Project Site is generally characterised as undulating terrains with the average elevations range from RL120m to RL160m above mean sea level. • The highest ground (approximately RL 169.7m) lies at the slopes in the western boundary of the Project Site while the lowest ground (approximately RL 110.6m) is situated at the southern portion of the Project Site. b. Hydrology

• From the hydrological aspect, the Project Site generally lies within the Sg. Temiang catchment area • Numerous seasonal streams from the Project Site drain into Sg. Temiang in the middle portion of the Project Site prior to flowing southwards into Sg. in Seremban Town and eventually discharges into Straits of Melaka. • There are altogether four (4) water intake points within the Sg. Linggi river catchment and only one of the water intake points is located 17km downstream from the Project Site within Sg. Linggi. c. Geology and Soil

• The Project Site consist essentially of granite (Main Range Granite bodies) which is light grey, coarse grained and exhibit phaneritic-phorphyritic texture • The average steepness of slopes within the middle portion of the Project Site is between 0º to 15º in gradient (i.e. approximately 49.31% of the total area of the Project Site) while the slopes of the eastern and western portions of the Project Site that have slopes range from 15º to 35º (i.e. 49.65% of the total area of the Project Site). However, slopes which range from 35º to 60º (i.e. 1.04% of the total area of the Project Site) are mainly found near the slopes at the north-western boundary of the Project Site. • The proposed Project Site is classified into four (4) classes; Class I (50.18%), Class II (31.85%), Class III (16.54%) and Class IV (1.43%). • Based on the soil investigation (S.I.) conducted by United Soil Sdn. Bhd. in January 2013 under the supervision of the consulting engineer, SNA Consult Sdn. Bhd., a total of eight (8) deep boreholes namely BH1 to BH8 were drilled within the Project Site.

• The site generally consists of sandy SILT and silty GRAVEL. Hard layer (SPT-N > 50) is encountered at borehole BH2, BH4 and BH6 with the depth between 7.5m to 12.0m below existing ground level, Granite bedrock was encountered at all boreholes from the depth ranges from 2.30m to 19.50m below existing ground level and was terminated with minimum six (6) meters of continuous rock coring by using core barrels. • Based on the Reconnaissance Soil Map of Peninsular ( Pindaan 2002), published by the Ministry of Agriculture, Malaysia, the Project Site is located on steepland due to the high terrains However, based on the parental rocks of granite and the soil in the surrounding areas is categorized as Rengam- Association, it can be assumed that the entire Project Site is situated on Rengam Series soils. • According to the Hydrogeological Map of Negeri Sembilan – First Edition (2008) published by Jabatan Mineral and Geosains (JMG) Malaysia, the Project Site is located on low potential aquifer regime of this region. d. Landuse

• Forested land areas are the prevalent landuse, with a total area of 13,023.57 acres (53.26% of the impact area). • Agricultural land areas are the second predominant of the impact area with a total area of 7,075.27 acres (28.91% of the impact area). The main cultivated crops in the vicinity of the Project Site are the oil palm and rubber. Most of the rubber and oil palm plantations are represented by Lian Hoe Estate, Sg. Petai Estate, Pajam Estate, Sikamat Estate, Lau Wan Lai Estate, Kok Fai Yin Estate, Mantin Estate, Tembaru Estate, Termiang North Estate, Termiang Seremban Estate, Banau Estate, The Bee Estate and Dawn Estate. In addition, landuse for aquaculture and orchard which are makes up of 89.12 acres (0.36%) and 320.81 (1.31%) • Landuse components classified under settlements & associated non-agricultural areas consist of urban and associated areas, highway/main road, power lines, quarry and ex-quarry are the third predominant landuse of the impact area i.e., 4,173.12 acres or 17.06%. • The other landused such as cleared land, river and lake/pond is covered a total of 187.27 acres (0.77%) of the impact area. • Immediate receptors to the Proposed Project will be:- • Immediate receptors to the Proposed Project will be Taman Desa Temiang and Taman Bukit Mutiara which both areas located approximately 2km from the existing building to the boundary of the Project Site. • Tembaru Estate, Chong Fong Estate, Temiang North Estate and Sikamat Estate which are located within 1-2km radius to the Proposed Project Site.

Water Quality

• The baseline water sampling session was conducted on the 7th June 2012 at ten (10) sampling points representing two monitoring sessions i.e., morning and evening. The sampling and analysis was conducted by a DSM-accredited laboratory, i.e., Chemsil (Air & Water) Sdn. Bhd. • The water quality is summarized in terms of Water Quality Index (WQI) as shown in Table A. The computed results showed that all sampling points fall under Class II of the National Water Quality Standards for Malaysia. Generally, the water quality is clean and acceptable for recreation.

f. Air Quality

• Air quality assessment was carried out from the 6h to 8 th of June 2012 at three (3) sampling points as depicted in Table B . • All the six (6) parameters indicated levels within the Malaysian Recommended Environmental. Therefore good air quality is indicated at the Project Site and its surrounding areas

g. Sound Level

• Noise levels at the designated sampling sites N1, N2 and N3 (same location with the air quality assessment) were determined from from 7:00 a.m. to 10:00 p.m. for day-time and 10:00 p.m. to 7:00 a.m. for night-time. • The result analysis shows that existing noise level at N1, N2 and N3 were within the permissible limits except night time at both N2 and N3. • High noise level is most probably attributed to the noise from the human activities at Kg. Sikamat Lama (ie: N2) and Taman Desa Temiang (ie: N3)

Biological Environment

• The Proposed Project Site which consists of secondary forest is located about 50 km southwest of Pasoh Forest Reserve and surrounded by Setul Forest Reserve. • The project area appeared to have been logged and disturbed intensively that it is dominated by bushes and pioneer species though certain timber and late succession species were also present. The most dominant families were Spurge (Euphorbiaceae), Palm (Arecaceae), Legum (Fabaceae) and Dipterocarp (Dipterocarpaceae) families. • There are no endangered flora species found within the Project Site since majority areas of the site had been logged previously. • 59 species of avifauna were encountered from the Project Site included some of relatively common birds such as the Dark-necked tailorbird, Crested serpent eagle and endangered such as the Green broadbill. • 15 species of mammals were recorded including most abundant Common Shrew, Leopard cat, Common Palm Civet, Giant Squirrels, Long-tailed Macaques and various bat species. • Other reptiles and amphibians were also encountered in the Project Site includes Forest Gecko, Four-lined tree frog, Blyth’s river frog, Gliding lizards, Green-crested lizard, Sun skink, Wagler’s pit vipers and etc. • Site inspection reveals that some fauna species recorded in the Project Site are categorized as “Total Protected Species” and “Protected Species” under Wildlife Conservation Act 2010.

Socio-economic Environment

• The total population for is recorded at 536,147 during the latest census in year 2000. The total number of Mukim Pantai population is 2,667 while the Mukim Setul population is 47,665 people. • Given the lack of human settlement within the proposed site, it can be anticipated that the proposed Project shall bear no major consequences to any human environment. • The surrounding of the Project Site is basically made up of residential area, forest land and secondary vegetation. The nearest residential area to the Project Site are Taman Desa Temiang and Taman Bukit Mutiara which located approximately 2km south from the proposed Project Site boundary.

III. Proposed Project Description

• Based on the proposed project development, the PR1MA Home development is located on Block 2, 3 and 4. • For Block 2 proposed development, the open area and recreation area is the major component with a total area of 7.59 acres follow by residential area (3.51 acres), others (3.94 acres) and institution and public amenities (0.14 acres). • For Block 3 development, the major component will be other facilities with total area of 18.75 acres followed by residential area (13.59 acres), open area and recreation area (6.86 acres), institution and public amenities (1.93 acres) and commercial area (0.77 acres). • For Block 4 development, other facilities are the major component with total area of 28.81 acres followed by residential area (17.28 acres), open area and recreation area (11.77 acres), institution (10.04 acres) and commercial area (1.80 acres). • With the total population equivalent estimated to be 10,000 ; the quantitative demand in basic infrastructural facilities and the amount of waste generated is summarized in Table C .

Based on the implementation schedule, it is estimated that the proposed development will be carried out for duration of approximately 4 years i.e., from early of 2014 (site clearing) to 4th quarter of year 2017 (completion of building works and infrastructure works). Site clearing and earthwork for the whole PR1MA Homes project is expected to be carried out in a duration of 2 years which is from early 2014 till end of 2015. The earthworks will commence once the site clearing at particular area of the Project Site has completed. The earthworks activities will be carried out in accordance with the development schedule. The construction of main building shall be started in 2 nd quarter of year 2014 and is expected to be fully completed in 4th quarter of year 2017. The Project implementation schedule is as shown in Table 4.4 of Chapter 4.

IV. Significant Environmental Impacts & The Proposed Mitigation Measures

The key environmental issues are those related to activities during the site clearing, construction phase and operational phase. All the impacts that are likely to be generated by the proposed Project together with the proposed mitigation measures are summarized in Table D .

V. Environmental Management Plan (EMP)

Apart from the recommendation of mitigating measures, this report also emphasizes on the formulation and implementation of an environmental management plan (EMP). This plan involves the participation of the Project developer, local authorities, consultants as well as the contractors. The outline of the EMP relies on a collective effort from all the various group involved regardless of their level of involvement in the hierarchy. The management schemes and monitoring program proposed for the proposed Project at construction and operational levels are: • Supervision, field training and maintenance program for pollution control structures; • On-site implementation of mitigation measures; • Planning of a progress of works on site; • Provision of safety measure along with an emergency response plan; • Implementation of a properly documented traffic management scheme to ensure safety within the site; • Water, air and noise quality monitoring to evaluate the effectiveness of the proposed mitigation measures implemented on-site; • Water, air and noise quality need to be analyzed by a laboratory accredited by Jabatan Piawaian (Standard) Malaysia.

VI. Conclusion

The proposed development will be developed On Part of Lots PT7830 - PT7832, Mukim Seremban, Part of Lot PT26137, Mukim Setul and Part of Lot PT751, Mukim Pantai, Daerah Seremban, Negeri Sembilan Darul Khusus. The proposed Project will be developed by Lapangan Kota Sdn. Bhd. The Project Site is under the jurisdiction of Majlis Perbandaran Nilai.

In reviewing the proposed Project and its’ anticipated integration with the existing environment of the Project Site, the main concerns is the effect of soil erosion and contamination (i.e. water, air and noise pollution) on the physical environment and upon human himself during the earthworks and construction phase. Part of the biological environment will be lost during site clearing and construction activities. However, this can be mitigated via the various practical and cost effective remedial measures recommended in this report to minimize adverse environmental impacts. Success of the development in integrating with the surrounding developing areas will contribute towards the social acceptability of the proposed Project. By incorporating the concept of conservation in an environmentally led design layout plan, a sustainable development can be achieved to offset its adverse impacts.
