LADB Article Id: 50815 ISSN: 1054-8890 Blank-ballot Campaign Could Affect July 5 Elections by LADB Staff Category/Department: Mexico Published: 2009-06-24 Mexican citizens are disgusted with the state of politics and government but are finding no viable alternatives to replace the status quo. The governing Partido Accion Nacional (PAN) is feeling the heat for its failure to curb drug-related violence and is to some extent also identified with the downturn that has the Mexican economy in the doldrums. The opposition Partido Revolucionario Institucional (PRI) was poised to take advantage of the PAN's woes, but many citizens are not certain whether the party has abandoned its corrupt past. The center-left parties are so fractured and corrupted that many voters do not consider them a viable alternative. This has prompted many voters to strongly consider an independent campaign to vote for "None of the Above" in the upcoming congressional and gubernatorial elections on July 5. -

SIN MAÍZ, NO HAY PAÍS: CORN IN MEXICO UNDER NEOLIBERALISM, 1940-2008 Matthew Caire A Thesis Submitted to the Graduate College of Bowling Green State University in partial fulfillment of the requirements for the degree of MASTER OF ARTS May 2010 Committee: Amílcar Challú, Advisor Candace Archer Francisco Cabanillas ii ABSTRACT Amílcar Challú, Advisor In Mexican history, corn is far more than a culinary ingredient or farm product. Corn has been a cultural emblem and key component to the country’s national identity that throughout the twentieth-century the Mexican government embraced. However, since the adoption of neoliberal economic policies, which by necessity involves particular political policies, many Mexicans feel that corn’s significance in the country has changed. Over the last three decades public discontent with corn policies, which the public translates as anti-neoliberalism policies, has gradually grown. This thesis chronicles the growing discontent over corn policies and, more importantly, demonstrates how Mexican people have evolved to become agents for recentralizing corn in the country’s political, economic, and cultural discourses. iii This thesis is dedicated to Precious Vida Yamaguchi and Sonya JoJo Caire for their overwhelming support and tolerating my anxiety I had throughout writing this thesis. Reform results show (1) growth, but primarily through a concentrated market and the economic output of the dominant privatized incumbents, and (2) improvements in sector development, but with insufficient levels of competition and investment, and underdevelopment in infrastructure, service diversity, pricing, technology deployment, and universal access. -

Los periódicos de Guadalajara entre 1991 y 2011: el ocaso de la prensa industrial Juan S. La historia de la prensa es una de las agendas de investigación pendientes en el campo de la comunicación en México. Aunque sí existen trabajos que aborden este tema, aún hace falta mucho por hacer. Este ensayo, que ofrece una historia económica de los periódicos generalistas en Guadalajara entre 1991 y 2011, busca contribuir a llenar este vacío académico. Las siguientes páginas contienen un re- cuento sobre cuáles fueron los periódicos que circularon en la capital del estado de Jalisco; qué características distinguieron su estructura de control y propiedad; cuál fue su modelo de negocios, y qué papel jugaron ante ciertos eventos históricos de índole global, nacional –y local– como crisis económicas, transiciones políticas y transformaciones sociales. En otras palabras, este texto está enfocado a la recons- trucción de algunas de las condicionantes histórico estructurales de esta industria cultural. Dicha contextualización histórica –sin ser un trabajo historiográfco– bus- ca explicitar que el sistema de comunicación estudiado no operó al margen de otros sistemas y dinámicas sociales, y que por el contrario, se vio afectado por la complejidad de su época. La contextualización histórica parte de la propuesta teórico metodológica de análisis histórico estructural de los medios de comunicación (Sánchez Ruiz, 1992b). El enfoque histórico estructural presupone que existe un campo en el cual los actores sociales pueden actuar libremente, pero bajo el ordenamiento de es- tructuras sociales. -

How can states better target programs to benefit the poor? jonathan Fox compares a broad range of food policy reforms in Mexico, long one of Latin America’s most autono mous states, in order to shed light on the broader problem of the determinants of state capacity. Moving beyond conventional state and society-centered theories, Fox proposes an interactive approach to discover why con flicts within the state interact recursively with changes in the balance of power within soci ety. In a thorough examination of the politics of policy reform from both above and below since Mexico’s revolution, the author concen trates on the SAM experiment (Sistema Alimentario Mexicano, Mexican Food Sys tem), a brief but massive subsidy program designed to channel oil boom revenues to ward national food self-sufficiency. Although most of the SAM’s food policy reform efforts failed to reach the poorest people, the exten sive village store network proved to be an important exception. For the first time in Mexico, an anti-poverty program encouraged its ostensible beneficiaries to hold the bureau crats accountable. This opening from above encouraged autonomous mobilization from below, changing the contours of peasant poli tics. The dynamic interaction between state reformists and autonomous social movements weakened Mexico’s entrenched authoritarian elites. -
