Five-Year Evaluation Report...106 6 Town of Frankton, IN COMPREHENSIVE PLANNING A Comprehensive Plan is a generalized, coordinated land use map and policy statement of the governing body of a local government that interrelates all functional and natural systems and activities relating to the use of land. THE PROCESS 01: WHO WE ARE This stage is the first stage in the development of the Comprehensive Plan. It involves collecting information on the existing condition(s) of the community . This information is used to address step 2 - Where are we going? 01 02: WHERE ARE WE GOING Based on the data and research from step 1, it is possible to estimate where the community will be in the future if nothing is done to change current trends / development patterns. This is where the Comprehensive Plan addresses the issue of future population growth. It is important to 02 understand where the community may be in the next 10 - 20 years so proper actions can be made to accommodate any anticipated growth. 03: WHERE DO WE WANT TO GO Now that we understand where the community is heading, if nothing changes, we can take a step back and say, “Wait. What if we encourage a certain type of development in this location?” Or, “What if we restrict growth along this corridor?” 03 This is the stage in which public input plays its greatest role. “What do residents want to see happen in their community?” To answer this question, a public survey is released and several public meetings are held to develop a set of goals and objectives. 04 04: HOW DO WE GET THERE Once a sound list of goals and objectives is developed, the plan can address prioritizing and phasing the implementation of these recommendations. Because communities only have a set number of dollars to go around, it is important to prioritze goals and objectives to best accomplish the vision set forth in step 3. This is also the stage in which the plan outlines the action steps required in order to make progress on each goal and objective and complete each within a certain timeframe.
