Introduction: The Government of India and Government of Tamil Nadu have requested Asian Development Bank (ADB) to provide loan fund via a Multi-tranche Financing Facility (MFF) to improve the tourism sector in the state of Tamil Nadu. The ADB has agreed to make to the Government of India, GOI (Borrower) the loan on the terms and conditions set forth in the Loan Agreement, but only on the condition that the proceeds of the Loan be made available to the State and through the State (Government of Tamil Nadu) to Tourism Department (DOT). DOT is the Executing Agency (EA). 1.1. Brief Project Description: The India Infrastructure Development Investment Program for Tourism (the Investment Program) envisages environmentally and culturally sustainable and socially inclusive of tourism development in the Tamil Nadu State as Tranche-IV. The project is implemented all over the State and the construction subprojects that have total eight ADB-approved Initial Environment Examination (IEE) reports (Table- 1 & Figure-1). The location of each subproject is given in Annexure-1. The core objective of the project is to improve the service for tourists by improves the connectivity between the tourism places, quality enhancement of natural and cultural attractions with the help of local community participation. As per the ADB‟s Safeguards Policy Statement (SPS), 2009; the eight subprojects out of 14 subprojects were categorized as „B‟ and have the IEE reports for environmental impact assessment, planning and mitigation of adverse impacts of the project on the environment. The parameters identified as environmental performance indicators are (i) Compliance with environmental management and monitoring plan (ii) Compliance with the State /National/ local environmental regulations and (iii) Monitoring of ambient air quality, water quality and noise levels and comparison with environmental quality of prescribed State /National Standards. 1.2. Project Progress Status and Implementation Schedules: The overall project progress is in three phases are pre-construction phase, construction phase and post-construction phase. Presently, six out of eight subprojects that need to implement the EMP as per IEE are in the construction 4 phase in the June-2019 (Table-2) as per the agreed milestones. Accordingly, the site-specific EMP‟s are implemented as per schedule. Visiting Valli Cave, taking sea-bath, and bathing in Nazhikkinaru are treated as holy one. It is well connected by bus service to all over Tamilnadu and train services to Tirunelveli and Chennai. Dear Superintendent of Police, I am writing to you from People for the Ethical Treatment of Animals (PETA) India on behalf of our more than 1 million members and supporters to bring your attention to the findings of a recent shocking video investigation footage and report (Annexure-1) revealing cruelty to bulls at rekla (bullock cart racing) events held in Tamil Nadu earlier this year, to urge you to take penal action against the organisers and participants of such illegal events in your district and to prevent such cruel events in future The footage, taken by PETA India at the Kolumakondan in Dindigul District on 21 January and S Kumarapalayam in Coimbatore District on 4 February, shows bulls being electroshocked, roughly pulled by their nose ropes, and beaten and jabbed with nail-tipped, pointed wooden sticks and their tails being bitten and yanked to make them run faster. Bull pairs crashed to the ground and into barricades during the races, and the animals were denied basic necessities, including food, water, and protection from the sweltering heat. Through an RTI-request response (Annexure-2), the government of Tamil Nadu made clear that the Tamil Nadu Prevention of Cruelty to Animals (Conduct of Jallikattu) Rules, 2017, framed under The Prevention of Cruelty to Animals (Tamil Nadu Amendment) Act, 2017, prohibits rekla races in the state. However, illegal races are openly organised in the State, including a recent one held on 14 May in Panchalankurichi village in Thoothukudi District, which was flagged off by a deputy superintendent of police.

Thoothukudi (Tuticorin) is the district headquarters. It is also known for Pearl cultivation with abundance of pearls found in the seas of Thoothukudi. It is known as the gate way of Tamil Nadu. It is ruled by one of the oldest Kingdom the Pandas’. The Port of Korkai, Kulasekerapattinam are famous in ancient world with the fame reaching as far as Roman Kingdom.1 Adichanallur contains the key to ancient Tamil Civilization and is under archaeology study. It is 40 kms from Thoothukudi and 60 kms from Tirunelveli is well connected by bus and train to all major towns. Their forests are located in various suburban villages surrounding the town.
