Introduction: The Government of India and Government of Tamil Nadu have requested Asian Development Bank (ADB) to provide loan fund via a Multi-tranche Financing Facility (MFF) to improve the tourism sector in the state of Tamil Nadu. The ADB has agreed to make to the Government of India, GOI (Borrower) the loan on the terms and conditions set forth in the Loan Agreement, but only on the condition that the proceeds of the Loan be made available to the State and through the State (Government of Tamil Nadu) to Tourism Department (DOT). DOT is the Executing Agency (EA). 1.1. Brief Project Description: The India Infrastructure Development Investment Program for Tourism (the Investment Program) envisages environmentally and culturally sustainable and socially inclusive of tourism development in the Tamil Nadu State as Tranche-IV. The project is implemented all over the State and the construction subprojects that have total eight ADB-approved Initial Environment Examination (IEE) reports (Table- 1 & Figure-1). The location of each subproject is given in Annexure-1. The core objective of the project is to improve the service for tourists by improves the connectivity between the tourism places, quality enhancement of natural and cultural attractions with the help of local community participation. As per the ADB‟s Safeguards Policy Statement (SPS), 2009; the eight subprojects out of 14 subprojects were categorized as „B‟ and have the IEE reports for environmental impact assessment, planning and mitigation of adverse impacts of the project on the environment. The parameters identified as environmental performance indicators are (i) Compliance with environmental management and monitoring plan (ii) Compliance with the State /National/ local environmental regulations and (iii) Monitoring of ambient air quality, water quality and noise levels and comparison with environmental quality of prescribed State /National Standards. 1.2. Project Progress Status and Implementation Schedules: The overall project progress is in three phases are pre-construction phase, construction phase and post-construction phase. Presently, six out of eight subprojects that need to implement the EMP as per IEE are in the construction 4 phase in the June-2019 (Table-2) as per the agreed milestones. Accordingly, the site-specific EMP‟s are implemented as per schedule.
