1 Capacity to Organise WWC&E 2020

Denmark has strong Governing Membership and Organising Committee with solid organisational resources. Both the local country committee and the city of Copenhagen has extensive experience in organizing large complex congresses. The Danish host committee is comprised of representatives from all sections of the water industry that strongly supports the candidature. A substantial amount of sponsorship has already been secured.

Host association and Host Country Committee Denmark has a well-established IWA National Committee (IWA DK) and a long history of taking active part in several IWA fora such as the Governing Assembly, the Board of Directors, the Strategic Council, Programme Committees as well as Task Groups and Specialist Groups. Pioneers in the area of water treatment such as Poul Harremoës, Mogens Henze, Peter Steen Mikkelsen and Per Halkjær Nielsen were, and still are, internationally highly respected water specialists contributing to the IWA knowledge base and activities.

The Danish National Committee comprises 30 members broadly covering the water industry: utilities, consultants, manufacturers/suppliers, government and research/academic in both the water supply and wastewater sector.

A Host Country Committee has been established with supplementary members representing organisations needed for a successful planning and conduct of IWA World Water Congress and Exhibition 2020 (WWC&E 2020) in Copenhagen. Most members have already well established business relations across the world and offers a global outreach. The Committee has a high interest in bringing the WWC&E 2020 to Denmark to extend these relations.

As Congress President for the WWC&E 2020 in Copenhagen, the host association would like to propose Anders Bækgaard, CEO, VCS Denmark, who

will be fully committed to this honourable task. Please find Mr. Bækgaards CV in the appendix.

The organisation and roles as specified in the IWA Guidelines for Host Country and Venue Proposal are acknowledged foreseeing a conduct under the auspices of the IWA Board of Directors, but delivered through a close cooperation between the Executive Director and his team with the Host Country Committee. There are several examples where such good cooperation has been successfully conducted in the past.

Previous experience from other congresses The Danish capital has been host to a large number of high profile international conventions within numerous fields. It has demonstrated its ability to organise large-scale events and has professional congress organisers with substantial national and international experience.

Copenhagen is a knowledge magnet, and the mass of knowledge possessed by the city’s universities and many companies is one of the primary explanations why so many corporations and associations have chosen Copenhagen over the years as the host city for their conferences.

A high number of IWA (and earlier IAWQ, IAWPRC, IAWPR) specialist conferences have been hosted in Denmark and with a very long time record reaching back to the earlier IWSA, IAWQ, IAWPRC and IAWPR times. As expressed in the wise African pro-verb: “he, who stands on the shoulders of his ancestors, stands the tallest”.

It is characteristic that the early initiatives from conferences held in Denmark decades ago are still as a direct continuation or taking new forms:

• The series of “Kollekolle Seminars” on Wastewater Treatment Modelling has continued in the IWA/WEF WWTmod seminar series, next to be held in Annecy, France in 2016.

• The IAWQ series on Hazard Assessment and Control of Environmental Contaminants in Water is now continuing as the IWA Micropol & Ecohazard conference series, next to be held in Singapore this year.

• The 1st Water & Energy conference is continuing as a biennial conference series within the IWA Water, Climate and Energy Programme. The most recent conference was held in Mexico in 2014.

The water utilities are represented by Danish Water and Wastewater Association (DANVA) and in addition, utilities from Copenhagen, Aarhus, Odense, Kalundborg and Middelfart are individual members of the Host Country Committee.

DANVA is strongly involved with IWA and have good experience with and knowledge of IWA practices and procedures. DANVA is performing both the chair and secretariat functions for the Danish IWA National Committee through Helle Katrine Andersen, Chair, and Birgitte Skjøtt, Secretary. DANVA is a member association for Danish utilities and also facilitates the link between IWA and utilities in Denmark and the Nordics through well- functioning cooperation with sister associations.

Consultants, manufacturers / suppliers

The companies provide consultancies, manufacture products and supply technology for the water sector, and major water users are represented in the Host Country Committee by the organisations Danish Water Technology Group (Danish Export Association), Danish Society for Wastewater Technology, Confederation of Danish Industry and State of Green.

In addition, several globally acting companies are represented individually.

Government

The Ministry of Environment and Food, The Ministry of Foreign Affairs of Denmark and the Capital Region of Denmark are strongly supporting a WWC&E 2020 in Copenhagen.

The City of Copenhagen is represented directly in the Host Country Committee.

Research / academia

The Technical University of Denmark (DTU) and Aalborg University (AAU) will continue their already high support to IWA activities. The "Water DTU" center, currently including 14 DTU departments, will facilitate the contacts to leading science organisations in, e.g., chemical engineering, computing science, energy, nanotech, and space technologies of relevance for WWC&E 2020.

In addition, University of Copenhagen, being a leading actor in integrating climate change adaptation measures with city planning, as well as VIA University College, Horsens, who have initiated “supply engineering” educational programmes have joined the Host Country Committee.

Energy Sector

The Danish Energy Association and the Danish District Heating Association support WWC&E 2020 in Copenhagen.

The 1st IWA Water & Energy Conference in Copenhagen 2009 provided a bridging between the two sectors, which has been further developed during the continued conference series.

Major water users

Major water users in Denmark have a high level of awareness about water and energy perspectives in production and have achieved significant results in terms of water and energy saving.

The Confederation of Danish Industry strongly supports the conference and will ensure contributions from major water users.

International Organisations

Copenhagen is host to a number of international organisations. The newly built UN-city was opened in July 2013 by the General Secretary of UN, the Danish queen, the prime minister and ministers of foreign affairs and international development. The building is in itself a show-case of green solutions such as collection of rainwater for toilet flushing, sea-water based cooling, green roofs and solar panels.

The UN-City in Copenhagen houses offices for the following UN Organisations:

The European Environment Agency (EEA) is also located in Copenhagen. UN, EU and other international organisations will be invited to give input at a later stage in the WWC programme planning.

City Planners

International Federation for Housing and Planning, which is located in Copenhagen, strongly supports the WWC&E 2020 in Copenhagen.

Through international research projects and activities on urban water, such as C40 and ICLEI, Danish government bodies, researchers, consultants and other companies have developed cooperation with architects and city planners and their perspectives will be integrated into the planning of the WWC&E 2020. The Danish Town Planning Institute also supports the WWC&E 2020 in Copenhagen.

The research and development cooperation between Copenhagen University Landscape Architecture and Planning in applying concepts for "Blue, Green and Grey" solutions in urban landscapes during the last decade will also contribute to liaise with the educational institutions for city planners around the world.

NGOs

The involvement of NGOs with European / international scope will be considered in coordination with the Joint Organising Committee.

NGOs representing consumers and environmental protection interests, water and development issues, e.g. Danish Nature Conservation Society, CARE, DanChurchaid, CARE Denmark, Greenpeace or Engineers Without Borders may provide valuable inputs to the World Water Congress and Exhibition.

As an example, the Danish member organisation (IUG) of Engineers Without Borders have conducted several projects in all parts of the world helping victims of natural disasters. Many of these projects have focus on water and sanitation – and building further liaisons with IWA may be of mutual benefit.

Good financial sponsorship prospects On the background of the indications of commitment of more than 1.4 million EURO currently received from the potential sponsors, we are convinced that we will achieve financial sponsorships meeting the expectations of IWA.

The Host Country Committee has established a dedicated sponsor group with members from utilities, industries, consultants, organisations and academics.

The sponsor group has reached out to a large range of potential sponsors from the Danish water sector and have at this stage numerous indications of commitments to financial support. See signed sponsor letters in the appendix.

DANVA as the secretariat for the IWA National Committee has signed a contract for a sponsorship of 67.000 EURO in cash support and 268.000 EURO as in kind support to assist in the organizing and marketing of the congress in the years up to the Congress and Exhibition event 2020.

Copenhagen Convention Bureau will support with a range of services in the planning and execution of the congress.

Conference theme; Water for smart liveable cities Selection of Congress theme and thematic programme will be finally decided at a later stage and in close cooperation with IWA. At this point the topic “Water for smart liveable cities” is proposed as it is in accordance with IWA programmes and activities. Many specialists from Danish universities, knowledge institutes, utilities and private companies are active not only within IWA Specialist groups, but are internationally recognized and have a broad global engagement. The Danish YWP will contribute to the conference by delivering an attractive technical and social program for YWP delegates as well as a recruitment platform.

Water for smart liveable cities In order to share our results and facilitate global knowledge sharing, the Host Country Committee proposes Water for Smart Liveable Cities as the overarching topic for the IWA World Water Congress and Exhibition 2020 as:

• Urbanization is growing at global level and by 2020 far more than 50% of the global population is living in cities

• Cities are centres of education, production, development and growth, but also of production of waste and use of resources such as land and water

• Cities are facing severe challenges such as water scarcity, water pollution, climate change and poor water governance

• The topic is highly relevant for main IWA Programmes such as Cities of the Future, Urban Sanitation Initiative, Water, Climate and Energy

• Copenhagen and Denmark is a living lab for urban water solutions, many of which are reachable within a days travel

• Denmark has achieved significant results within urban water management, and we have developed governance systems, technologies and tools that can help other countries overcome challenges and improve urban water management.

Connecting with IWA Programmes and Specialist Groups

To achieve a successful Congress within the above topic it is crucial to liase, already in the planning phase, with the IWA Programmes, Forum’s, Specialist Groups, Task Groups and Clusters to obtain inputs on thematic programme priorities, a good feeling of joint ownership and willingness to take part in review processes, respectively. The current programmes – as illustrated – are not static; new initiatives may arise in the coming years and some of the current groups may terminate or merge into new clusters.

The WWC&E 2020 thematic programme will build on good experiences from past WWCs and adjust based on lessons learned. A good mixture of high-level key-notes and panels, 14 parallel sessions with sessions on prioritized topics organised with input from the IWA Programmes and Specialist Groups / Clusters and certain tracks / sessions will be reserved for Forum’s of confined stakeholder groups. A good coordination with other IWA conference series may also facilitate a certain continuity and development of priority areas in the thematic programme.

The Host Country Committee proposes a specific session within the World Water Congress and Exhibition targeting the water-related parts of the EU Framework Programme for Research and Innovation “Horizon 2020”, which will be close to conclusion of several very large projects.

Many specialists from Danish universities, knowledge institutes, utilities and private companies are active in IWA. Presently, there is Danish involvement in the Steering Committees of the Water, Climate and Energy Programme (Peter Steen Mikkelsen) and of the BioCluster (Per Halkjær Nielsen), as well as the management committees of a range of specialist groups including Urban Drainage (Karsten Arnbjerg-Nielsen) and its Sewer Systems and Processes Working Group (Ole Mark and Jes Vollertsen).

Active water professionals from the Danish water industry, including research /academia will be able to provide important connections between the scientific and professional activities of IWA and the WWC&E 2020, including ensuring a broad range of submissions to the technical programme, as well as proposing workshops and short courses.

Water professionals in Denmark, in particular from universities are active not only within IWA Specialist groups, but are internationally recognized and have a broad global engagement. Danish researchers are teaching internationally, not only in Europe, but also in e.g. China and Australia, and many international students and engineers take their PhD’s from Danish universities. Danish technologies and science is known throughout the world and will attract participants to the WWC&E 2020.

Young Water Professionals

The young water professionals is an important segment in the WWC&E 2020. Not only will the WWC&E 2020 bring the IWA network and knowledge platform close to the well-established Danish YWP community, the WWC&E 2020 also has the potential to attract skilled young workforce to the Danish water sector. YWP provide WWC&E 2020 a link between all actors within the Danish water sector and the YWPs, both in Denmark and abroad.

During WWC&E 2020 the Danish YWP program has two overall goals:

- To deliver an attractive technical and social program where YWPs have a chance to network, discuss, present to and learn from fellow YWPs from all over the world. The program will be developed both as a parallel to and an integrated part of the official conference program. YWP will be invited to co-chair sessions and to host YWP technical and scientific sessions.

- To deliver a recruitment platform, partly integrated with the IWA mentoring program and partly with representatives and employers from the Danish water sector. This platform will enhance the IWA mentoring program, but also provide an opportunity for the Danish water sector to attract a skilled workforce and for the YWPs to connect to potential employers and mentors, both from Denmark and abroad.

Securing continuity between IWA congresses Within the proposed topic it is possible to secure continuity between the conference in Copenhagen and previous and future IWA activities. The host country committee proposes to highlight three features to secure the legacy of this event for future IWA activities: an urban water charter, a water and energy charter and a platform for securing recruitment in the sector.

The IWA WWCs provides scene for highlighting certain milestones / achievements from previous congresses and “lighthouse projects” such as The Bonn Charter for Safe Drinking Water, developed jointly with WHO and the recent Lisbon Charter on Guiding the Public Policy and Regulation of Drinking Water Supply, Sanitation and Wastewater Management Services. It will be a priority in the WWC&E 2020 Programme to provide space for follow- up sessions on previous legacy work, e.g., the Lisbon Charter and any other relevant initiatives conducted on the way to 2020.

At this point three legacy options are proposed for the WWC&E 2020 closely related to Water for Smart Liveable Cities. The legacy from WWC&E 2020 in Copenhagen will be developed in close cooperation with IWA.

1. Urban Water Charter

Among IWA programmes mostly related to the topic of the conference, Water for Smart Liveable Cities, are the Cities of the Future, the Urban Sanitation and the Water, Climate and Energy Programme. The IWA Congress in Copenhagen will connect and include the programmes and their experiences in the implementation of the congress.

An Urban Water Charter has been proposed to be launched in 2016 as an element in the global endeavours to improve urban water management. The WWC&E 2020 Conference with Water for Smart Liveable Cities as a topic can function as an important stepping stone in the process towards improving urban water governance to follow up from previous events and prepare discussions towards World Water Forum in 2021.

Through the regional preparations for World Water Forum in 2015 Danish water sector stakeholders engaged in a global urban water dialogue. Our conclusions were handed over to the thematic Water in Cities session led by IWA and UN-Habitat and we will contribute to further work on this topic.

Linking with relevant IWA programmes and similar initiatives like the OECD Water Governance Programme can be included in the preparations, implementation and follow-up from the 2020 Congress. We will also link to discussions at other conferences and events like the World Water Week in Stockholm, the Amsterdam International Water Week or the World Water Forum.

2. Water and Energy charter

An update and expansion of the IWA Water and Energy Declaration can be developed as a legacy document outcome of the 1st IWA Water & Energy Conference in Copenhagen 2009 with an expansion to include the water, food and energy nexus in the context of climate change. This will be discussed with the IWA Water, Climate and Energy Programme and an upgrade to a charter is proposed for WWC&E 2020.

In addition, it will be a priority in the WWC&E 2020 Programme to provide space for follow-up sessions on previous legacy work, e.g. the Lisbon Charter and any other relevant initiatives conducted on the way to 2020.

3. Securing recruitment

It is recognized by several water utilities that recruitment of qualified staff at operational level will be a challenge for the future. In consequence a new education initiative in Denmark, VIA University College has developed courses targeted for crosscutting disciplines of technical, practical and administrative character to fulfil such needs. This may also be attractive for foreign students and vice versa, there may be an interest to establish cooperating relationships with similar institutions in other countries.

Focusing on recruitment activities in the years leading up to the WWC&E 2020 (starting in 2016) and at the event we propose via the YWP program to launch an educational program. This will include a diverse technical and scientific

program of international summer schools for university students and summer camps for high school students. Summer schools/camps will be hosted by selected academic institutions in Denmark and developed in close collaboration with the international industry partners. Participants in the summer schools/camps will get an opportunity to become a special part of the YWP program at the WWC&E 2020 and will get an opportunity to reunite with both YWPs and representatives from the Danish water sector at the WWC&E 2020 recruitment and mentoring activities.

3 Attraction of the Venue to Overseas Delegates

Denmark has a long history of water and a remarkable tradition for sustainable solutions. WWC&E 2020 delegates will have an unparalleled opportunity to visit and explore this living water laboratory and at the same time share experiences and engage in a global discussion on smart solutions, integrated approaches, challenges and means to improve urban water management. All taking place in – and around a city that has thrice been voted ‘World’s most liveable city’ thanks to its easy access, clean harbour, excellent infrastructure, stunning architecture and world class gastronomy.

Denmark as a living laboratory for water solutions

3.1.1 Summary Getting access to the Danish magnitude of water solutions will be a key attraction for visitors to WWC&E 2020 in Copenhagen. Visitors can drink our tap water and witness the water quality of our harbour baths and they can learn about the results in water and energy efficiency from a sector, where utilities, technology providers, city planners, architects and engineering companies are working jointly to promote integrated solutions and securing liveable cities.

Being a global leader in water solutions the Danish companies are looking forward to share with our visitors how climate change adaptation in Denmark goes hand in hand with urban development, how we have developed our drinking water supply based entirely on groundwater, how we have managed to decouple water and energy consumption from economic growth and many other examples of smart solutions.

sessions and at the exhibition, where we will use newest, interactive means to present our experience.

The Danish water sector is truly global and our solutions have been tested by Danish consulting companies and technology providers all over the world as well as by their many subsidiaries securing international expertise within water management in Denmark on issues such as industrial water use, wastewater treatment, and aquaculture and software systems for water handling.

Denmark is a well-known supporter of water as an important element in development assistance and for global organisations working to improve water and environment at all levels such as UN organisations and the C40 cooperation. We will cooperate with these organisations to secure the success of WWC&E 2020.

In Denmark, as in the other Nordic countries, industry, knowledge institutions, public authorities and citizens have a long tradition of working together towards a common objective – also when it comes to water and environment.

Successive Danish governments have addressed using our limited natural resources efficiently. Some of the effects of this decision are that the water in the harbour of our capital, Copenhagen, is so clean that people can swim in it, and our tap water is as pure as spring water.

Several climate change adaptation solutions have been implemented and can be seen well architected into the urban landscape.

In Denmark we aim for safe and effective water solutions, where we use innovative and smart solutions to develop the wealth of our societies, while maintaining respect for communities, environment and water resources.

We aim to share our knowledge with water stakeholders all over the world and inspire mutual exchange of experiences, as we are already doing today through various forums for international cooperation such as IWA, EWA and C40.

3.1.2 A brief history of water in Denmark With a coastline of 7.314 km’s and 406 islands, water is a defining feature in Denmark’s past and present. It has always been significant for industries, transport and living conditions in Denmark. The large cholera outbreak in 1853 with more than 7.000 dead in Copenhagen created a need for healthy water supply and efficient sanitation solutions, and in the following years, large underground sewer systems replaced wooden pipes and open sewers.

The birth of modern, urban water supply in Denmark was seen the same year, when the city of Odense constructed the first public water work in Denmark. From that time on, constant research and innovation has led us to a stage, where we now have highly efficient wastewater treatment plants and where 90% of the Danish households are directly connected to one of our more than 1400 treatment plants and the nutrient emission intensity for the domestic sector is among the lowest in Europe. The Danish Water Action Plan (1987) was the first of its kind in Europe to introduce national criteria for nutrient removal in wastewater treatment plants.

Denmark’s development over one and a half century may be of inspiration to other countries.

Water use in Denmark

5.5 million inhabitants in Denmark consume on average 107 litres of water per day. The consumption has decreased 15% over the last 10 years. All supplied water is extracted from groundwater and is of a very high quality.

The price for water is amongst the highest in Europe as we pay on average €8 pr. m3 of water. This price also includes urban drainage, wastewater treatment and taxes. In Denmark, we have a very low rate of water loss in distribution networks – on average 5-7 % due to efficient water leakage management, energy efficient pumps, smart metering schemes, monitoring systems and other innovative technologies.

Danish water policy receives popular support. It has contributed to good results based upon a high level of awareness about water and environment.

3.1.3 Integrated urban solutions The urban population all around the world is growing. Cities will need to invest in water supply, in wastewater treatment, storm water drainage and, in some cases, in coastal protection. Integrated approaches incorporates new blue and green structures in urban development and water becomes a valuable asset. Smart integrated solutions developed in a dialogue with citizens, have resulted in Danish cities incorporating green and blue solutions; being more liveable and more resilient to climate change.

An example is the Climate City of Middelfart. Using an innovative dialogue- based approach already presented at the IWA/TRUST Conference on 28-30 April 2015 in Germany, ‘The Climate City’ focuses on developing innovative solutions that integrate both climate adaptation and urban design through focus on multifunctional design of urban spaces and structures. It is likely to become part of an IWA compendium on Urban Water Management within the Cities of the Future Programme.

We aim to share our experiences and engage in a global discussion on smart solutions, integrated approaches, challenges and means to improve urban water management. When you participate in the WWC&E 2020 you will get access to the knowledge of Danish companies, our subsidiaries as well as our global experience and networks.

Climate change adaptation, flood prevention and cloudburst management and water in the urban landscape

Copenhagen experienced cloudbursts and severe flooding in 2010 and 2011. The city has now developed an ambitious climate change adaptation plan. It contains dynamic analysis of flood risk from high sea levels and heavy rainfall, proposals for integration with urban planning in existing and new urban areas, as well as proposals for dams, dikes, sluices, canals, and other structures that protect against flooding.

Based on economic analyses of the consequences of flooding the plan identifies appropriate interventions and timing for measures to avoid or reduce damage to infrastructure, water supply, people and buildings.

Interventions are now implemented in Copenhagen and can be visited in 2020. Green roofs are constructed along with storm water roads that can absorb water or lead it to the harbour. Parks, playgrounds and other infrastructure is integrated in the storm water management of Copenhagen.

Safe and reliable water supply based entirely on groundwater

Water supply in Denmark is based entirely on groundwater. An ambitious groundwater protection programme laid the foundation for the groundwater expertise of Danish companies. This expertise, which includes establishment of site-specific groundwater protection, surveying technologies, software tools for integrated water resource modelling and decision-making systems, is in global demand.

Groundwater can be located efficiently with airborne geophysical mapping, and groundwater management can be achieved sustainably with groundwater modelling technologies and monitoring systems that guards against over- extraction from the wells.

Danish groundwater knowledge has been shared internationally and in countries like Senegal, Thailand and Malaysia we have supported groundwater mapping, modelling and data management.

Water and Energy efficiency in water supply and industries

Denmark was severely affected by the oil crises of the 1970s, but took a new direction to meet its growing energy needs while, at the same time, taking care of the environment. Water and energy efficiency, waste and resource management is deeply embedded in Danish society.

Economic and environmental policies go hand in hand. Since 1980, the Danish economy has grown by almost 80% without an increase in gross energy consumption and with a significant decrease in water consumption. The decoupling of energy consumption and economic growth has been secured with innovative water and energy-efficient solutions. Today we are building waste water treatment plants that are net energy producers.

3.1.4 Solutions of high technical standards easily accessible From previous IWA WWC&Es it is well-known that most of the delegates have a technical-scientific background and interest. But the recent trend in attracting more policymakers and e.g. city planners is expected to continue and can be further developed for a WWC&E 2020 venue in Copenhagen. The facilities operated by the main water utilities as well as several climate change adaptation solutions are accessible. This will allow delegates from the congress and exhibition to meet with counterpart organisations and their dedicated staff for “hands-on” discussions and lessons learned from long-term experience.

International development experience

For decades, Denmark has been among the frontrunners in terms of Official Development Assistance (ODA). As an element of Danish development assistance, Denmark has supported water-sector-programmes in numerous countries all over the world and provided development assistance to international and regional organisations.

Denmark supports international strategies to improve water management and has contributed to the work for a sustainable development goal on water. Denmark has also been in the forefront for international action on climate change, including water management in climate change adaptation and mitigation.

As an element in our international efforts to improve water management globally we are long-term funders of various international institutions such as:

The UNEP-DHI Partnership – Centre on Water and Environment, a United Nations Environment Programme centre of expertise established in 2001 and dedicated to improving the management of freshwater resources from the local to the global level.

UNEP DTU Partnership, a UNEP collaborating centre based at the UN City in Copenhagen. It is a leading international research and advisory institution on climate, energy and sustainable development.

Global Water Partnership, founded in 1996 to foster integrated water resource management (IWRM) globally. Is has a large network of national and regional water partnerships.

The Water Partnership Program (WPP), which supports the World Bank’s poverty reduction efforts by mainstreaming climate-resilient growth and pragmatic approaches in Water Resources Management and Water Supply and Sanitation.

Denmark has also assisted in improving water management at transboundary level by providing support to Nile Basin Initiative, Mekong River Commission, Zambezi Commission and the development of the SADC Water Protocol.

Many Danish experts have been working with and learned from solving water challenges jointly with these partnerships and organisations, who are now an important element in our international network.

Cooperation for cleaner technologies and transformation of production

Internationally, Denmark gives high priority to water and clean technology development.

Denmark has been an active supporter of a dedicated Sustainable Development Goal on Water as well as the importance of water related to climate change adaptation.

On behalf of the EU, Denmark leads the China Europe Water Platform, which promotes cooperation between Chinese and European partners on policy, business and research challenges related to water and green growth.

The Global Green Growth Forum (3GF) was initiated by the Danish Government in collaboration with the governments of China, Kenya, Mexico, Qatar, the Republic of Korea and a number of leading businesses and international organisations, to promote leadership in a transition towards green growth. Platforms and fora for discussions at political level on Global Green Growth may be established and linked to the IWA Cities of the Future programme prior to and during the WWC&E 2020 in Copenhagen.

Copenhagen cooperates with large cities e.g. Beijing and New York on urban water management. Copenhagen is also an active participant and member of the Steering Group of C40; a network of the world’s megacities that take action reducing greenhouse gas emissions by implementing smart and green solutions. C40 works with participating cities to address climate risks and impacts locally and globally – including water management.

A C40 forum may be conducted during the IWA World Water Congress & Exhibition in Copenhagen either as an individual forum or through the Cities of the Future programme strengthening the interlinkages between sectors and creating a link between the IWA Cities of the Future programme and C40.

3.2.3 Looking towards the future; the water sector in 2020 Preparing for future challenges is key to our current status of water management and we will continue to seek ways to adapt our management and

develop news solutions to facilitate this. New models of economic regulation, preparing for a fossil-free future and adapting to climate changes are important elements for future water management.

Development of the water sector – introducing an economic regulator

In Denmark, around 2,700 utilities supply water to 5.5 million consumers. Out of these, 80 municipally owned water utilities are supplying 2/3 of the Danish population with water. This decentralised structure grew out of the traditional user-ownership structures in the sector and the availability of groundwater as a resource that requires only little treatment of water. The sewage network and sewage treatment plants are owned by the 98 municipalities and in some cases there are inter-municipal partnerships. The wastewater sector is thus less decentralised than the drinking water sector.

With the goal to incentivise efficiency and consolidation in the Danish water sector, a water sector reform was passed in 2009. The reform entailed that municipality owned entities after January 2010 are mandatorily organised as public limited companies, or in a few cases like inter-municipal partnerships. The reform also introduced a new regulatory authority with the aim to set price cap (centralised) and perform benchmarking exercises. From 2011 and onwards, the tariffs are set by the water companies according to the Water Sector Act and the cap is set by The Danish Regulatory Authority for Water, which is part of the Danish Ministry of Business and Growth.

The tariffs for water and wastewater services cover the full costs for the operators, including investment costs and also environmental charges for water abstraction and emission of pollutants, respectively. For drinking water services, consumers pay a onetime connection charge and subsequently, a yearly composite fee (part variable and part fixed). For wastewater services, a onetime connection fee and a subsequent variable fee are always paid. In some cases a fixed fee is also charged.

Towards 2020, continuous demands on efficiency and decreasing water consumption will initiate further consolidation between cooperatives to meet customers’ demands on lower prices and better services.

Considerable experience has been obtained in the Danish water sector with water pricing based on full cost recovery and since the mid 1990's including resource costs (charge for water abstraction) and environmental costs (charge for pollutant emissions). This can contribute to debates and further developments in the context of the Water Regulators Forum, which was launched at the WWC Lisbon 2014.

Denmark as independent of fossil fuels in 2050

The Danish Government decided in 2013 that emission of greenhouse gasses in Denmark should be reduced with 40% before 2020 and with 80-95% by 2050. The government also decided that by 2050, energy supply, also for transport, should be based on renewable fuels.

Reaching this target will be demanding. Innovation and focus on energy efficiency in the water sector is important in order to do so. Around 30% of household energy consumption is used for heating water. Taking shorter showers and introducing more efficient household machines contributes to lowering energy consumption.

Large quantities of energy is used for pumping water in industries, water supply, sewage treatment and in households. The Danish company Grundfos has developed a circulation pump for households and other buildings like schools and hospitals that adjusts the pump curve and is able to reduce energy use with up to 75%. A combination of technologies, incentives, campaigns and policies is necessary to reach the 2050-target.

Climate is changing – and we will adapt to this

The projected climate changes will have an impact on us all. Water is one of the areas where we can expect significant changes. Dry regions of the world will become drier and wet will become wetter. We can expect more insecurity, more extreme events and more flooding.

Copenhagen has developed an ambitious Climate Change Adaptation Plan to ensure that the right investments are made and that investments can be an element in green growth. It is also important to establish greatest possible synergy with urban planning and flexibility in relation to changes in climate projection. Climate change adaptation measures must create value for the city people and businesses.

City planners, architects, consultants and utilities are working together and projects are now being developed to ensure a climate resilient city. Many of these will be visible in 2020, for instance the cloudburst roads and the storm water parks that are soon to be constructed.

The International Federation of Housing and Planning (IFHP) is located in Copenhagen, and an event could be conducted during the WWC&E 2020; bridging sectors and disciplines and bringing city planners and architects into sessions and discussions with water experts. IFHP has previously contributed to the IWA Cities of the Future Conference in Stockholm.

3.3.1 Copenhagen – One of the world’s most liveable cities No other capital city blends tradition with modernity, technology with beauty and efficiency with friendliness as seamlessly as Copenhagen. With a population of 1.2 million, Copenhagen is the largest city in Scandinavia. Though smaller than many other Northern European cities, the Danish capital has proven itself more than able to organise successful large-scale events in innovative and appealing settings. Copenhagen is compact, very walkable and has impeccable transport links.

Easy accessibility for international travellers, a low crime rate, super-efficient transport infrastructure, safety, cleanliness and a constantly expanding selection of world class hotels and restaurants are just some of the reasons why Copenhagen is continually ranked one of the world's most popular convention cities, as well as one of the most user-friendly capitals.

The Magnificent Royal Castles of North

Enjoy the beautiful Danish countryside north along the coast to Helsingør and Kronborg Castle - made famous as Elsinore, the setting for Shakespeare's 'Hamlet'. The tour continues to Frederiksborg Castle, one of Europe's greatest Renaissance palaces, home to Danish Kings since the middle of the 16th Century. On the way back to Copenhagen, the tour will visit Fredensborg Palace, the Queen's summer residence.

The Vikings and the Danish Kings and Queens

Roskilde is one of the oldest cities in Denmark. During the medieval period, it was one of the most important cities and trading posts in Northern Europe, as well as the seat of the Danish monarchy. Roskilde Cathedral has been the last resting place of Danish kings and queens since the 15th century and is listed on the UN's World Heritage List. The city is also home to the large Viking Ship Museum, with an outdoor shipyard that overlooks Roskilde Fjord.

The Royal Hunting Ground and Park - Dyrehaven

Dyrehaven north of Copenhagen in Klampenborg is a former royal hunting ground established by the Danish King Frederik III in 1669. It remained his private domain until being opened to the general public in 1756. Today it is a popular recreational area for picnics, jogging and cycling. Over two thousand deer still live here among the grassy plains and forests.

The Karen Blixen Museum

Rungstedlund, just half an hour north of Copenhagen, is the former home and workplace of Karen Blixen, author of Out of Africa and other well-known works. The museum includes a large exhibition about Blixen's life and works, a small cinema, a special exhibition room, a café and a large park. Behind the house itself there are forty acres of garden.

Louisiana - The Museum of Modern Art

Louisiana Museum of Modern Art is Scandinavia's largest. Located in idyllic natural surroundings beside the coast approximately forty kilometers north of Copenhagen, the museum's permanent collection of over 3,000 works features paintings and sculptures by some of the world's most famous artists - such as Picasso, Warhol, Giacometti and Moore - as well as special exhibitions on art, architecture, sculpture and design.

At 'Grenen' just north of Skagen you can see, by the crashing of the waves, how the seas of Kattegat and Skagerrak meet. This special light is created thanks to reflections from the sea around Skagen and from the many, kilometre-long white sandy beaches.

Skagen is a popular holiday-destination and several of Denmark's best-loved artists, such as P.S. Krøyer as well as Anna and Michael Ancher, have made their mark on this place. At the Museum of Skagen you can see some of their paintings exhibited.

The Old Town in Aarhus

The Old Town is a 5-star world-class experience with historical houses, gardens, exhibitions, shops, and workshops, and is under the patronage of Her Majesty the Queen. This outdoor museum is a living and breathing experience of what it was like to live and work in a Danish market town at the time of Hans Christian Andersen, where fairytale awaits just around the corner.

Fyn - The land of a hundred manors

Fyn is the third-largest island in Denmark with the ‘capital’ of Odense, where you can visit the home of the famous fairytale writer Hans Christian Andersen. Nowhere else in Denmark offers the same density of manor houses as Fyn and the smaller nearby islands of Langeland and Ærø. In all there are 123 manors and castles, and their extensive fields, woods, avenues and stone walls are a defining feature of the landscape.

Here you can visit the best-preserved Renaissance moat castle in Europe dating back to 1554; Egeskov Castle. Enjoy the castle itself and the beautiful gardens with the largest collection of Fuchias in Europe, the Renaissance Garden and the Willow Maze designed by the polymath Piet Hein.

Sweden - The Kingdom of Crystal

To add a sparkle to your visit in Copenhagen, try something different. Visit the fascinating and diverse "Kingdom of Crystal" in the province of Småland, Sweden. The region between Växjö ond Kalmar includes the famed Orrefors and Kosta Boda Glassworks. The Kingdom of Crystal consist of 16 different glassworks. Bella Center hosted the world's first certified, sustainable, international political summit: The United Nations Climate Change Conference, COP 15, attracting over 30,000 people in 2009. 5 No Entry Barriers for Bona Fide Delegates

The majority of the WWC&E 2020 congress participants will not need a visa to visit Denmark. The Danish Immigration Service publishes a regularly updated list of the countries for which Denmark requires a visa; persons whose country of origin is not on the list may stay in Denmark for up to three months without contacting the Danish authorities. Short stay visas covers the entire Schengen region.

Visa for Denmark and the Schengen Countries

Short Stay Visas A Schengen visa is issued for the purpose of a short stay (less than 3 months) in Denmark and other Schengen countries. Foreign citizens who are exempted from basic visa requirements can stay, but not work, in the Schengen region up to 3 months.

Normally, short stay visas issued by Danish missions abroad are valid for the entire Schengen region (Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden and Switzerland and Liechtenstein).

Visa applications are processed in direct cooperation between the Danish Immigration Service in Copenhagen and Danish missions abroad. Visa applications should be filed at a Danish mission abroad like all Embassies and certain consulates.

Congress participants must apply for visas in good time but at the earliest 3 months before the expected stay in Denmark at the Danish diplomatic and Consular Posts in their countries of domicile. A visa application can normally be processed anything from a few days to 10-12 days, but if it is complicated, it may take up to 5-7 weeks. If applying less than 14 days before departure, the Danish Immigration Service cannot guarantee an approval in time of the congress.

In general is it uncomplicated applying for a visa for a short stay in Denmark. In 2014 more than 102.000 visas were issued in the Danish Immigration Service and the Ministry of Foreign Affairs. Of these 99.000 were issued by the Danish missions abroad and approximately 3.000 by the Immigration Service.

6 Overall Affordability for the Delegates

Some perceive Copenhagen as an expensive destination. However, with inexpensive airfares, excellent public transport, short distances and favorable hotels rates, the overall delegate costs are kept down.

It is also worth noticing that the majority of hotels do include breakfast and Wi-Fi in their rates and that Copenhagen does not have a city or hotel tax, which has to be paid at the hotel. Furthermore, service is always included at restaurants, in taxis etc., and tipping is voluntary.

Budget Copenhagen To give an indication of the cost level for a delegate attending a congress in Copenhagen, the main expenses – travel and accommodation – has been listed below. To provide a realistic picture of the price level, the two examples are based on travel dates in September 2015, matching the dates we have proposed for WWC&E 2020 in Copenhagen.

7 Technical Facilities to Visit

During the IWA Congress, technical site visits will be offered to the delegates to nearby sites of relevance to the overall theme for the congress “Water for Smart Liveable Cities”. These tours will offer delegates the opportunity to take advantage of the lessons learned by leading Danish companies, utilities and institutions, enabling them to find inspiration and solutions to the challenges of their own industry and society.

Long track-record of organising technical site visits

Since 2008, the non-profit public-private partnership State of Green has arranged technical site visits to some of Denmark’s most advanced water and energy projects for more than 7,800 political and commercial decision makers from all over the world.

State of Green has a long track record of offering its expertise in arranging visits to relevant technical facilities during international conferences in Copenhagen. These include the European Wind Energy Association’s annual congress in 2012, Danish Maritime Days in 2014 and the European Climate Change Adaptation Conference in 2015.

State of Green offers these services complimentary to IWA.

Suggestion 1 - Copenhagen Harbour Bath

In just one decade, Copenhagen Harbour has been transformed from an industrial port to a vibrant cultural an social centre of the city. People can now swim and enjoy water playgrounds in the centre of the city. By modernising the sewage system, adopting a cleaning programme and diverting the local rainwater, the water quality improved so much that the City of Copenhagen was able to open a public harbour bath in 2002.

Protection against wastewater discharge during excessive rain is solved by integrated wastewater strategies and innovative technology. An integrated bathing water forecast system measures sewage discharge and dynamic hydraulic and bacterial models ensure that the water quality stays in compliance with the EU bathing water directive.

Suggestion 2 - Copenhagen’s first climate resilient neighbourhood

For the City of Copenhagen, adapting to climate change and developing an attractive and green city are two sides of the same coin. A good example of this approach is the city’s first climate adapted neighbourhood St. Kjelds Quarter. Here, greener streets, front gardens in full bloom, abundant wildlife and green solutions to lead the rainwater away from the neighbourhood are just some of the features currently being implemented as part of an urban redevelopment project.

Since the beginning of the project, more than 1000 m2 of asphalt has been replaced by hills and increased biodiversity. The area also features Copenhagen’s first local rooftop farm – a 600 m2 organic garden, five storeys above an old car auction.

Suggestion 3 - Treatment of hospital wastewater at the source

Hospital wastewater contains a complex mixture of hazardous pharmaceuticals, harmful pathogens and antibiotic resistant bacteria. These cannot be removed by conventional means of wastewater treatment. However, they pose a threat to public health, the environment and to people whose daily work brings them in close contact with the wastewater.

The wastewater treatment plant at Herlev Hospital in a Copenhagen suburb is the world’s biggest and most complete hospital wastewater treatment plant that treats all of the hospital’s sewage to almost drinking water quality, so it can be discharged directly to the small local stream or re-used as technical water at the hospital. The plant demonstrates a very cost effective solution for how problematic wastewater can be treated at the point of source at a significantly lower cost than the current fees for discharging to the public wastewater treatment plant.

Suggestion 4 - State-of-the art waterworks in Greater Copenhagen

The Greater Copenhagen Utility HOFOR provides 50 million m3 of water annually to about 1 million people in the Danish capital region. Its newest state-of-the art waterworks, which recently opened in the town of Marbjerg, belongs to a new generation of fully automated waterworks which will provide a model for future waterworks in Denmark when it comes to securing high standards of drinking water quality and safety.

The waterworks is equipped with the latest food safety technology and can annually deliver 4.8 million m3 of pure drinking water to approximately 120,000 citizens across eight municipalities in the metropolitan area. It is also one of Denmark’s largest and most environmentally friendly waterworks. The waterwork is also part of a mutual back-up agreement between HOFOR and a neighboring utility to supply water to each other in critical situations and is a good example of how the Danish utilities cooperate across traditional administrative boundaries.

Suggestion 1 - Water efficiency through industrial symbiosis Industrial parks around the world have great potential for using water and other resources more efficiently. The city of Kalundborg hosts the world’s first integrated Industrial Symbiosis system and is a pioneering example of private enterprises exchanging residuals and byproducts from industrial production in closed cycles on a commercial basis. Savings are achieved by establishing shared water supplies and wastewater treatment plants. Furthermore, water and other resources is recycled between the different factories in the area.

The Kalundborg Symbiosis demonstrates that – with the right technology and treatment – wastewater from one company can be used as a resource in another company’s production. This is of special interest to food and beverage companies, since used process water can be sold on to industries with less strict water regulation. So far, water recycling and reuse have led to annual savings of 3 million cubic metres of water in Kalundborg.

Suggestion 2 - Wastewater treatment plant as energy factory Billund BioRefinery is a full scale demonstration plant showing advanced wastewater and biowaste treatment including recovery of energy and nutrients. On top of this, it produces a high effluent quality. At Billund Biorefinery, focus is on getting more out of less in terms of energy and resources from wastewater and biomass.

The plant consists of two treatment lines complementing each other: A wastewater treatment line and a biomass treatment line. These two treatment lines work in synergy: The wastewater treatment line is producing biomass as a result of the treatment process which is delivered as a co-substrate to the biomass treatment that is producing biogas for energy production in form of electricity and heat that is being sold on the public grid.

Abundance of interesting facilities to visit

The above tour suggestions are just a few examples of the interesting site visits, which are considered unique for the venue and surroundings, Denmark can offer as host of the IWA World Water Congress in 2020.

In addition, modern and highly automated wastewater treatment plants owned and operated by BIOFOS, a utility serving the Greater Copenhagen Region can be reached within 10 km from the Bella Congress Center.

Other sites could also include a tour of the Royal Playhouse, which is cooled by using seawater from the nearby Copenhagen harbor or a visit to ‘The Climate City of Middelfart’, which aims to be the most beautiful climate adaptation project in Denmark and which has previously been presented at IWA World Water Congress as part of the Cities of the Future programme.

The final programme for visits to technical facilities will of course be planned in close dialogue with the IWA.

Denmark - A Green Knowledge Hub Around 22,000 enterprises in Denmark produce and sell one or several green products, meaning that one in five Danish enterprises have green production. In 2010, green products accounted for 40% of turnover and employed 8.5% of the Danish workforce.

Low cost carriers at Copenhagen Airport Copenhagen Airport also cater for the low cost carrier and recently opened a new low cost carrier terminal. Copenhagen Airport has 80 low cost routes and currently low cost traffic accounts for 25% of scheduled services.

Connection airport to city center and Bella Center The city center is only 8 km or 13 minutes away by Metro or train. This is the fastest transfer time from airport to city centre of any European capital city. It is one of the most affordable too – a full fare ticket costs only €4,8.

A Train- and metro station is located within the airport, in connection with the arrivals terminal. The Bella Center has its own metro station and the airport can be reached in 12 minutes by public transport and 8 minutes by taxi.

Connection airport to major hotels The majority of hotels are located in the city center in walking distance from either a metro-, train station or a bus stop. Transfer time from the airport to city center is 13 minutes by metro or train.

AC Hotel Bella Sky (812 rooms), is connected to Bella Center, while Crowne Plaza (366 rooms) and Cab Inn Metro (710 rooms) are located within walking

Overland Access

Access by road Copenhagen is well connected to the rest of the continent by the major road networks of Europe, over bridges or with ferry services.

Access by rail Copenhagen is linked to the rest of Europe by rail with frequent connections to major cities in Europe. The Central Station is located within walking distance of a large number of hotels. The Oresund Bridge allows easy access to Sweden - With the fast rail link Malmø city centre is only 22 minutes away.

Transport within the city Copenhagen has one of the world’s best transport infrastructures. With multiple bus lines, a Metro, a local train network (S-train) and harbour busses, the city’s public transport is convenient and safe.

Copenhagen Metro and trains

The city’s modern and well-functioning Metro has twice been voted ‘The World's Best Metro’. Its high efficiency, security and general passenger satisfaction were among the reasons for the rating.

Copenhagen Airport has its own Metro station. The journey to the city centre by either the Metro or the overland train is only 13 minutes. This is the shortest travel time from an airport to any capital city centre in Europe.

The Bella Center also its own metro station named Bella Center. Transfer time to the heart of the city is only 9 minutes.

The Metro operates around the clock and runs every 90 seconds during peak hours. Buses and trains operate from 05:00 am to 01:00 am. However, during the weekends the S-trains run throughout the night. Night buses operate during the night all week.

Electronic Travel Passes for congress delegates

For international conventions and events you can choose discounted electronic Copenhagen Travel Passes. The Travel Pass can be used as often as necessary within the valid period day and night in bus, train, metro, and harbor busses. It even includes the airport-city center transfer.

Travel Passes can be booked individually through the registration system and sent directly to the delegates’ mobile phones. This minimises administration and ensures that delegates have their travel pass before arriving at Copenhagen Airport. An option for sponsor and group purchase is also available.

The current price for the Travel Pass is DKK 36/€4.8 per day /midnight to midnight (min. of 2 days purchase).

Road network

Copenhagen has a well-functioning road network with three ring roads and highways coming from North, West and South, and a highway running East connecting to Sweden via the Øresund bridge.

The Bella Center is easily accessible by E20. Exhibitors and delegates arriving by road can reach the Bella Center by highways, without going through the city center.

By bicycle

If you prefer to experience the city the Copenhagen way, you should get on a bicycle. Copenhageners love to cycle; 55% of the population commute by bike every day. The city has an extensive and well-functioning bicycle infrastructure with 400 kilometers of bicycle lanes.

It is easy to get hold of a bike. Most bike shops and hotels offer bikes for rent, some hotels even lend bikes to their guests for free.

On foot

Thanks to its compact scale, Copenhagen is a true pedestrian paradise, and it is safe to walk around even at night.

The pedestrian shopping street, Strøget, is the world’s oldest and longest pedestrian zone. If you aren't tempted to stop at the many shops and cafes along its length, you can also just use Strøget to cross the city centre in less than half an hour.

Pavements, street crossings and pedestrian zones are extensive, which makes experiencing Copenhagen on foot extremely convenient. So, do make sure to bring your walking shoes!

10 Site Inspection

The Danish WWC&E 2020 host committee, Copenhagen Convention bureau and BC Hospitality Group hosted a site inspection for the IWA Executive Director, IWA Congress Director and IWA Exhibition Manager in Copenhagen from 5th-6th May 2015. The programme included a meeting with the Host Country Committee, the Danish water industry, the Ministry of the Environment, Bella Center and a HOFOR tour seeing some of the Copenhagen Climate Solutions.

For CLEAN, ensuring suitable water management is an area of strategic importance. Therefore, CLEAN have launched several initiatives aimed at developing and applying technologies and systemic solutions to a variety of water related issues. As the principal platform for sharing benchmark knowledge, the IWA World Water Con- gress (WWC) is of great interest to CLEAN partners and stakeholders. As such, CLEAN welcome and support the concerted Nordic proposal to host the WWC2020 in Copenha- gen.

CLEAN wish to contribute to the conference in Copenhagen by organising a side-event on the development of innovative measures to address specific water challenges. Preceding the side-event, CLEAN intends to chair a four-month process designed to address complex water challenges submitted by city-delegations participating in the WWC2020.

During this time, CLEAN will lead exploratory trips for stakeholders specially chosen from our national and international base of world leading experts to the cities that show the necessary political and financial will to address their water challenge. Guiding these exploratory trips will be methods of co-creation and competitive dialogue coined and thus far successfully administered by CLEAN to address complex, cleantech, societal challenges in particular.

At the side-event, CLEAN will disseminate the experiences gathered in the preceding pro- cess, to allow for similar innovative development of solutions for other water challenges.

The entire process, from screening relevant city challenges, building necessary relation- ships, identifying experts and realising the trips, to organising and executing the final side- event, will represent a total value of minimum 1,000.000 DKK.

Young Water Professionals Denmark (YWPDK) strongly supports Denmark’s bid to host the IWA World Water Congress 2020 in Copenhagen.

YWPDK is a recently established network within the IWA. The network has already proven an utter success, enjoying high levels of support from both the major players in the Danish water sector as well as the young professionals. Within the networks first year of existence, it has managed to organize an inspiring bike ride through Copenhagen in the name of water, a workshop to identify future water related challenges and a two- day conference for and by the Danish YWPs.
