The Space of Contested Jerusalem the Middle East, Has Been a City of Quarters
The Space of Jerusalem is regarded as one of the classic divided cities,1 contested by two peoples, Contested separated by ethnicity, nationality, language Jerusalem and religion, with concrete and visible fissures embedded in the urban fabric. The Wendy Pullan terminology is widely used, by the Conflict in Cities research team as much as anyone else; nonetheless, the complexity of a city like Jerusalem increasingly calls to question the term ‘divided’, with its implied sense of clearly separated sections or two halves roughly equal to each other.2 With respect to Jerusalem, what do we really mean by divided? And if it is a divided city, what form does this take today, for clearly Jerusalem is not the same city that it was in 1967. Over forty years of occupation have produced a situation where the Israelis and Palestinians do not have equal rights and opportunities, and confusion and shifting policies underlie the way the Entrance to the tunnel under the Hebrew city has changed over time. Significant historical residues are still in play in Jerusalem today, yet, much of what is understood as the city’s current urban space has been shaped by the conflict, and conversely, also impacts upon it. It would be fair to say that today the spaces which Israelis and Palestinians inhabit in Jerusalem are radically different from each other, although the divisions between them are not always simple or obvious. -

Jan. 3: Palestinian MK Ahmad Tibi joins hundreds of Palestinians marching toward the Al-Aqsa Mosque in the Old City of Jerusalem to mark the Prophet Muhammad's birthday. Jan. 5: Settlers tour Al-Aqsa Mosque compound while Israeli forces confiscate the IDs of Muslims trying to enter. - Around 50 Israeli forces along with 18 settlers tour Al-Aqsa compound. Jan. 8: A Jewish Israeli man is stabbed and injured by an unknown assailant while walking near the Old City’s Damascus Gate. No two humans perceive, experience, and form attitudes about the same phenomenon in exactly the same way. Individual demographics (sex, age) and group identity (culture, religion, ethnicity, political ideology) have been shown to have a profound effect on perception of phenomena; research has also focused on the effect of the physical environment itself. -

chapter 8 Jerusalem between Segregation and Integration: Reading Urban Space through the Eyes of Justice Gad Frumkin Y. Wallach Introduction Jerusalem is seen as an archetypal example of a divided city, where extreme ethno-national polarization is deep rooted in a long history of segregation. In this chapter I challenge this perception by re-examining urban dynamics of late Ottoman and British Mandate Jerusalem, while questioning the manner in which urban segregation is theorized and understood. In the past few decades, there has been a reinvigorated scholarly discus- sion of urban segregation, driven by the challenges of difference and diversity.1 Entrenched segregation between different groups (defined by race, ethnicity, religion or class), or the “parallel lives” of different communities, living side by side with little contact, are seen to undermine the multicultural model of the late twentieth century. At the same time, mechanistic models of integration through urban mixing are increasingly challenged, and it is no longer accepted as evident that segregation is always undesirable. Nor is it obvious that everyday contact between different communities necessarily helps to engender greater understanding and dialogue. Scholars have been debating how to locate the discussion of urban encounter and segregation in the lived experience of the city. Writing on this topic suffers from the idealization of urban cosmopoli- tanism, on the one hand, or, conversely, describing segregation in overdeter- mined terms. To avoid this double pitfall, closer attention to the historical and spatial context is necessary, as well as close examination of socioeconomic real- ities. 1 JERUSALEM: CITY OF DREAMS, CITY OF SORROWS More than ever before, urban historians tell us that global cities tend to look very much alike. For U.S. students. the“ look alike” perspective makes it more difficult to empathize with and to understand cultures and societies other than their own. The admittedly superficial similarities of global cities with U.S. ones leads to misunderstandings and confusion. The multiplicity of cybercafés, high-rise buildings, bars and discothèques, international hotels, restaurants, and boutique retailers in shopping malls and multiplex cinemas gives these global cities the appearances of familiarity. The ubiquity of schools, university campuses, signs, streetlights, and urban transportation systems can only add to an outsider’s “cultural and social blindness.” Prevailing U.S. learning goals that underscore American values of individualism, self-confidence, and material comfort are, more often than not, obstacles for any quick study or understanding of world cultures and societies by visiting U.S. student and faculty.1 Therefore, international educators need to look for and find ways in which their students are able to look beyond the veneer of the modern global city through careful program planning and learning strategies that seek to affect the students in their “reading and learning” about these fertile centers of liberal learning. As the students become acquainted with the streets, neighborhoods, and urban centers of their global city, their understanding of its ways and habits is embellished and enriched by the walls, neighborhoods, institutions, and archaeological sites that might otherwise cause them their “cultural and social blindness.” Jerusalem is more than an intriguing global historical city. -

Retail Prices in a City Alon Eizenberg Saul Lach The Hebrew University and CEPR The Hebrew University and CEPR Merav Yiftach Israel Central Bureau of Statistics July 2017 Abstract We study grocery price differentials across neighborhoods in a large metropolitan area (the city of Jerusalem, Israel). Prices in commercial areas are persistently lower than in residential neighborhoods. We also observe substantial price variation within residential neighborhoods: retailers that operate in peripheral, non-a uent neighborhoods charge some of the highest prices in the city. Using CPI data on prices and neighborhood-level credit card data on expenditure patterns, we estimate a model in which households choose where to shop and how many units of a composite good to purchase. The data and the estimates are consistent with very strong spatial segmentation. Combined with a pricing equation, the demand estimates are used to simulate interventions aimed at reducing the cost of grocery shopping. We calculate the impact on the prices charged in each neighborhood and on the expected price paid by its residents - a weighted average of the prices paid at each destination, with the weights being the probabilities of shopping at each destination. Focusing on prices alone provides an incomplete picture and may even be misleading because shopping patterns change considerably. Specifically, we find that interventions that make the commercial areas more attractive and accessible yield only minor price reductions, yet expected prices decrease in a pronounced fashion. The benefits are particularly strong for residents of the peripheral, non-a uent neighborhoods. This essay was written in the framework of my doctoral dissertation entitled: "The Jewish National and University Library 1945- 1955: The Appropriation of Palestinian Books, the Confiscation of Cultural Property from Jewish Immigrants from Arab Countries and the Collection of Books Left Behind by Holocaust Victims. Did you find your way to the grocer, your pages wrapping onions?1 When Khalil al-Sakakini, a renowned educator and Christian Arab author, fled his home in the Jerusalem neighborhood of Katamon, on 30th April 1948, one day after the occupation of the neighborhood by the Hagana forces, he left behind not only his house and furniture, his huge piano, electric refrigerator, liquor cupboard and narghila, but also his books. Like others, he believed he would soon return home. Nineteen years later, in the summer of 1967, Sakakini's daughter visited The Jewish National and University Library with her sister, and discovered there her father's books with the notes he used to inscribe on them. -

Faubourg princier, quartier arménien ou ghetto chrétien ? L’établissement urbain de New Joulfa dans la capitale safavide d’Ispahan (1605-1722). L’article examine les lieux d’habitation des Arméniens à Isfahan et dans le nouveau bourg de la Nouvelle Joulfa, un quartier résidentiel construit spécialement pour recevoir les marchands de soie de Joulfa déportés à Isfahan en 1604 par Abbas Ier (r.1587-1629). Ce quartier se trouve, non sans raison politique, face aux résidences des notables, souvent eux mêmes originaires du Caucase pendant ce règne, dans la nouvelle capitale d’Isfahan. Il est démontré que, contrairement aux villes arabes sous domination ottomane étudiées par André Raymond, comme Alep ou Le Caire, il n’existait pas un quartier arménien. À leur arrivée, seuls les marchands prospères s’étaient vus accorder le droit de séjour dans le bourg de la Nouvelle Joulfa, tandis que les artisans et les domestiques habitaient parmi la population musulmane d’Isfahan même. La Nouvelle Joulfa était strictement réservée aux Joulfains. Aux termes d’un décret, les musulmans, les missionnaires catholiques et les autres arméniens, n’étaient autorisés à y résider. Cette situation changerait vers le milieu du XVIIe siècle. Après 1655, ce qui était un bourg “princier” – car le prévôt des marchands de Joulfa provient, selon les sources, d’une famille considérée princière –, deviendrait un “quartier arménien”, les Arméniens d’ Isfahan, après avoir été chassés de la capitale, ayant été transférés vers le bourg.
