Issues Discussed by District Councils 2. The Administration’s response on harbourfront planning issues discussed by the following District Councils (DCs) and updated information on those issues are at Annex A: (a) Central and Western DC; (b) Wan Chai DC (c) Eastern DC; (d) Kwun Tong DC; (e) Kowloon City DC; (f) Yau Tsim Mong DC; and - 2 - (g) Tsuen Wan DC. Existing Arrangements for Planning and Implementation of Harbourfront Enhancement Works and Management of Harbourfront Facilities 3. On 1 April 2009, we established a new, dedicated Harbour Unit in the Planning and Lands Branch of Development Bureau. The main functions of the new Harbour Unit are, among other things - (a) to coordinate inter-departmental efforts on harbourfront planning; (b) to identify and implement short, medium and long term enhancement projects; and (c) to strengthen engagement of Harbour-front Enhancement Committee (HEC), DCs, harbour concern groups and the public in identifying and implement harbourfront enhancement projects. 4. Since the setting up of this new dedicated unit, we have been able to conduct more liaison and consultation with relevant parties and stakeholders, and speed up discussions and internal consultation process within the Government.

    Chapter 5 Provision of aquatic recreational and sports facilities Audit conducted a review to examine the provision and management of aquatic recreational and sports facilities by the Leisure and Cultural Services Department (LCSD) and to ascertain whether there were areas for improvement. Gazetted beaches 2. According to paragraph 2.4(a) of the Audit Report, a consultant, who carried out a coastal safety audit on the beaches of Hong Kong in 2000, had advised that the Rocky Bay Beach should be deleted from the list of gazetted beaches because of safety reason and low usage. However, the LCSD considered that de-gazetting beaches was a sensitive issue and decided not to take further action. The Committee asked about the sensitivity of the de-gazetting and whether the LCSD would de-gazette the beach. 3. In response, Ms Anissa WONG Sean-yee, Director of Leisure and Cultural Services, said that: - in deciding to close the Rocky Bay Beach because of its poor water quality, the Administration had considered whether the beach should be de-gazetted. At that time, the Administration was of the view that it should consider the development of the beach water quality. It was also concerned that the relevant District Council and beach goers might consider that they might need to observe the development of the issue for a period of time; and - taking into account the current situation of the water quality, the usage of the beach, as well as other factors, such as the usage rate of the Shek O Beach, the LCSD agreed in principle to Audit’s recommendation that the Rocky Bay Beach be de-gazetted.

The directions of summer winds are ranging from the East, Southerly quarters, and the West. There is a strong east-west channeling at/near ground level due to the surrounding topography. 0.2 Topography (a) For background wind coming from the northeast and southeast, the wind profiles and characteristics will be affected by hills. Turbulence and re-circulation of wind when it moves downhill towards the study area is expected.

Current works fronts and details of works in the District are Stage 4 Phase 1 as below: (a) Nam Long Shan Road (near Remex Centre, No.42 of Wong Chuk Hang Road) [52%] (to be completed in December 2020) [Status: The works on footpath have been completed and the works at Nam Long Shan Road are anticipated to be completed in the fourth quarter of 2020.]. 1 3. Proposed Addition of Lifts to HyD Progress for addition of lifts to footbridges and subways in the Southern District: Existing Footbridges and Type Location Progress Subways in the Southern (Structure No.) District (a) Wong Chuk Hang Road Flyover (H116) The Works Contract commenced on 25 near Nam Fung Road November 2015. The ramp retrofitting works were in conflicts with an existing 600 fresh watermain. The staircase was reinstated and opened to public on 18 January 2019.
