Stephen Lancaster was born in 1833 at , the sixth son of Jane nee TURNER and, John Lancaster. He was baptised at the Church of St Mary the Virgin, Blackburn, on 28 July 1833.

At the time of the 1851 census of , Stephen was aged eighteen and employed as a farm servant for Richard REDMAYNE, the owner of a 172 acre farm called Brownsand, near Slaidburn, West Riding, Yorkshire. Some time later he moved into Lancashire.

When he was aged 23 years he was living at Field House, Accrington, employed by William DEWHIRST as a Quarryman, and on 26 August 1856 he applied for an, assisted passage to New Zealand under the Colonial Government Immigration Scheme. There is a copy of his application form in the book "From bush to suburb, Karori" taken from the original held at that time by Gwen Newcombe. (note 2) There is also a copy in the Karori Historical Society files at Karori Public Library.

Fifteen days later on 10 September he was presented with a prayer book inscribed by the Reverend R N Featherston, Incumbent, George Carter, Superintendent, and the Male and Female teachers of the Sunday School of Christ Church, Accrington "as a token of their esteem upon his leaving to go to New Zealand" (note 3). He sailed from Liverpool, England on 5 November aboard the clipper ship, 'Indian Queen", arriving in Wellington, New Zealand on 31 January 1857. Stephen paid his Promissory notes. From March to December he paid 20/- each month to Henry Smith Agents. (note 4)

Jobs were abundant, and he secured work with the Wellington Provincial Council as Foreman of a road-building gang at Kaitoke and Pakuratahi, north of Upper Hutt. This road eventually became the present-day main road between Wellington and Featherston, and he also worked at Ngahauranga, Wellington, so next time you drive out of the Wellington region, remember your ancestor had a hand in building the roads.

Having paid his Promissory Bills enabled Stephen to take advantage of the opportunity to purchase 10 acres Section no.10 to the east of the main road Three Mile Bush (Carterton, Wairarapa), but it looks like he never took up this land.

During the month of November 1858 Stephen selected and paid for 120 acres of unsurveyed land in the Ohariu District. He paid £22 10s in cash and 75 acres in Corn Scrip. (note 5) This land was to become Section 40, Karori when the area was surveyed. It extended "from Karori Park up to Morley Street, and taking all the "Sunshine area" (note 6). At Karori the early settlers' main occupations were the cutting of timber, and the supply of poultry and dairy produce to the city below.

One year Later, Stephen Lancaster and Sarah Eagle were married on 5 November 1859 at St Peter's Church, Wellington by the Reverend Arthur STOCK. Their Application to marry was lodged four days earlier.(note 7). Sarah was living in Wellington, and Stephen in Karori, at the time of the application.

The Wellington Gazette of 1867 shows that Stephen. was granted 8 acres 2 Roods 39 Perches of land in the Wairarapa - Grant No. 2571 (note 8). As well as holding Section No. 10 (note 9) at Carterton he is also recorded as holding Section 45, this block was perhaps acquired through his wife Sarah Eagle, or it is this grant. On 22 May 1878 Stephen was granted 207 acres being Rural Sections numbered 227 and 228 on the plan of the Township of Fitzherbert, Manawatu. This land was leased to Anders Hanson IhIe on 23 February 1880, for a term of seven years. Norwegian A.H. 1hIe and his wife and 2 children had arrived at Foxton in 1871, and he is best known as the successful tenderer for erecting the 805 feet long Fitzherbert Bridge over the Manawatu River, which was completed in November 1877. (Note 10 ??) In October 1882 A Return of Freeholders of New Zealand records Stephen Lancaster holding 207 acres in the Manawatu County worth £81O.O.O., his land at Karori (Hutt County) was reduced to 57acres, and he also owned a town section in Wellington.

Public Office It is known that Stephen joined the Militia in the 1860s but not the actual date. He was appointed Lieutenant of the Karori Volunteers. The Militia was formed into six companies in August 1861 and the Karori and Makara area was Company No. 6.

He was a member and later Chairman of the Karori-Makara Highway Road Board, which he was instrumental in forming in the 1860s. He held the position of Chairman of the Karori School committee from 1872-1874, and continued to serve on the Committee after this time.

With Patrick Monaghan he represented Karori Riding at the first Meeting of the Hutt- County Council in the Courthouse, Lower Hutt At 12noon on 4 January 1877. He and four other Councillors were appointed as a committee to find a suitable meeting place and report back on January 16. Their choice of the Provincial Buildings in Customhouse Quay, was accepted and they continued there till April 1879. He also suggested the next venue the Toll house, Hutt. He was Chairman of Hutt County Council in 1880, and again in 1892.

In 1888 Stephen was a member of the District Hospital Board, and in 1899 a member of the Wellington Hospital Committee also known as Board of Hospital Trustees. (note 11) He was also a member of the Wellington Benevolent Institution Trust which administered the Ohiro Home and out-door relief. Its funds came from the Wellington-Wairarapa United Charitable Aid Board which levied local bodies for funds. (note 12)

Stephen represented Hutt County Council from 1880-1886 on the Wellington Harbour Board, which had its first meeting on 20 February 1880 in the Chambers of the Wellington City Council. Stephen attended regularly, and detailed articles reporting the Harbour Board meetings appeared each month in the Evening Post newspaper, with occasionally Stephen's name being mentioned.

One article of note from the paper of 18 April 1884 included "At yesterday's meeting of the Harbour Board Mr Booth gave notice of motion to the effect that six months leave of absence be given to Mr Stephen Lancaster who has left on a visit to Australia and Great Britain".

Stephen was appointed Lieutenant in the Makara Rifle Volunteers on 27 February 1880. There is a photocopy of his Certificate of appointment in the Historical files at Karori Public Library. The original certificate had been in the possession of Gwen Newcombe.

2 October 1891 the first meeting of the Borough Council of Karori was held in the Old School House, a building also known as the old chapel. Stephen had organised a Petition to form the borough and a copy of this is held by Archives New Zealand "Petition by Stephen Lancaster in favour of forming a borough in Karori 18 June 1891" File I.A. 1891/2598.

It has not been seen at this time. Stephen was elected first Mayor of the Borough Council. The Evening Post newspaper of Saturday 3 October 1891 gave a report of his address to the Council. Stephen offered a site free of cost, a level section, one quarter of an acre in area for the building of "accommodation for the transaction of the business of the Council".

On 29 September 1897 Councillor Lancaster moved seconded by Councillor Cook that a tunnel be adopted on the Karori Road. This option was recommended to the Council as there would be a danger of slips in an open cutting and the tunnel would be cheaper.

She married William Newcombe #470, married ABT 1894, b. 1863, d. 1944. William: !William was of `Newcombes General Store', cnr. Parkvale & Main Rds, Karori. ix. Ada Lancaster #308, b. ABT 1875, d. ABT 1945.

She married William Henry Young #478, married ABT 1895, b. 1864, d. 1940. William: !William took over `Donalds Tea Gardens' at Karori then moved to Rotorua where William worked for `Lands & Survey Dept' then for the `Rotorua Transport Co.' . x. Henry John "Harry" Lancaster #309, b. ABT 1877, d. ABT 1944. !Henry was a farmer of Glen Oroua and was interested in breeding jersey stock.

He married Agnes Mary "Zennie" Edwards #485, married ABT 1903. xi. Phoebe Lancaster #310, b. ABT 1879, d. ABT 1949. Pheobe was the scholar of the family being Dux at Karori School(1892) and won the Wgtn. Educ. Bd. scholarship that same year.

She married Charles Cathie #488, d. 1957. Charles: Charles worked in his family's clothing manufacturing company in Wellington.
