United Nations INTEROFFICE MEMORANDUM L TO: The Secretary-General DATES September 1998 A: EXECUTIVE OFFICE REFERENCE: THROUGH: S> Iqbal Riza OF THE SECRETAgY-glNERAL S'CDE: Chef de Cabinet FROM: Kensaku Hogen, Under-Secretary-General DE: for Communications and Public Information SUBJECT: OBJET: Coverage for Rwanda Tribunal I am pleased to report that the campaign DPI undertook to publicise the Rwanda Tribunal yielded^excellent results. Working intensively from Headquarters and from the global network of UN Information Centres and Offices, a large number of reporters, editors and editorial writers at the most influential media were personally contacted and a larger number provided with a succinct background feature pointing to the compelling nature of the judgements to be delivered. In addition, a major effort was made to encourage African and Africa-based correspondents of international media to attend the judgements in Arusha. The media coverage that resulted was exceptionally widespread, considering particularly the crush of other news connected to developments related to Russia, the financial markets, etc. The New York Times, for example, had a colour photograph and brief caption on its front page, and a lengthy inside story with another photograph in its 3 September issue. On 5 September, it carried a detailed story on the sentencing of the former Prime Minister, and there was also an editorial on the Tribunal. And in its 8 September issue, it carried an op-ed column on the Tribunal's work. Numerous other newspapers also carried multiple stories and editorials on the subject. Television and radio coverage, while harder to track, seem to have been also widespread. BBC-TV and CNN, for example, gave extensive coverage on both their international and national broadcasts, and the presence of Reuters TV and AP-TV should have resulted in substantial international coverage. The same is true of radio. A listing of newspapers which covered the Tribunal story_is_ enclosed. cc: The Deputy Secretary-General NEWSPAPER COVERAGE OF RWANDA TRIBUNAL JUDGEMENTS Preliminary list based on information received from UNICs by 8 September 1998 (Many of the newspapers listed below carried multiple stories as well as editorial comment on the judgements handed down on 2 and 4 September 1998.
