Solomon Head and Liberal Arts Professor of Communication Arts and Sciences iii ABSTRACT This thesis is an analysis of the public memory of Jimmy Carter and the way the historical resources of his presidency (including his perceived moral character) are interpreted and evoked as a shorthand for presidential failure by associating him with a rhetoric of weakness. Broadly, I consider the nature of presidential memory, asking how a presidency passes from history to memory. I suggest that presidential histories serve as inventional resources in the present, with rhetors evoking interpretations of the past as rhetorical appeals. These appeals are acts of memory, and analyzing how they function discursively and are deployed strategically draws out how presidential memory works and what implications it has to presidential rhetoric. The different strategies used in remembering the presidency of Jimmy Carter are useful texts for rhetorically critiquing this process because Carter is often deployed as a rhetorical shorthand, providing a representative example of interpreting presidential pasts. I begin by considering the evolving scholarship and historiography on Carter and conceptualizing how presidential pasts can be interpreted in the present through acts of remembering.

The general campaign will run from March through June. It will be based on the Class Agent system used so successfully by many other colleges and universities. Each class will have a Chairman who will be assisted by one Agent for every ten classmates. It will be the Agents who will be responsible for the general solicitation. Leadership gifts will be a vital factor in increasing dol- lars contributed. Under the Chairmanship of John C. Myers '42 the leadership gift phase of the campaign will be expanded. Alumni who contribute $100 to the Fund become regular members of the Hamilton Holt Club. Those who contribute $250 or more become Bronze Star Members.

    POLITICS OF SUBNATIONAL DEMOCRATIC CONSOLIDATION AND STATE PARTY ELITE ADAPTATION IN THE DEEP SOUTH, 1964-1980 by Ayako Hiramatsu A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland July 2016 © 2016 Ayako Hiramatsu All Rights Reserved ABSTRACT How do subnational authoritarian enclaves get reinstituted into national democracy and achieve democratic consolidation without a forceful purge of authoritarian holdovers from the seats of power after democratization? This dissertation investigates the democratic consolidation experiences of former segregationist one-party states of Alabama, Georgia and South Carolina from 1964 to 1980. Prior to democratization, the authoritarian enclaves had endured under three Democratic Party institutions: the national party conventions that nominated non-interventionist and enclave-outsider presidential candidates, the seniority rule for the congressional committee chairmanship and the state party disorganization. After 1964, the same state party elites who had defended the enclave autonomy sought to stay in power by influencing the national parties and the presidential elections. Combining the national party records, materials from the presidential libraries, state party leaders’ personal papers and other published sources, this dissertation examines the political adaptations of the state party elites in four phases of subnational democratic consolidation: the 1966 elections of the reactionary governors and their last defense of the enclave autonomy at the Democratic National Convention in 1968; the state level compliance of McGovern-Fraser Commission guidelines on the Democratic delegate selection process and party structure; the national Republican leaders’ interventions in the state politics during President Richard Nixon’s first term; and Jimmy Carter’s pre-presidential party reform in the Democratic National Committee and his presidential campaigns.
