Chapter 1: A Brief History of ATTU

Early in 1972, the formation of a new Asian Table Tennis body was the fruitful resul t o f the di scussion bet ween t he Ch ina an d T able Tennis Association during a v isit b y the Pre sident of Jap an T able Tennis Association, Mr. Koji Goto.

This i dea was agai n disc ussed am ong A sian A ssociation representatives during the 31st World Table Tennis Championships in Nagoya. J apan, and a lso duri ng th e A fro-Asian T able Tennis Friendship Invitation Tournament in , China. The proposal was well accepted.

In March 1972, representatives of the TTA's of China, DPR Korea and Japan m et specia lly t o t ake a n i nitiative i n c alling a Prepara tory Meeting in Beijing in order to meet in May of the same year as well as to affix their signatures for the invitation letters.

Accordingly, the Preparatory Meeting was held in Beijing in May 4th - 7th. 1972 at tended by 16 represe ntatives of Associations nam ely. , C hina, D PR K orea, , , Ja pan, K uwait, , , , , Palestine, , Sri L anka, a nd . In c ompliance wi th the s trong desire of th e delegates, t he Preparatory Meet ing was actually tur ned into the Inaugural Mee ting which resu lted in t he for mation of the Asian Table T ennis Uni on (ATTU) on May 7th 1972. The meeting adopted the communiqué and

1 the c onstitution an d wi th it, ele cted a leading body for th e Un ion. Subsequently th e First Asian Ch ampionships a nd the 1st ATTU Congress were held in Beijing in September 1972 and it signified the beginning of ATTU in the table tennis world.

Since then, the biennial championships and the congresses have been held successfully from 1972, beginning in Beijing (1972), Yokohama (1974), Py ongyang (19 76). K uala Lum pur (1 978). Calcutta (1 980). Jakarta (1 982), Islam abad (1984), Sh enzhen (1 986). Niigata ( 1988), Kuala L umpur (1990), N ew D elhi (1 992), T ianjin (1 994),Singapore (1996), Osaka(1998),Doha (2000) ,Bangkok(2003) ,Jeju(2005), Yangzhou(2007)and Lucknow(2009).

ATTU w as officially rec ognized by International T able T ennis Federation as a c ontinental b ody for A sia at its 33rd Co ngress in Calcutta. 1975. The ATTU Secretariat is located in Beijing where the President resi des. Sin ce its ince ption in 1972, ATTU has pl ayed a n important ro le of u nifying its members an d has s trengthened i ts position in ITTF by actively providing able leadership and farsi ghted programs. The First H on secretary General, the late Mr. Song Z hong had been i nstrumental i n making ATTU a very stron g ta ble tennis organization while the l eading organization of th e A TTU had als o made ATTU a wel l res pected c ontinental organization. From the 16 founding members, it has grown to have 43 members.

8 Chapter 3: Constitution

1. Name The U nion s hall b e named t he A sian T able Tennis U nion (hereinafter referred to as the Union). 2. Aims The aims of the Union shall be: (2.1) To e nhance f riendship am ong t he people a nd ta ble tennis players of the countries and regions in Asia and to de velop fr iendly ties b etween t he t able t ennis circles and players of As ia an d th ose of o ther continents. (2.2) To promote the po pularization, de velopment and advancement of table tennis in Asia. 3. Principles The a ctivities of th e Uni on sha ll be guided by t he f ollowing principles, namely: (3.1) Eq uality and mutual resp ect am ong all member associations, big or small. (3.2) Democratic consultation. 4. Membership (4 .1) Eligibility (4.1.1) Any member association of the International Table Tennis Fe deration i n t he Asian reg ion, which endorses t he a ims, object a nd principles of t he

9 union, m ay be a dmitted as a m ember of th e Union as provided in section (2). (4.1.2) Other table tennis associations in the Asian region, which sup port th e a ims and principles of t he Union, may be a dmitted as associate members of the Union as provided in Section.

(4.2) Application and Election: (4.2.1) Appl ications for membership and ass ociate membership shal l be made to th e ATTU Secretariat in writing on a form approved by the Council. (4.2.2) All a pplications sha ll b e su bmitted n ot later than six ca lendar months bef ore the date of the Congress meeting. (4.2.3) The Executive Board shall review all appl ications on behalf of th e Cou ncil and make recommendations to the Congress. (4.2.4) Appl ications for membership and ass ociate membership shall be considered by the next Congress Me eting a nd s hall be accepted if they receive the votes required under Article 7. (4.2.5) The Council may, by a two-thirds majority of the votes cast e lect a n appli cant to "provisi onal membership", whic h s hall en title th e member association t o atte nd t he n ext Co ngress Meeting without v oice or v ote: a nd t o c omplete in al l 10 events except Asian Championships. (4.2.6) An association under provisional membership may compete also in t he Asian Cha mpionships following admission into the Union subject to the consent of the Associ ation or ganizing these Championships; and provided that no vote is cast against i ts el ection t o provisi onal memberships and that the application is received not later than six calendar months before the opening date of the Championships. (4.2.7) The r epresentatives of a n association elected to membership at a Congress Meet ing s hall be entitled t o a ttend the meeting a nd to vote after election.

(4.3) Personal Honorary Membership (4.3.1) Officials who have given long, outstanding service to the ATTU may, upon retirement, be conferred a life-time title of Personal Honorary Members of any a ppropriate title by the C ongress on a recommendation by the Council.

(4.3.2) Person s so desi gnated sha ll b e e ntitled to attend Asian C hampionships with free hosp itality; an d to a ttend Co ngress Meetings wi th the righ t t o speak but not to vote.

11 (4.4) Subscriptions/Suspension and Termination: (4.4.1) Ea ch member associat ion shal l pay a n a nnual subscription of 200 U S dollars or the equivalent for ATTU and ITTF. (4.4.2) The first subscrip tion sh all be paid wi th the application f or membership and su bsequent subscriptions shall be du e on 1st July of each year. (4.4.3) A represe ntative of a n as sociation w hose subscription is in arrears s hall not be entitled to vote at a Congress M eeting, ei ther for his own Association or as a proxy; to serve on the Council or a Com mittee; or to p lay in Asian Championships. (4.4.4) An association which fails to pay its subscription for thre e s uccessive years sha ll be s uspended automatically from membership. (4.4. 5) An association w hich i s suspen ded fro m membership: (4.4.5.1) shall not ha ve the ri ght to enter or nominate players for a ny event held under th e ju risdiction o f the ATTU nor t o a ttend or be re presented at a Congress. (4.4.5.2) shall not b e l iable for su bscriptions during the period of suspension and

12 may be re-ad mitted to m embership on payment of par t or al l of the subscriptions previously d ue, a t the discretion of the Council. (4.4.6) An associ ation whic h seri ously an d pers istently fails to m aintain t he principles or adh ere to t he regulations and de cisions of the A TTU may be expelled by a majority of three f ourths of the votes cast at a Congress Meeting.

5. Organization of ATTU (5.1) Congress (5.1.1) The suprem e b ody of t he U nion sha ll be t he Congress of member associations. (5.1.2) The Congress sha ll generally be co nvened once every two years at the place decided for the Asian Championships an d d uring the period w hen th e championships are held. (5.1.3) with the consent of the C ouncil, an Extraordinary Congress may be convened to handle emergency matters. (5.1.4) t he quorum of the Congress sh all be ha lf of the total membership.

(5.2) Officers (5.2.1) The E xecutive C ommittee of ficers of the A TTU

13 shall b e a President, two d eputy Preside nts, Secretary General and the Treasurer. (5.2.2) The Executive Board shall include the members of Executive C ommittee, fi ve (5) r egional vi ce presidents e ach coming fro m East Asia, Sou th East A sia, S outh A sia, West A sia a nd W est Middle Asia and the Co-opted ITTF Officers. The ATTU Hon. Officials may be invited to attend the ATTU Executive Board Meeting, with the right to speak, but no vote. The (5.2.3) Whenever a member association of ATTU is given the option to organize the World Championships, the Olympic Games or the Asian Championships, a representative of such member association shall be appointed Vice President of the Union for t his particular Ch ampionships until t he end of the Championships. If the said representative is not an of ficer of t he u nion, such a ppointment is effected by th e Pre sident of th e Un ion a t th e Congress or Cou ncil Meeting d uring the immediate p ast World Cham pionships, the Olympic G ames or th e Asian Championships. The nominated Vice Presi dents can be c alled t o Executive B oard M eeting till th e next Congress meeting. (5.2.4) The officer of the A TTU shall be nominated and

14 elected by person and not by association. If they could not attend the meeting, their representatives should b e allowed t o vote. T he represe ntatives will enjoy the same privileges and hospitality as the officers. (5.2.5) However, if any of ficer do es not attend two consecutive meetings at A sian/World Championships, he w ould be de emed to ha ve resigned his post. (5.2.6) The Vice Presidents com ing fro m the five (5) zones will have the same rights and privileges. (5.2.7) In th e ab sence o f th e Pre sident, th e De puty President may preside over the meetings or may nominate one of the Vice Presidents to do so. (5.2.8) S tarting from the 17 th Asian Ta ble Te nnis Championships(2005), th e A TTU Execut ive Board members shall be elected every four years (two Asian Championships). (5.3) Council (5.3.1) T he C ouncil s hall c onsist of t he Officers and 20 members elected at the Congress Meeting. (5.3.2) The Council sha ll meet as required during the period of the Congress Meeting and once during the year in whic h there is no Co ngress Meeting, but shall ot herwise conduct its bus iness by correspondence.

15 (5.3.3) Whe n Con gress is in recess, the C ouncil will represent the Union and guide th e work of th e Executive Committee. (5.3.4) However, if a ny council member does not attend two consec utive meetings at Asian/W orld Championships, he w ould be de emed to ha ve resigned his post.

(5.4) Executive Committee (5.4.1) The E xecutive Com mittee shal l c onsist of t he President, two Dep uty P residents, Hon orary Secretary General and the Honorary Treasurer. (5.4.2) The E xecutive Com mittee shall meet duri ng t he period of t he Co ngress Meeting an d otherwise when convened by the President.

(5.5) Executive Board (5. 5.1) T he Executive Board shall consist of the members of EC, five ( 5) regi onal vi ce presi dents coming from East A sia, South Eas t A sia, South A sia, West A sia, and We st M iddle A sia, ITTF C o-opted officers. T he Hon orary of ficials are entitled to attend EB me eting wi th rig ht to sp eak, bu t no vote. (5.5.2) The Executive Board, entrusted by the Congress and the Council, shall ensure the implementation

16 of de cisions made by t he C ongress and th e Council, ha ndle routine w ork and e mergency matters. The Exec utive B oard m ay establ ish a certain number of techni cal committees to assist in its work. (5.5.3) The m embers of the Exec utive Board and t he Council sha ll serve for a te rm of two ye ars and may be re-elected. (5.5.4) The of fice of the U nion shall be that of the President. (5.5.5) The Congress may elect a n Advisor who may be invited to attend meetings of the Executive Board with the right to speak but shall have no vote.

(5.6) Eligibility for Office (5.6.1) Nominations for ATTU Officers and f or members of t he Council, and C ommittees m ay be m ade only with the consent of the association of which the nominee is a member. If the consent is revoked after the nominee has been appointed, he may be rem oved from his post by the E xecutive Board. (5.6.2) A member of an Association whose subscription is in arrears shall not be eligible for election or to be co-opted. (5.6.3) No person sh all at one ti me s erve, a s a fu ll

17 member of more than one committee other than the Executive Committee and no more than three (3) such posts shall be occupied by the members of one Association. (5.6.4) A paid official of the ATTU shall not serve as an Officer or as a member of the C ouncil, or a Committee. (5.6.5) All Of ficers and m embers of the Council and the Committees s hall re tire at the tim e of C ongress meeting but shall be eligible for re-election.

(5.7) Special Committees (5.7.1) The E xecutive B oard s hall appoint speci al Committees t o st udy parti cular aspects of t he work of the ATTU and to advise and assist the Council in dealing with these aspects. (5.7.2) The composition of Committees shall be decided by the Executive Board. (5.7.3) Committees shall normally meet only during the period of t he Co ngress Meeting a nd shall otherwise conduct their busi ness by correspondence. (5.7.4) A member of a Committee who does not, within a reasonable specified period express in writing an opinion on a written proposal circulated by or on behalf of t he Chairman of tha t Com mittee sha ll

18 be c onsidered to have a greed to a ny result ing recommendation su bmitted in t he name of th e Committee. (5.7.5) The Chairman of ea ch Committee shall submit to the Executive Board a re port of t he activities of the C ommittee onc e every two y ears, draw ing attention to any recommendation which th e Committee wishes to m ake: a cceptance of t he report s hall n ot a utomatically i mply acc eptance of such recommendations. (5.7.6) Any recommendation on the change of rules by a Special C ommittee sha ll be a pproved by the Executive B oard an d ratif ied by Co ngress, a proposition e mbodying t he cha nge sh all b e included in the agenda of Congress in th e name of the Executive Board. (5.7.7) C ommittees m ay, where so a uthorized, ac t on behalf of the Co uncil but the e xtent of th is authority and its duration shall be specified by the Council and shall be reviewed not lat er than at the next meeting of the Council. (5.7.8) Chairman of all the Committees shall be entitled to attend Co ngress Meeti ngs, bu t wi thout vo te unless representing an Association.

(5.8) Duties of Special Committee

19 (5.8.1) The duties of the Technical and Rules Committee shall be: (5.8.1.1) To a dvise the ATTU Co uncil on al l questions of interpretation of rul es which may be referred to it. (5.8.1.2) To assis t th e Asian Ch ampionships Referee on any qu estions of interpretation of rules. (5.8.1.3) To advise a nd ass ist m embers of ATTU o n proper i nterpretation of Laws and R egulations as laid down by ITTF. (5.8.1.4) To co-ordinate and assist the work of referees and umpires at every Asian Championships. (5.8.1.5) To a dvise t he Exec utive Board on the or ganization of the Asian Championships and t he Asian Cu p and other Tournaments; (5.8.1.6) To m ake rec ommendations to t he Executive Bo ard on th e s ystem of play for th e Asian Ch ampionships and other tournament; (5.8.1.7) To provide a dvice a nd assistance t o the Asian Championships organizers in the organization and management

20 of the Asian Championships; (5.8.1.8) To a ppoint t he C hairman of the Asian Championships Jury; (5.8.1.9) To assist the referee in any question of interpretation of rule at t he Asian Championships; (5.8.1.10) To be responsible for the Asian Championships draw; (5.8.1.11) To approve the playing schedule for the A sian Championships prepare d by the organizers; (5.8.1.12) To set up a r oster of its m embers so that at least one of th em is available in the playing hall on each day of the Asian Ch ampionships d uring a ll hours of play. (5.8.2) The duties of the Coaching and Junior Committee shall be: (5.8. 2.1) To advise the ATTU Executive Board on all m atters con cerning coaching and junior activities. (5.8.2.2) To assist the Organizing Committee of the A sian Cham pionships o n conducting any Coaching and Junior Development Seminars. (5.8. 2.3) To advise and assist m embers of the

21 ATTU on their Coaching clinics and Junior Development Programs. (5.8.3) The duties of the Veteran and Women Committee shall be: (5.8.3.1) To en courage a t Asi an l evel table tennis a ctivities of al l t he peo ple over 40 y ears of age w ho have ceased to partici pate at various regular lea gues. T ournaments and Championships he ld u nder the auspices of their nat ional associations. (5.8.3.2) To gui de a nd sup port friendly international tab le ten nis competitions and assemblies in Asia. (5.8.3.3) To or ganize V eteran func tions a nd meetings during assemblies. (5.8.3.4) To recommend each national Association to form V eteran Committees with in th eir Associations on identical basis. (5.8.3.5) To en courage a t Asi an l evel table tennis a ctivities of w omen ov er 20 years of a ge who have c eased t o participate at various regular leagues. Tournaments and Championships

22 held under the aus pices of their national associations. (5.8.3.6) To guide a nd s upport frien dly international tab le ten nis competitions and assemblies in Asia. (5.8.3.7) To organize Women's func tions a nd meetings during assemblies. (5.8.3.8) To recommend each national Association to form W omen's Committees with in th eir Associations on identical basis. (5.8.4) The duties of the Media Committee shall be: (5.8.4.1) To ensure good arrangements by the host asso ciation for the media representatives. (5.8.4.2) To coordinate w ith th e or ganizing Association that the press centre set up during a cham pionships sh all provide ad equate faci lities to t he press reporters, press p hotographers. T.V. & radio reporters. (5.8.4.3) T o ens ure th at p rior to the commencement of a c hampionships that tele xes, faxes, in ternational telephone are inst alled in the pr ess centre and operators are available for

23 dispatching news filed by the media representatives. (5.8.4.4) To help solve the difficulties of the Press during a competition held under the cover of ATTU. (5.8.4.5) T o assist the A TTU in projecting i ts view p oint by pro viding t he information required to th e officials of the ATTU. (5.8.4.6) T o work for the popularization of th e game in t he Asian countries through the Press wit hin scope permitted by ATTU Execut ive C ommittee, Executive Board, Counci l or Congress. (5.8.4.7) T o arrange for publication of ATTU Handbook an d printing of materials authorized by ATTU Secretariat. 6. Voting (6.1) Ques tions at a m eeting sha ll be decided by a si mple majority of the votes cast except that: (6.1.1) a dmission o f a new member shall r equire a two-third majority of the votes cast: (6.1.2) expulsion from membership and changes t o t he constitution s hall re quire a t hree-fourth majority of the votes cast;

24 (6.1.3) dissolution of t he Union shall require a four-fifth majority of the votes cast; (6.1.4) the revocation of an Asian Championships option shall re quire a majority of two-thir d of the votes cast.

(6.2) For each voti ng, including e lections, at leas t t wo scrutineers s hall be a ppointed by th e Preside nt. Na mes shall be taken from the list in alphabetical order, omitting the representative of a ny association who has a particular interest in the item which is the subject of the vote.

(6.3) If an Association wishes to appoint a proxy to represent it at a C ongress meeting, a notice of the appointment shall be given to the Secretariat 3 days before the meeting. No Association sh all ho ld m ore th an 1 p roxy o n behalf of other Associations.

New (6.4) No more than one person from an Association shall be nominated for the Executive Committee and no one shall be nominated for more than one position of the Executive Committee.

(6.5) An ATTU council member may hold one proxy on behalf of an other as sociation but may not h old a pr oxy as a n association delegate at the same time.

1. Regulations for Asian Championships

1.1 Authority for Organization (1.1.1) The Asian Championships hereinafter referred to as " t he Ch ampionships " shal l be generally organized once every two years. (1.1.2) A n A ssociation w ishing to or ganize the Championships shall send a written application to the Secre tary General not later t han 10 weeks before the C ongress. All applications s hall be considered by t he Executi ve B oard a nd shall be submitted to the Co ngress together with th e recommendations of the Exec utive Bo ard on venue for the occasion in question. The option to organize sh all be gra nted by the Congress w ith the confirmation of date for the Championships. (1.1.3) The right to organize future Championships shall normally be granted for two occasions ahead. (1.1.4) Where necessary, the C ongress or the E xecutive

26 Board may invite another member as an alternate. (1.1.5) If, after an op tion has bee n grant ed, circumstances change in such a way as to be likely to prejudice the satisfactory conduct of the Championships, the option may be revo ked by a two th irds majority vot e at t he Congress preceding the Championships. 1 .2 Hospitality The Organizing Association s hall provide h ospitality for accommodation a nd m eals fro m the eveni ng before the Championships begi n u ntil th e m orning after th e Championships end for: (1.2.1) n ot m ore t han 8 players inc luding playing a nd non-playing captain competing in both the men's and women's event. The Chairmen of the Technical Committee and ATTU Secretariat staff shall be given hospitality 3 days prior to the com mencement of th e Championships. (1. 2.6) The expenses of Chairman, Technical & Rules Committee/Technical de legate including air passage to the Championships and the draw shall be borne by the organizer. 1.3 Jury (1.3.1) Th e jury sh all co nsist o f th e ch airman o f ATTU Technical a nd Rules Committee/Technical Delegate, one nominee f rom the O rganizing Association a nd the Refere e who sha ll have the right to speak but not to vote. (1.3.2) The Chairman of the Jury shall be appointed by the ATTU Technical and Rules Committee. 1.4 Entries (1.4.1) Entri es shall be s ubmitted o n an e ntry for m distributed by the Secre tary General; t he form s shall be provided by the Or ganizing Association and based o n a stan dard f orm approve d by the Executive Committee. (1.4.2) A n A ssociation m ay nom inate n ot m ore tha n 5 players for the men's team event; not more than 5

28 players for the women's team event; 5 players for men's singles; 5 players for wo men's singles: 2 pairs for m en’s, w omen’s do ubles a nd mixed doubles. (1.4.3) All players taking part in t he men's and w omen's singles may participate in the men's and women's doubles a nd mixed d oubles. Pairin g of play ers from different associations is impermissible. (1.4.4) Eac h Associate M ember Associa tion shall pay a capitation fe e of 5 0 U SD or eq uivalent to th e Union to be eligible for entering its teams in the Championships.

1. 5 Eligibility (1.5.1) T he following re gulations s hall ap ply to te am competitions in Asian Championships. (1.5.2) A Player may represent an Associ ation only if he/she is a national of the country in whi ch that Association has jurisdiction, except t hat a player who on 31st August 1997 was eligible by birth or residence to represe nt a n Association of which he/she w as not a national m ay retain t hat eligibility. (1.5.3) A play er wh o is at the sam e tim e a n ational of more than one coun try may choose which of the relevant Association he will present.

29 (1.5.4) Where the players of more than one Associat ion have the same nationality, each such Association may d etermine i t’s o wn add itional requ irement for eligibility. (1.5.5) A player shall not represent di fferent Associations within a period of 3 years. (1.5.6) A player shall be regarded as having represented an Association if he/she has accepted nomination to re present it w hether or n ot he/she pl ays; the date of r epresentation sh all be th e date of nomination or the date of playing, whichever is the latter. (1.5.7) An A ssociation m ay no minate t o repres ent it a player w ho i s eli gible t o do s o b ut w ho is a resident i n a territory c ontrolled by another Association p rovided that he/s he has not be en suspended or expelled by that Association. (1.5.8) Any app eal o n a question of el igibility shall b e referred t o the E xecutive Com mittee whose decision shall be final.

1.6 System of Play The system of play shall be conducted in accordance with the ITTF Rules. Any changes in the system recommended by the Technical C ommittee are t o be a pproved by t he Executive Board.

30 (1.6.1) Men's & Women's Team Events: Team Events will be divided into Champion Division and 1st Division.

Champion Division will be played at direct 2nd Stage by Knock out system. Champion Division will consist of top 6 teams from the latest results of the Asian Championships and top 2 teams (winner & runner up) from the results of the 1st Division at the Championships. All the remaining teams except the top 6 teams will be divided into 2 or 4 groups according to the entries.

In the first stage they will play the round robin league. The winners will play the second stage which will be on KO basis . The remaining teams will play KO for the position matches. The winner and runner up teams will have another chance to challenge the champion division.

The matches in the team events will be decided by best of 5 singles and the order of play shall be A vs X, B vs Y, C vs Z, A vs Y, B vs X. All matches will be decided by best of 5 games

31 (1.6.2) Individual Events: All individual events shall be played in knock-out system. Matches in single s event shall be played in bes t of sev en gam es and all d oubles matches shall be played in best of five games up to quarter finals. The Semi finals and Finals shall be decided by best of seven games.

(1.6.3) Seeding: (1.6.3.1) Team Events For cham pion di vision, cham pion te am and runner-up team shall be placed at the top (1) and bottom (8). The 3rd teams and 4 th teams shall be drawn be tween 4 a nd 5 . 5 th team and 6 th team s shall be drawn between 3 and 6.

The w inner t eams and ru nner up t eams of 1 st division shall be drawn between 2 and 7 position. Seeding of the te ams for b oth c hampion di vision and 1st division shall be based on the latest results for A sian C hampionships. A ny disp utes raised from the a bsentees or new p layers w ill be resolved according to t he I TTF team ranking and the decision of the T echnical & Ru les Committee shall be final.

32 (1.6. 3.2) Individual Events For Individual Events, the latest World ranking of ITTF will be taken as reference criteria for the seeding purpose.

(1.6.4) De termination of Placings 1/ I n a group, or “ round ro bin” competition, a ll members of the group shall compete against each other and shall gain 2 match points for a win, 1 for a l oss in played m atch and 0 for loss in an unplayed or unfinished match; the ranking order shall be determined prim arily by the number of match points gained. 2/ If two or more members of group have gained the same num ber of m atch points th eir relative positions shall be de termined only by the results of matches be tween t hem, by consid ering successively the num bers of match poi nts, the ratio of win s to l osses first in i ndividual matches(for team event), games and points, as far as is necessary to resolve the other. 3 / If at any step in the calculations the positions of one or more m embers of the gro up have bee n determined w hile t he o thers are s till equal, t he results of matches in which those members took part sh all be e xcluded fro m any further

33 calculations n eeded to reso lve t he equalities i n accordance with the procedure of 1/ and 2/. 4/ If it is not possible to resolve equalities by means of th e pro cedure spe cified 1/ t o 3/ t he r elative positions shall be determined by lot. 1. 7 Awards (1.7.1) Trophies and medals shall be awarded to winners in all events. (1.7.2) In both team and individual events the wi nners shall receive gol d medals, the l osing finalis t silver m edals and the losing semi-finalists bronze medals. (1.7.3) T o encourage t eams and playe rs, it is recomm ended that the Uni on and t he Host Associa tion shal l crea te various s pecial aw ards s uch as MIT (M ost Im proved Team), MVP (Mos t V aluable Player), MPP ( Most Popular Player), BSP (Best Spirit Player) etc.

1.8 The Laws of T able T ennis R egulation for I nternational Competitions.

Except for t hose pro vided aforesai d, t he presen t Law s of Table Tennis (Cha pter 3) & Regulation for Int ernational Co mpetitions (Chapter 4) i n th e ITTF H andbook sh all be a dopted in the Competition.

34 2. Rule on Asian Cup Tournament

2.1 Name of Tournament This tournament will be known as ASIAN CUP TABLE TENNIS TOURNAMENT.

2.2 Host Association Any Associat ion wis hes to host t he T ournament must apply to t he Executive Committee of A TTU. Permission may be grant ed to an ATTU member to organize subject to a cceptance of a ll conditions and ot her rel evant regulations.

2.3 Technical Representative For each A sian Cu p T ournament the A TTU Executive Board shall a ppoint a Technical De legate who s hall be member of the A TTU Exe cutive B oard or Technical & Rules Committee and who will be responsible directly to ATTU Exe cutive Bo ard f or ev ery aspe ct of playing and practicing c onditions, umpiring, eq uipment a nd general conditions in the playing and practicing halls. He will also be resp onsible for superv ision of th e draw and f or scheduling or matches.

2.4 The Tournament Organizing Committee An O rganizing C ommittee of the T ournament shal l be

35 formed by the host Association and shall be known as the Organizer.

2.5 Sponsors The Or ganizer shall obta in a m ajor sponsor prefera bly with multi-national interest. While host Association may, with t he concurrence of t he major spo nsor, o btain other local sponsors to contribute towards the fund. The terms for the m ajor sponsor shall be sp elled out by t he ATTU Executive Bo ard. in co njunction w ith the organizer. A levy will be charged by ATTU which shall determine the amount. Th e authority o n decision re garding r oyalty on TV rights is rested with ATTU Executive Board.

2.6 Rules And Regulations All rele vant ITTF Regul ations f or Interna tional Competitions shall apply to the Asian Cup Tournament, where appl icable. require ments and r ecommendations listed i n ITTF " Cham pionship O rganization " b ooklet shall be observed.

2.7 Events There shall be singles events for men and women only.

2.8 Seeding Of Players And System Of Play 2.8.1 Participation in the tournament shall be limited to

36 16 players for the m en's eve nt a nd for the women's event. 2.8.2 The l ist of players shal l be d rawn up b y the Technical and Rules Committee of ATTU subject to the conditions that each region shall have at least 1 representative in the Asian Cup and associations with high-ranking players are entitled to send up to a maximum of 2 players for men and for wo men while t he rest one each. The h ost A ssociation s hall ha ve 2 pl ayers in men's event and women's event. 2.8.3 The T echnical Del egate may ap prove ch anges owing to last minute withdrawal and his decision shall be final. 2.8.4 The Tournament shall be played in two stages. 2.8.5 In stage I, i.e . the Preliminary Round, there shall be 4 groups for men and for women. The players shall be drawn in accordance with Classification and normal practice of ITTF Rules. 2.8.6 In Stage II. i .e. the Fina l Round, the winner and runner-up in each group in the Preliminary Round shall be redrawn to compete for 1-8 placings for men and w omen on k nock-out sy stem and similarly the 3rd and 4th in each group shall be redrawn to compete from 9-16 placings for men and for women.

37 2.8.7 All matches shall be played to best of 7 games.

2.9 Hos pitality 2.9.1 The O rganizer shall be re sponsible t o provide hospitality o f bo ard an d lodging, internal transport f or all invi ted pla yers and one official from each par ticipating Association while the air passage w ill be b orne by parti cipating Associations concerned. 2.9.2 The organizer shal l provide board and lodging and internal transport for members of A TTU Executive Board, Technical & Rules Committee. 2.9.3 The expenses of the Technical Delegate including air passage to the tournament and the draw shall be borne by the Organizer. 2.10 Award 2.10.1 Cash awards of minimum US$60, 000 w ill be made at ea ch tournament based on the results of each t ournament by the organizer subject t o concurrence by the ATTU Executive Board. 2.10.2 All cas h awa rds are m ade to t he participating Associations and not to individual players.

2.11 O ther Matters The above rules are subject to modification and alteration by ATTU Technical & Rules Committee on any matter in respect of interpretation of rules shall be final. 38 3 Rules and Regulations for Asian Junior Championships

3.1 Regulations for Asian Junior Championships 3.1.1 Authority for Organizing (3.1.1) The Asian Ju nior C hampionships hereinafter referred t o as “ the Cham pionships”shall be generally organized once every year. (3.1.2) An Association wishing to organize the Championships shall send a writ ten a pplication to t he Secret ary General n ot la ter than 10 weeks before the Congress. All applications shall be considered by the Executive Committee and shall be submitted to th e Congress t ogether with th e r ecommendations of t he Executive C ommittee on venue for the occasion i n questi on. The option to organize shall be granted by the C ongress with the confirmation of date for the Championships. (3.1.3) The right to organize future Championships shall normally be granted for two occasions ahead. (3.1.4) Where necess ary, the C ongress or the E xecutive Committee may invite another member as an alternate. (3.1.5) If, after an option, has been granted, circumstances change in such a way as to be likely to prejudice the satisfactory conduct of th e C hampionships, t he option m ay be rev oked by a tw o thirds majority vo te at the Co ngress prec eding t he Championships. 3.2 Competition regulations (3.2.1) Not m ore than 4 play ers inc luding pl aying and non-playing

39 captain c ompeting in bo th t he ju nior bo ys a nd ju nior g irls event. (3.2.2) Not m ore than 2 play ers inc luding pl aying and non-playing captain competing only in boys’ team event. (3.2.3) Not more than 2 players i ncluding playing an d non-playing captain competing only in girls’ event. (3.2.4) Not more than 2 players competing in boys and girls individual events. (3.2.5) Not more than 1 player co mpeting in boys or girls individual events. (3.2.6) One official accompanying the teams. (3.2.7) All m embers of ATTU Ex ecutive Boar d, A TTU Honorary officials, full members of the Technical and Rules Committee, Coaching a nd J unior Committees a nd i nvited ATTU Secretariat Staff. (3.2.8) The e xpenses of t he C hairman of the T echnical & R ules Committee/ Technical de legate i ncluding a ir passage t o the Championships and the draw shall be borne by the organizer.

3.3 Jury (1.3.1) The Jury shall be nominated by ATTU. One nominee from the Organizing A ssociation and t he Referee w ho s hall have the right to speak but not to vote. 3.4 Entries (3.4.1) Entries shall be submitted on an entry form distributed by the Secretary Ge neral; the form s shall be provi ded by the

40 Organizing Association a nd b ased on the sta ndard form approved by the Executive Board. (3.4.2) The following events shall be played: 1. Boys Team Championships 2. Girls Team Championships 3. Boys Singles 4. Girls Singles 5. Boys Doubles 6. Girls Doubles 7. Mixed Doubles (3.4.3) An Association may nominate not more than 4 players for t he boys’ team events; not more than 4 players for the girls tea m events; 4 players for boys’ singles; 4 players for girls’ singles; 2 pairs for boys’ and girls’ doubles (3.4.4) The cut off date of age f or t he players for t he Asian J unior Championships has to be in accordance with ITTF criteria for the World Junior Championships that is 31.12.84 starting from 2003. There shall be q ualifying to urnament fro m the 5 regional competition and top 2 teams in each region and top 4 teams from the previous Asian Junior Championship, 14 teams in total shall be eligible to participate in the championships. (3.4.5) Those Associations who have not qualified may enter with maximum 2 players in singles and one pair in doubles and two pairs in mixed doubles with their own expenses. (3.4.6) Each Association is allowed to send one boy and one girl cadet player to take part in qualifying tournament and championships wit h their own expenses. 3.5 El igibility (3.5.1) ITTF Regulations f or ju nior p layers shal l a pply to d etermine

41 the eligibility of play.

3.6 System of play The following regulations shall apply to Team Competition in Asian Ju nior Cham pionships. A ny c hanges in the sy stem recommended by the Technical Committee are to be approved by the Executive Committee. (3.6.1) Boys’ and Girls’ Team Events: The Competition shall be conducted in two stages. In the first st age, all teams except the winner and runner up teams of previous Asian Junior Championships shall be divided in two groups and play in the single round robin system. In the second stage, the first three teams from both gr oups and the winner and runner-up teams of previous Asian Junior Championships shall play by progressive knockout sy stem to det ermine nic e t o fourteen positions. (3.6.2) I ndividual events: All single events shall be pl ayed in two stages. In the first stage, all events shall be played according to single round robin system. In secon d stage, players in th e first placing from dif ferent gr oup sh all p lay agai nst ea ch other acc ording t o k nockout sy stem. All matches of singles in second stage shall be played in best of s even games. (3.6.3)Selection of Seedings:

42 Seeding of teams shall b e based on the latest results of the Asian Junior Championships. Qualified teams from regions s hall be d ivided in d ifferent gro ups. 43 procedure sp ecified in 1 / to 3/ t he r elative p ositions shall be determined by lot. 5/ Seeding in individual events will be based on the latest rankings list of ITTF for juniors for Asian players. 3.7 Awards (3.7.1) In b oth te am and i ndividual e vents t he w inners shal l receive gold medals the losing finalist silver medals and the losing semi-finalists bronze-medals. (3.7.2) T o e ncourage and pro mote th e jun ior p layers, it is recommended that t he Host Association s hall create various special award to the player.
